The Senior Manager: Centre of Expertise for HR and OD provides a range of expert advisory services to key internal stakeholders with the objective to support the vision of the HR team to become a strategic business partner and be the champion of a healthy work environment.
This role is responsible for the conceptualization, design, and implementation (through HRBP’s) of fit-for-purpose people solutions, which will contribute to a sustainable organization. Superior leadership and managerial skill are required, which manifest in excellent Project Management of the people solutions. This role is important in building organizational cohesion, health, and agility.
THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS, ARE:
1. Strategy Development and Strategic Partnerships Toward Organizational Effectiveness
• Facilitate inclusive dialogue within TCTA with the objective to improve employee engagement in the pursuit of the best people solution.
• Develop strategic partnerships within the business and within the HR and OD team.
• Drive organizational effectiveness solutions at the individual, team, and organisational level.
• Identify, oversee the design and project manage the implementation of fit-for-purpose OD strategies and solutions, and handover to HRBP’s to deliver to the business.
2. Talent Management
• Oversee and lead the talent management portfolio with the intent to facilitate attraction, development, and retention of the required skill.
• Ensure the continuous improvement of the talent process.
• Play a lead role re Transformation agenda especially through the EE and SD committee
3. Leadership for Culture and Climate
• Plan appropriate leadership solutions and ensure the implementation of the same, with the intent to improve leadership and people management capability.
• Fulfil the role of a thought leader with regards to CoE.
4. Change Management
• Oversee the design and operationalisation of the enterprise change management capability in TCTA.
• Oversee that change agility is created with a view of the New World of Work and anticipated large scale changes the business will encounter.
5. Employee Relations
• Oversee the ER portfolio which includes collective bargaining, case management and upskilling of line to take ownership of ER processes within their divisions.
• This function also provides legal support to the HR and OD team, as it relates to labour relations matters.
6. Budget, Reporting and Compliance
• Take ownership of the CoE’s annual budgeting process and through-the-year monitoring function.
• Produce quality reports, on time, with special mentioned of trends reports, progress reports and governance reports.
7. Effective and fit-for-purpose COE
• Motivate (people management) and lead (business planning) the CoE team towards excellent performance and being a highly effective department.
• Coordinate and project manage the work of the CoE: deliver projects on time, within budget and on quality standards.
MINIMUM REQUIREMENTS
• Master’s in Human Resources Degree or equivalent
• Minimum of 12 years HR/ OD experience with at least three years at senior management level at generalist level.
• Valid SABPP membership will be an added advantage.
• HPCSA registration not essential, but desirable.
TECHNICAL/PROFESSIONAL STANDARDS
• Water sector and SOE exposure.
• Knowledge and experience in mergers and organisational design.
• Knowledge and experience in progressive ER.
