DIRECTOR: TECHNICAL SERVICES

THE POSITION IS ADVERTISED FOR A FIVE YEARS FIXED-TERM CONTRACT WITH WORK BASED ON A PERFORMANCE MANAGEMENT CONTRACT
REMUNERATION PACKAGE PER ANNUM:
Based on Government Gazette No. 41173 of 10th October 2017, i.e. Upper Limits of Total Remuneration Package Payable to Municipal Managers and Managers Directly Accountable to the Municipal Managers

REQUIREMENTS, QUALIFICATIONS AND COMPETENCIES
• Bachelor’s Degree or B. Tech in Engineering (Civil/Electrical Engineering) or equivalent NQF Level 7
• Registered as a Professional Engineer with relevant council
• Certificate in Municipal Financial Management Programme as prescribed by National Treasury, Government Gazette No 29967 dated 15 June 2007
• Minimum of five years’ practical experience in technical management field at Senior Management level preferably at local government environment
• Computer Literacy
• Ability to sustain a clean audit from Auditors
• A valid driver’s licence (EC1 and EB)
CORE COMPETENCIES:
As stipulated in Annexures A and B of the Regulations on Appointment and Conditions of Employment of Senior Managers Government Notice 21 in Government Gazette 37245 dated 17 January 2014. Manage and provide technical;/ infrastructure service provisioning and project management, addressing the applicable prescriptive requirements specifically around, roads and storm water, fleet, water & sanitation and energy to the community and achieving the mandate and goals of the municipality regarding service delivery. Advanced knowledge and understanding of relevant policy, legislation, institutional governance systems and performance management.
Advanced understanding of municipal council operations and delegation of powers. Proven track record of good governance, audit and risk management, budget and finance management. Ability to be an innovative and strategic leader. Ability to interact with other people. People management, interpersonal skills and stakeholder’s relations
Good facilitation and communication skills. Conflict management, risk and change management, mediation skills, diversity and project management
KEY PERFORMANCE AREAS:
• Management Support Functions
▪ Manage and control infrastructure services within the strategy of the municipality
▪ Coordinate the annual planning of the directorate
▪ Developing and manage infrastructure service delivery models
▪ Provide direction and contribute to development
▪ Managing the implementation of service delivery plans
▪ Identify and managing all infrastructure risks
▪ Provide technical input and support to council,
▪ Ensure compliance with relevant legislative and statutory
• Infrastructure Service Management
▪ Manage the provisioning of maintenance of civil engineering services
▪ Managing the rendering of water, sanitation services to ensure sustainability
▪ Conduct inspections to ensure quality standards
▪ Providing effective planning for road and storm water
▪ Jointly with PMU, coordinate implement and manage MIG, EWPW and other projects
▪ Conceptualizing, design financial project in line with IDP and SDBIP
▪ Managing the provision of the maintenance of municipal buildings
▪ Oversee and management of operations of electrical networks,
▪ Overseeing the management of utilisation of vehicles
• General Function
▪ Implement finance and financial management strategies for directorate
▪ Monitor and addressing non-compliance
▪ Participate in various meetings internal and external
▪ Manage departmental performance and staff
▪ Identify technical/ non-technical development plans for staff
▪ Monitoring of performance in terms of contracts
▪ Consult with management initiative regarding change
▪ Communicate with all stakeholders and do reasonable ad hoc duties
SPECIAL CONDITIONS:
• Shortlisted candidates will be subjected to a competency assessment test.
• During the complexity of the position, the successful candidate will be subjected to a six-month probation period
• Background and reference check will be conducted for the shortlisted candidates
• All qualifications will be subjected to verification
