uMngeni-uThukela Water was gazetted by the Minister of Water and Sanitation and established, with effect the 01st July 2023, through the reconfiguration of Mhlathuze Water and Umgeni Water. The core business of the entity is to provide bulk water and related services to other water services institutions and customers in its gazetted service area covering the entire Kwa-Zulu Natal province. The entity operates in accordance with the Water Services Act (Act 108 of 1997) and the Public Finance Management Act (Act 1 of 1999), among others, and is categorised as a National Government Business Enterprise. uMngeni-uThukela reports directly to the Minister of Water and Sanitation, through the Board (Accounting Authority) and through its functionaries, the Chairperson of the Board and the Chief Executive.

 

 

SCM COMPLIANCE ANALYST X3


Reporting:

Suitably qualified candidates are invited to apply for the position of SCM Compliance Analyst reporting to the Procurement Compliance Manager whose key characteristics are mentioned below.

 

Purpose of the job:

To provide specialist compliance advice and guidance to the business unit; to provide input in the SCM Compliance process with regards to drafting of compliance reports to management and governance structures within UUW * To advise the business unit proactively in developing systems and responses to legislation and regulations, facilitate on-going training to SCM division staff on the requirements of the regulations, and perform compliance reviews and provide assurance on compliance status of the supply chain value chain.

 

 

 

Key Responsibilities:

SCM Compliance program * Reporting * Provide information management support * Provide strategic intelligence on supplier health * Consolidation of all SCM Reports and monitoring of SCM compliance & Risk.

 

Minimum Qualifications:

National Diploma in Auditing (NQF 6) or Supply Chain Management and/or Commercial Law.

 

Minimum Experience:

A minimum of 3 – 5 years’ procurement risk and compliance experience * Code EB (08) Driver’s License.

 

Technical and Functional Competencies:

In depth Knowledge of the Public Finance Management Act (PFMA) and Treasury Regulations * Knowledge of SCM Policies and procedures * Knowledge of Construction Industry Development Board * Knowledge of Broad Based Black Economic Empowerment * Knowledge of and experience in the Preferential Procurement Policy Framework * Advanced level of Computer Literacy in MS Office * Knowledge of SAP will be an advantage * Ability to compile comprehensive quotation and tender documents * Ability to perform specialist buying functions for a specific industry * Ability to write a business report.
