1. KEY PERFORMANCE AREAS 
 
1. Provide support to Stakeholders 
1.1. Advise stakeholders on the implementation of the NSDP 2030 within TETA and communicate the requirements, priorities and benefits; 
1.2. Communicate ETD developments and capacitate stakeholders accordingly; 
1.3. Increase MG and DG participation within the subsector and address all related queries; 
1.4. Capacitate stakeholders on TETA policies, procedures and processes; 
1.5. Promote compliance and reporting by stakeholders; 
1.6. Support stakeholders through monitoring and site visits in order to communicate and promote TETA practices; 
1.7. Facilitate Small Business Initiatives and entrepreneurship within the subsector; 
1.8. Manage Internal and External stakeholder relationships; 
1.9. Attend to all queries from internal and external stakeholders; 
1.10. Participate in forums and workshops involving authorities such as SAQA, QCTO, other SETAs, etc. 
 
2. Finance Administration 
2.1. Maintain chamber DG commitment schedule and reconcile with the finance department; 
2.2. Process stakeholder payment claims in accordance with contract deliverables and communicate any discrepancies to stakeholders; 
2.3. Manage contract financial balances, cancellation and surplus declarations. 
 
 
3. Coordinate administration of projects 
3.1. Initiate ETD projects within the subsector and relevant province; 
3.2. Processing of applications for projects up to contracting; 
3.3. Conduct due diligence, where applicable; 
3.4. Conduct and report on monitoring and evaluation of Chamber projects, activities and expenditure. 
 
4. Implementation of Discretionary Grant processes 
4.1. Assess DG applications and recommend applications for approval; 
4.2. Prepare and manage contracts of approved DG applications; 
4.3. Ensure document management is in line with Contract deliverables and DHET validation framework; 
4.4. Coordinate registration of skills programmes and learnerships; 
4.5. Ensure accuracy of DG deliverables on TETA systems; 
4.6. Conduct DG verification visits; 
4.7. Administer and oversee the contract addendum process. 
 
5. Implementation of Mandatory Grant processes 
5.1. Maintain and increase stakeholder participation in MG submissions; 
5.2. Assess WSP/ATR submissions; 
5.3. Recommend WSP/ATR for approval or rejection. 
5.4. Monitor implementation of the WSP and ATR through site visits; 
5.5. Report and communicate any findings to relevant parties; 
5.6. Provide support to stakeholder on the TETA SMS and indicium system. 
 
6. Administration of SDF/industries Forum/Provincial Forums 
6.1. Plan, prepare and participate in SDF and Stakeholder engagement workshops; 
6.2. Prepare and conduct presentations; 
6.3. Capacitate and support SDFs on TETA systems and processes. 
 
7. Reporting 
7.1. Prepare quality assured reports supported by verifiable evidence and within set deadlines; 
7.2. Retrieve reports when required; 
7.3. Manage audit queries and performance monitoring. 
 
8. ETD Practitioner Support within TETA 
8.1. Participate in policy review meetings; 
8.2. Provide feedback on the implementation of policies, procedures and NSD Strategies; 
8.3. Review of monitoring and verification procedures; 
8.4. Assist with development of templates; 
8.5. Assist in operational improvements critiques; 
8.6. Assist in identifying and recommending operational improvements; 
8.7. Participate and provide input into Sector Skills Plan processes; 
8.8. Assist in coordination of activities relating to occupational qualifications development, where applicable. 
 
9. Office Administration 
9.1. Assist EO in managing queries and information from landlord; 
9.2. Provide information to Finance regarding monthly payments for office rental and maintenance. 
 
10. Manage Personal and Staff Performance 
10.1. Manage, monitor and check on performance agreements development and signature; 
10.2. Manage, monitor and check on performance assessments and review implementation;
10.3. Manage, monitor and check on personal development plans submission, approval and implementation; 
10.4. Coach and mentor subordinates and interns, where required; 
10.5. Manage personal time, leave and attendance registers. 
 
 
2. MINIMUM REQUIREMENTS 
2.1 Experience and Qualification 
 M + 3 qualification in ETD/HRM/HRD or relevant qualification; 
 Minimum of 5 years’ experience in the education, training and development sector; 
 Experience in SETA or Transport Sector environment will be an added advantage; 
 Experience in management of WSP and ATR; 
 Experience in planning learnerships; 
 Have a Driver’s license; 
 Be prepared to work overtime. 
 
2.2 Knowledge and Skills
2.2.1 Knowledge and understanding of:
 Contract management; 
 Project management; 
 Education, Training and Development; 
 Transport Industry; 
 The following legislations - Skills Development Act, Skills Development Levies Act, National Skills Development Plan, Public Finance Management Act, Quality Council for Trades and Occupations Act, Protection of Personal Information Act and South African Qualification Authority. 
 
2.2.2 Skills 
 Consultation and Facilitating skills; 
 Analytical, problem solving and critical thinking skills; 
 Planning, monitoring and reporting skills; 
 Administration, project management skills; 
 Good interpersonal skills (both written and verbal); 
 Telephone etiquette skills; 
 Computer skills including MS Word, MS Excel, MS Outlook, MS Power Point.
