CHIEF FINANCIAL OFFICER

THE POSITION IS ADVERTISED FOR A FIVE YEARS FIXED-TERM CONTRACT WITH WORK BASED ON A PERFORMANCE MANAGEMENT CONTRACT 
 
 
REMUNERATION PACKAGE PER ANNUM:
Based on Government Gazette No. 41173 of 10th October 2017, i.e. Upper Limits of Total Remuneration Package Payable to Municipal Managers and Managers Directly Accountable to the Municipal Managers

Maximum R 906 184
 
 
 REQUIREMENTS, QUALIFICATIONS AND COMPETENCIES 
• Bachelor’s Degree or B Tech in Financial Accounting 
• Added Advantage – Chartered Accountant (CA) or SAIPA 
• Certificate in Municipal Financial Management Programme as prescribed by National Treasury, Government Gazette No 29967 dated 15 June 2007 
• Minimum of seven years’ practical experience in financial management at Senior Management level at local government or public service 
• Extensive knowledge of Local Government Municipal Finance Management Act (NO 56 of 2003) National Treasury Regulations and all other related regulations 
• Ability to compile Municipal Budget and Annual Financial Statement 
• Excellent communication, team player, financial strategist and report writing skills 
• Knowledge and understanding of computerised Financial Systems, Excel, Database, MS Word and PowerPoint 
• Ability to sustain a clean audit from Auditors 
• A valid driver’s licence

KEY PERFORMANCE AREAS: 
• Responsible for overall management and administration of the budget and Treasury Office 
• Perform all delegations by the Accounting Officer in terms of MFMA, and any other duties or functions that may be assigned by the Accounting Officer of the municipality. 
• Managing, planning. Organising, coordinating, directing and controlling activities of staff at the Budget and Treasury Office as well as Supply Chain Management. 
• Develop, Implement and maintain appropriate mechanisms to timeously respond to the challenges, needs, financial information, the interpretation thereof and rendering of technical advice to Accounting Officer. 
• Advice the Accounting Officer on the exercise of powers and duties assigned to him in terms of the MFMA. 
• Assist the Accounting Officer in the administration of the Municipality’s bank accounts and in the preparation and implementation of the municipality’s budget. 
• Advise Senior Managers and other Senior Officials in the exercise of powers and duties assigned to them in terms of section 78 or delegated to them in terms of section 79 of the MFMA 
• Perform budgeting, accounting and AFS analysis, financial reporting cash management, debt collection and Asset Management. 
• Management of supply chain management, financial management, review and other duties as may in terms of section 79 of the MFMA be delegated by the Accounting Officer to the financial officer. 
• Perform financial reporting as required by the MFMA and other related legislative prescripts 
• Ensure compliance with all Council‘s policies and procedures. 
• Ability to formulate SDBIP in line with MFMA requirements and implement it. 
• The Chief Financial Officer of a municipality is accountable to the Accounting Officer for the performance of duties referred to above. 
• Ensure the effective implementation and compliance with the Municipal Finance Management Act, 2003, Property Rates Act, Municipal System Act and all other Acts that Govern Local Authorities. 
• Ability to give strategic guidance and advises and personnel performance management 
• Management of service providers assigned responsibilities of the treasury section 
 
SPECIAL CONDITIONS: 
• Shortlisted candidates will be subjected to a competency assessment test. 
• During the complexity of the position, the successful candidate will be subjected to a six-month probation period 
• Background and reference check will be conducted for the shortlisted candidates
• All qualifications will be subjected to verification

Municipality reserves the right to nullify or cancel an employment contract and recover all costs incurred by the municipality including remuneration, advertisement, etc., should it be discovered that the successful candidate submitted false or insufficient information which resulted to the contravention of the provisions of Municipal Council Policies, Municipal Systems Amendment Act No. 7 of 2011 or any other relevant legislation.
