Umalusi, the Council for Quality Assurance in General and Further Education and Training is a statutory Quality Council which quality assures education provision in General and Further Education and Training. This body seeks to appoint suitable persons with the relevant qualifications and experience to the following posts. The Council intends to promote representivity through the filling of these posts.
INFORMATION AND COMMUNICATION TECHNOLOGY DEVELOPER (ASP.NET MVC C#)

Requirements
A 3-year national diploma or bachelor’s degree in Information and Communication Technology (Software Development) and/or equivalent • A minimum of 3 years’ actual working experience in developing Microsoft web based solutions. •A minimum of 3 years’ experience in C#, ASP.NET and MS SQL • 1-year Experience in ASP.NET MVC, AngularJS/ knockout will be advantageous • Extensive knowledge of Database design • Sound knowledge of systems analysis. • Working knowledge of SSIS and SSRS • Experience in SDLC and software development methodologies. • Proficient verbal and written communication skills - especially with regard to compiling user specifications and technical documentation are essential. • Strong knowledge of computer fundamentals which include: MS Word, MS Excel, MS PowerPoint; MS Outlook • Passion to help improve operations continuously.
Duties
Design, develop and maintain server based Management Information Systems (MIS) • Design, develop and deploy Web applications in ASP.NET MVC C# • Maintaining existing systems • System analysis and design • Testing of systems • Provide training to end users • Monthly progress reporting on activities assigned. • Presentation, communication and writing and administrative skills

Duties
Primary Duties: Process and verify the Standardisation, Statistical Moderation of SBA, ICASS/TERM marks and resulting processes. Support and manage a system for the testing and approval of data submitted by the assessment bodies. Maintain an efficient administration system. Promote quality through the maintenance and development of stakeholder relationships and networks. Verify irregularities on the resulting data sets and the accuracy of standardisation resulting data. Verify and monitor registration and resulting systems. Analyse and develop consolidated reports for the standardisation quality assurance processes. Contribute to the conceptualisation and development of quality assurance policies and approaches for the standardisation and resulting of learner performance.
Competencies and Skills: •Experience in data base management and processing •Advance Microsoft Excel skills •Strong administrative skills and project management skills • Coordination and strong administrative skills •Verbal and written communication skills •Report writing skills •Ability to work within tight timelines •A valid driver’s license •Willingness to travel regularly and to work after hours is also essential.

SENIOR MANAGER: STATISTICAL INFORMATION AND RESEARCH

Requirements
At least a Master’s degree in education and training or a related field, specialising in assessment and or curriculum; 5 to 10 years of managerial experience in the education and training field; 5 to 10 years’ experience in research and data analysis ?A substantial and in-depth knowledge of the national education and training system ? Experience in conceptualising, leading and managing research (qualitative, quantitative and mixed methods). Insight into other aspects of education such as standards development, large scale testing, evaluation practices and assessment design.
Duties
Primary Duties: ?Identify research needs and foci of the organisation and plan strategically to meet the organizational needs ?Conduct, manage and oversee all research conducted by Umalusi ?Publish and disseminate research reports and establish research networks ?Draw up and oversee implementation of the annual performance plan, annual unit operational plan and budget, and report on expenditure and progress ?Oversee the functions of the Research Forum and the Assessment Standards Committee. ?Provide leadership, manage the unit, and contribute significantly to the management of the organisation ?Provide credibility and build the credibility of the organisation among the stakeholders of Umalusi ?Close cooperation and effective working with internal and external stakeholders ? Host and participate in seminars, colloquia and conferences.
Competencies and Skills: Vast knowledge of quality assurance in education and training and project management skills. In addition to proven project management skills, s/he must be able to demonstrate the ability to: ; write research reports/papers and present at varied forums ?Creative leadership, effective management, the ability to manage large projects, as well as the ability to work under pressure, are essential qualities ?Ability to translate policies into implementation strategies and programmes ?The incumbent must be dynamic, self-motivated, self-managing and must be able to work under pressure ?A valid driver’s license and willingness to travel.

INFORMATION AND RECORDS PRACTITIONER: HUMAN CAPITAL MANAGEMENT

Requirements
A Diploma in Records Management/Archival Studies/Knowledge Management/Information Science or in Public Administration. A minimum of three years’ experience in Information and records management. Proven experience in the implementation of the file-plan. Supervisory experience will be an added advantage. Knowledge and in depth understanding of the Electronic Records Management system and the National Archives legislations. Knowledge and understanding of the Promotion of Access to Information Act (PAIA) and Promotion of Administrative Justice Act (PAJA). Communication and interpersonal, interpretation, report writing, problem solving, administrative and organizational skills. Computer literacy. A valid South African driver’s license.
Duties
Ensure compliance and implementation of the approved file plan, policies, and procedures. Develop, review, and implement policies, procedures, and manuals in relation to information and records management practices. Ensure the safekeeping of organisational records. Ensure proper management of postal and courier services. Ensure proper management of Umalusi records at offsite storage. Build stakeholder relations. Scanning and indexing of documents. Quality control of documents. Respond to information inquiries, giving appropriate access to information. Identify best appropriate Information and Records management resources. Ensure accurate classification of correspondence. File documents accurately and in line with the file plan Compilation and submission of monthly reports. Establish retention and disposal schedules. Training, advising, and overseeing the implementation of Information and Records management best practices to management and staff on record management. Identify problems, evaluate trends and anticipated information and Records management trends. Perform other records management functions. Management of information and records related service providers.
