Description
KEY PERFORMANCE AREAS
1. Customer Relations and Service Delivery
1.1 Provincial linkages and participation (Career Expo's; Job Faires; and Industry Related Expo's);
1.2 Represent TETA in Mpumalanga meetings, forums, etc at the Provincial level as and when delegated or required and handle queries of Municipal Training Committees;
1.3 Responsible for providing support to TETA (chamber) stakeholder and provide excellent, professional services;
1.4 Attend to contract related queries from stakeholders within time frame;
1.5 Timeously respond to Ad Hoc telephonic and electronic queries from stakeholders (internal & external);
1.6 Respond to queries via emails and telephonically;
1.7 Consultation with stakeholders;
1.8 Keep up to date about what is being communicated to stakeholders on the website and other forms of media;
1.9 Attend and participate in Annual workshops targeting SDFs & relevant stakeholders;
1.10 Advise and assist stakeholders accordingly when enquired about any marketing and media communications that was send out by TETA;
1.11 Provide Support to TETA corporate activity with assisting with Chamber Committee Meeting packs, arrangement;
1.12 Attend and participate in annual workshops targeting SDFs and relevant stakeholders.
2 Finance and Chamber Administration
2.1 Record, prepare and submit payment requisitions/claims for payment and provide proof of payments to stakeholders;
2.2 Upload claim documents on Sharepoint and Papertrail;
2.3 Assist with the coordination of travel arrangements for the chamber and Chamber Committee members;
2.4 Assist with processing of Subsistence, Travel and Chamber Committee allowance claims and submit to HR;
2.5 Provide personal assistance to the chamber Executive Officer timeously;
2.6 Assist with the arrangements and coordination of Chamber Committee meetings and minute-taking;
2.7 Keep an updated and accurate filing system of all chamber administrative documents;
2.8 Coordinate general procurement within the chamber in line with SCM processes;
2.9 Assist in addressing audit queries;
2.10 Assist in providing supporting documentation for DHET reporting;
2.11 Assist in collating information for monthly reporting to the office of the Chief Operations Officer.
3 DG Contract Administration
3.1 Assess DG claims;
3.2 Prepare evaluation reports and cheque requisition for payment;
3.3 Capture contract deliverables on QMS and Papertrail;
3.4 Capture learnership agreements on QMS and Papertrail;
3.5 Prepare addendum requests where amendments need to be effected on contracts;
3.6 Maintain an up-to-date filing system of all documentation in support of DG Claims;
3.7 Assist in generating DG contracts agreements and addendums once terms and conditions, deliverables and requirements has been finalised;
3.8 Upload new DG contracts on to the Papertrail;
3.9 Provide inputs to DG report and Commitment schedule;
3.10 Communicate contract deviations;
3.11 Maintain an updated registered SDF/Stakeholder database;
3.12 Conduct Project Monitoring and workplace approval visits;
3.13 Prepare the claim register weekly and send to finance monthly.
4 Implementation of MG
4.1 Verification of supporting documents and assisting the ETDP with MG assessment;
4.2 Conduct site inspection to monitor the implementation of WSP;
4.3 Advice stakeholders and EO of gaps identified;
4.4 Give recommendations where necessary to the stakeholders;
4.5 Stakeholder support on the TETA SMS system.
5 Provincial Office Management/Maintenance
5.1 Provincial Office building maintenance requirements reported;
5.2 Provincial Office facilities including cleaning and sanitation, gardening, safety and security, water, and electricity supported daily;
5.3 Provincial Office ICT equipment and infrastructure maintenance requirements reported;
5.4 Provincial Office assets, travel, stationery, catering, other requisitions and petty cash complied for approval in compliance with Finance requirements.
6 Mentoring and Coaching of Mpumalanga office staff
6.1 Train, coach and mentor staff;
6.2 Motivate interns to contribute and support team goals;
6.3 Manage staff time and attendance according to policy.
Requirements
7 MINIMUM REQUIREMENTS
7.1 Qualification and Experience
• M + 3 in HRM/ETD relevant tertiary qualification;
• At least 3 years administrative experience with exposure to ETD/SETA Environment, 1 year of which should be experience working with contracts and financial aspects thereof;
• Exposure to SETA/Public sector environment will be an added Advantage;
• Driver’ License is essential.
7.2 Knowledge and Skills
7.2.1 Knowledge and Understanding of:
• Knowledge of the transport industry;
• Knowledge of contract Administration;
• Knowledge of the SETAs or Skills development;
• Knowledge of Business Administration;
• The following legislations - Skills Development Act, Skills Development Levies Act, National Skills
Development Plan, Public Finance Management Act, Quality Council for Trades and Occupations Act, Protection
of Personal Information Act and South African Qualification Authority.
