The Municipality seeks to appoint suitably qualified persons to the following position within the WATER SERVICES DEPARTMENT
AREA TECHNICAL OFFICER (WATER & SANITATION)
Total Cost To Employer: R 854 044.16 pa
Reporting to the Area Manager: Area South Central, the successful candidates will be responsible for the following duties, inter-alia:
• Communicating with management on specific Key Performance Areas (Operation and Maintenance ) with a view to aligning functions and service delivery objectives (supply/demand) against the capacity and capability of the Section.
• Mapping immediate and short -term operational plans detailing resources , applications and interventions necessary to support operational processes and the functioning of associated plant and equipment .
• Analysing service delivery trends and capacity against requirements and submit reports supporting specific provisions associated with operations and maintenance of water and sanitation infrastructure for consideration.
• Planning, implementing and monitoring planned and predictive maintenance sequences to plant, operating equipment and civil infrastructure.
• Participating and providing input into the defining and scoping of a short and long-term Operations and Maintenance Projects with respect to infrastructure and services referring to specific investigative studies and/or researched findings.
• Responding, through the collection of factual information and/or conducting the necessary investigation /research, to enquiries and concerns on service delivery and/or services from the general public, councillors and government departments.
• Inspecting work sites and/or conducting observations of work sequences, operations and applications and, determining the extent of awareness and/or the need for corrective/remedial measures to address deviations from laid down standards.
Requirements:
• A valid grade 12 Certificate
• Applicants should be in possession of a National Diploma or BSc / BTech Degree in Civil Engineering Qualification
• Applicants must be registered as a Professional Engineer / Technologist with the Engineering Council of South Africa (ECSA)
• A minimum of 4 - 5 years experience in a Technical Environment of which at least 2 years must be at a supervisory level
• Experience in a Water & Sanitation is a must
• Applicants must be willing to work extraordinary hours
• Proficiency in English and isiZulu is mandatory
• A valid code B driver’s licence

Reporting to the Manager: Public Participation, the successful candidates will be responsible and accountable for the following, inter alia:
• Interpreting community priorities and requirements against plans and programmes and analyzing alignment options
• Visiting communities to establish specific needs and/or communicating with Provincial and National Departments in respect of the implementation or adequacy of social relief and upliftment programmes
• Ensuring the formation of Forums and Committees to promote engagement and discussion on community priorities and concerns
• Collaborating with external departments/ agencies on specific issues pertaining to the implementation of social upliftment and developmental plans and programmes
• Facilitate a meeting with ward committees and councillors before the community meeting, to put them up to speed of what can be expected from the meeting and how questions should be tackled.
• Participating in various meetings (internal and external forums) and provides comments/opinions on matters affecting or concerning deliverables
• Responding through the collection of factual information and/or conducting the necessary investigation/research, to enquiries and concerns on delivery from the general public, councilors, government departments etc.
• Co-ordinating conflict resolution procedures to resolve conflicts that arise between beneficiaries, community structures and other stakeholders to ensure that the environment is conducive to all.
• Ensure that all stakeholders as representatives of the community get first-hand information as soon as it is available from the municipality.
• Keeping abreast of changes to legislative requirements pertaining to social responsibility and providing input into the alignment of the Water Services forward plans, Integrated Development Plan and/or amendments to specific policies
Requirements:
• A valid Grade 12 certificate
• National Diploma in Public Administration/Management, Development Management Studies, or relevant qualification
• A minimum of 2 – 3 Years Social Development experience
• Computer Literacy essential (MS Word and Excel)
• A valid code EB driver’s licence
