The Universal Service and Access Agency of South Africa (USAASA) was established in terms of the Electronic Communications Act, Act 36 of 2005. The Agency’s vision is Universal Access and Service to ICT for All. The Agency is based in Midrand, Vorna Valley.
Senior Manager: USAF & Broadcasting (BDM)
Level 13 Salary R1 057 326 – R1 245 495 per annum all inclusive (Negotiable)
(1 Year Contract)
Key Purpose: The purpose of the job is to develop strategies and facilitate the implementation of Universal Services and Access. As part of the BDM (Broadcasting Digital Migration) Programme, The Senior Manager is required to develop strategies assist poor TV-owning households by subsidizing the cost to acquire DTT (Digital Terrestrial Television) and DTH (Direct to Home) Set-Top Boxes and antennas, as well as provide installation services (through the USAF). This includes some of USAASA’s current projects that speaks to the depletion on stock, aligning to the ASO and rolling out the phase 2 of the project.
Key Responsibilities:
• Determines the scope of work • Develops concept and business case documents for complex projects • Develops the Medium-Term Funding requirements in line with the National Treasury Guidelines • Evaluates and assesses all infrastructure and customer premises equipment proposals that respond to any request that USAASA may advertise with an intention of responding to the needs of the underserviced areas
• Conducts technology research on new innovations that can be deployed as a better response in closing the ICT access gaps • Liaises with stakeholders • Develops Universal Service & Access Plans in relation to Electronic Communications Infrastructure for the Agency • Develops and maintains relationships with stakeholders in the Electronic Communications Sectors • Facilitate infrastructure deployments in under-serviced areas • Develops operational and project plans in relation to facilitation of infrastructure projects • Analyses the telecommunication infrastructure • Analyses and interpret Telecommunication technology, laws and policies.
Ensure the effective management of the project, pre and post the commercial launch of DTT.
Improve operational processes and procedures on an ongoing basis and monitor workflow that achieves operational requirements and is aligned
Develop strategies on how to manage and maintain relationships with various stakeholders. Effectively and efficiently manage the implementation of the BDM project to achieve the national targets on migration from analogue to a digital broadcasting platform and the ultimate release of needed spectrum to advance the goals of universal access and universal service
Strong ability to work in complex / infrastructure projects
Lead the overall program with strong attention to strategy, implementation, and delegation.
Monitor changes in legislation, regulations and relevant industry practice whilst ensuring compliance with audit requirements.
Identify opportunities to close the digital divide between South Africa and the rest of the world
Lead, manage and direct talent optimally in the operations environment.
Act as a key driver and enabler of service innovation, creating an environment where service design and innovation can flourish
Develop program assessment protocols for evaluation and improvement
Maintain organizational standards of satisfaction, quality, and performance
Monitor changes and driving implementation

Minimum Requirements:
Engineering Degree / Bachelor’s degree in business administration or related field
Exceptional leadership, time management, facilitation, and organizational skills, Working knowledge of access services technologies
Program management experience
work closely with project sponsor, cross-functional teams, assigned project managers to plan and develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives
