Position Purpose

The Helicopter Day Pilot is the Commander of the aircraft for Day operations and co – pilot for night operations. He or She is also responsible for the safety and management of the crew and passengers on board the aircraft as per SACAA CARs 91.02.7, 91.02.8. Regulations as well as TNPA SOP’s.

 

Position Outputs

Plan daytime flight missions in accordance with marine traffic demands and Port Demands and Port Control directives.

Prepare aircraft resources and loading schedule for marine pilot transfer and Port related functions.

Responsible for pre-flight checks and safety briefings to ensure compliance with stringent safety requirements.

Responsible for transfer of marine pilots safely to vessels as they call and depart from the shores of the South African Port system.

Ensure compliance with South African Civil Aviation Regulations

Ensure compliance with SAMSA and the National Ports Act No 12 of 2005

Evacuation of accident victims and persons in distress

Conduct port related flights in accordance with TNPA and customer requirements

Determination of flight routes (flight planning) in accordance with approved aeronautical requirements and charts.

Liaison with Port Control and Air Traffic Navigation Services

Recording of take-off and landing times to fulfil scheduling requirements

Ensure customer satisfaction and performance

Logging of operational flight times and determination of mission efficiencies

Assisting in delivering a 24-hour seamless operation to enhance port productivity in line with TNPA business objectives and customer demands.

Contribution to business reputational enhancement by minimizing incident and accident occurrences within the Port system, by adherence to the strictest safety requirements.

Ensure prompt responses to Port control directives to enhance ship turn-around time.

Training and development of Day Captains, CoPilots, Cadet Pilots and related functional personnel.

Receive daily operational reports from the Night Captain.

Conduct Line Proficiency Checks on Day Captains, Co-Pilots and Cadet Pilots.

Conduct day helicopter flights under all-weather conditions in accordance with TNPA standard operating procedures and aeronautical publications.

Maintain high standards of flight safety, as well as safe transfer of marine pilots onto vessels under all-weather and sea conditions.

Ability to navigate the helicopter in cloud, rain or Instrument meteorogical conditions with sole reference to instruments if the helicopter was flown in adverse weather conditions and inadvertently entered cloud or IMC conditions, as well as to land the helicopter safely without any damage to passengers, crew, the aircraft and equipment during daylight, low lowlight as well as marginal weather conditions.

Manage a multi-crew cockpit with the ability to manage an inflight emergency as well as to land the helicopter safely without any damage to passengers, crew, aircraft and equipment during low levels of light as well as marginal weather conditions.

Compliance with standard and recommended practices as well as performance levels required to meet national certification criteria.

Execution of skills transfer plan.

 

Qualifications and Experience

· Hold a current CPL or ATPL-H · Night Rating. · Instrument Rating. · Winch Rating. · 2000 hours total flight time · 1200 hours on turbine helicopters · 500 hours on multi-engine helicopters · 250 hours on A109 helicopter is advantageous ·Minimum of 5 years' experience. · Operational knowledge of the · functions of TNPA marine pilot · services.

STRATEGIC AND TACTICAL SOURCING MANAGER

Position Purpose

To manage tactical and strategic sourcing, including formulating strategies for optimal purchasing of all low and high value commodities. Develop, standardize, streamline and implement strategies to improve the efficiency of all purchasing transactions, from order to payment, with the goal of reducing transaction cost in respect of Head Office and Regions for all low value commodities. Manage the purchasing portfolio and effectively and efficiently administer Procurement Control Framework system.

 

Position Outputs

1. Develop and implement strategic and tactical sourcing strategy for Division:

• Translate medium and long-term tactical sourcing objectives to develop a tactical sourcing strategy for the Region.

• Monitor the purchasing patterns to identify low order value purchases and develop tactical procurement strategies and related procurement processes for the Region, whilst identifying synergies across the regions for tactical sourcing opportunities and/or contracting

• Market research and data analysis of strategic commodities

• Spend analyses to identify optimisation levers for strategic commodities

• Development of potential cost saving initiatives that will reduce the total cost of ownership (TCO) of that commodity

• Evaluation and prioritisation of cost saving initiatives and development of the action plans for execution

• Contribute thought leadership and insights for continuous improvement of strategic sourcing within Transnet as part of the activities of the Strategic Sourcing COE (SS COE)

• Ensure that commodity strategies adequately respond to directives, mandates and initiatives set by the iSCM Council and other bodies and persons in authority. Provide regular feedback on progress and highlight or escalate snags and problems immediately as they occur

2. Tendering process management:

• Drives the tender initiation process including: maintaining tender register, compiling tender documentation, inviting and receiving tenders, scheduling tender receipts, and liaising with user departments

• Facilitates the tender adjudication process by reviewing tenders, evaluating and validating tenders and expediting of tender adjudication

• Administration of the process of awarding tenders including: signing-off letters of acceptance or regrets; distributing and communicating tenders to Regions and ensuring compliance

3. Tactical Sourcing Reporting and performance management

• Run and analyse the following reports and maintain the control documents (Control Framework)

• Purchase Orders that do not reference to the SAP requisitions

• Retrospective Purchase Orders • None-Purchase order transactions • Outstanding Purchase orders

• Implement and monitor Critical Financial Controls, perform CSA on the system and ensure that corrective actions are taken where necessary

• Implement and monitor compliance on P2P controls framework. Monitor and control system access in terms of user profiles and purchase groups for P2P

4. Strategic sourcing Reporting and performance

• Run and analyse the following reports and maintain the control documents (Control Framework)

• Total number of tenders issued to the market and awarded • Tenders awarded to BBBEE companies and designated groups

• Procurement Plan performance • Report on the overall performance of the tactical and Strategic Sourcing programmes within the Region on a monthly basis

• Tenders that do not reference to the tender/ iCLM number • Purchase orders that do not refence to the contract number

• Develop performance objectives and measure performance of direct reports

5. Commodity performance monitoring:

• Consolidate and report on delivery against savings targets for commodities in line with strategic sourcing reporting format, key performance indicators and metrics • Input into reporting on overall performance of the strategic sourcing programme within the Transnet Group structures like FINCO, BIZCO and the iSCM Council.

• Track progress against savings plan, delivery of benefits targets and action plans for commodity, using the business intelligence processes established as part of the iSCM. • Ensure good governance in all aspects of tactical and strategic sourcing

• Adherence to Transnet’s policies and procedures • Prepare submissions to RAC, DBAC

6. Stakeholder Management

• Interface with inventory and logistics, operational procurement and contracts management to ensure adequate tactical sourcing strategies, processes, and governance

• Develop and maintain relationships with suppliers, and effectively manage quality service / product performance issues with suppliers

 

Qualifications and Experience

• Bachelor’s degree in Business, Commerce, Supply Chain/Engineering or • CIPS Level 5 added advantage • A post-graduate qualification would be an added advantage • 6-8 year’s experience within Procurement organization/ Supply Chain Management OR • Relevant qualification (NQF 6) • 8 yrs relevant and solid experience with at least 3 yrs at managerial level or specialist experience.

 

Competencies

• In-depth knowledge of Supply Management / Procurement • Sound knowledge of Contract Management with specific reference to Strategic Sourcing • Working knowledge of Legal Contracts. (Knowledge of NEC and CIBD will be an added advantage) • Sound knowledge of best practice Supply Management processes, including BB BEE practices • Working knowledge of data management and systems, including Enterprise Resource Planning (ERP) systems such as SAP R/3 • Knowledge of PFMA, National Treasury Regulations and relevant SCM policies
