The South African Weather Service (SAWS) is a Section 3(a) public entity under the Ministry of Environment, Forestry and Fisheries (DEFF) and is governed by a Board. The South African Weather Service (SAWS) is therefore seeking to appoint an efficient and enthusiastic person to undertake the role of: 
 
Supervisor: Acquisition 
Salary total package: Salary Negotiable

Job summary: 
To effectively and efficiently supervise Acquisition and Compliance operations within Supply Chain Management (SCM) in line with business needs. 
 
 
Key Performance Areas: 
• Supply Chain Management Strategic Sourcing and Planning. 
• Execute the bid/quotation processes. 
• Oversee Sourcing of quotations, Evaluation of proposals received and the drafting and submission of recommendations. 
• Provide administrative support to the Bid committees. 
• Ensure proper filing of documents of external and internal origin (proper document management) 
• Perform Supplier Performance administration on a quarterly basis. 
• Ensure compliance with SCM related Acts, Regulations and Prescripts at all times. 
• Prepare bid evaluation report with supporting documentation upon completion of the vetting process for submission to the Bid Adjudication Committee for final approval. 
• Prepare memorandums together with supporting documentation upon approval of bids / tenders, for the Finance department to execute payment upon completion of goods / services rendered by Suppliers. 
• Publishes bids / tenders in Tender Bulletin, SAWS website and National Treasury eTender portal.
• Ensure compliance to approved SAWS policies, SOP’s and Delegation of Authority 
• Ensure compliance to National Treasury Regulations, Practice Notes, Instruction Notes, Acts and other regulatory documents applicable to Public Sector Procurement. 
• Identify, investigate and reports violations of rules, regulations, policies and/or procedures to Manager. 
• Assists in identifying potential areas of compliance vulnerability and risk, and makes recommendations to Manager. 
• Maintain a record of irregular, fruitless and wasteful expenditure, deviations, and treasury submissions & approvals. 
• Maintain record of Local Content. 
• Report of BEE Spend on a quarterly basis.
 
Minimum Requirements and Attributes: 
• National Diploma in Supply Chain Management, Purchasing Management, Logistics Management, Finance (NQF 6) or equivalent. 
• Supply Chain Management Membership / Professional Affiliation Preferred; 
• A minimum 2 years supervisory experience; 
• A minimum 3 years’ relevant experience in Public Sector Supply Chain Procurement, with 2 years of Bid management experience; solid understanding of demand/acquisition management and executing demand management strategies.
