Requirements: B-Degree in Public Administration or relevant equivalent qualification (NQF 7), Eight (08) years' relevant experience of which 5 years must be in a supervisory / managerial capacity. Local government experience is essential. Good report writing and effective communication skills. Computer literacy (MS Office), an in-depth understanding a' local government procedures / policies / systems and tools is essential. Ability to establish and maintain cooperative relationships with all stakeholders. Valid Code B Driver's Licence.
Key performance areas: Plan, implement and monitor support services operations/activities and overall functions relating to Communications and Customer Care, Stakeholder Liaison, Youth Development and Special Programmes. Implement and enforce legislations and municipality policies and procedures. Compilation and submission of the Support Services Department's Operational and Capital Budget together with the SDBIP. Compilation of reports and advisory comments to Council, statutory bodies and other stakeholders. Asset Management. Management and supervision of personnel. Provide customer service to the general public and provide assistance in problem solving complaints. Perform other duties related to support services as delegated by the supervisor.
HR GENERALIST
DEPARTMENT: Human Resources Management
POST LEVEL: 05
BASIC SALARY: R419 706 / R430 248 / R441 054 p.a. (excluding benefits)

Requirements: National Diploma/B -Degree in Human Resources Management or equivalent relevant qualification (NQF 6/7). 5 years' experience in HRM environment as a generalist or in a similar role/capacity. Facilitation. negotiation and effective communication skills. Computer literacy (MS Office). A good understanding of HRM related procedures / policies / systems and tools. Local government experience in HR would be an added advantage. Valid Code B Driver's Licence
Key performance areas: Job Evaluation: compilation, updating and reviewing of job descriptions and submit job descriptions for Job Evaluation and moderation as per prescribed procedure. Recruitment & Selection: compilation of adverts, schedules and shortlists, conduct interviews, prepare suitable interview questions and make suitable recommendations for appointments. Training & Development: Develop and implement a Workplace Skills Plan. Capture and report on matters regarding training and staff development. Employment & Labour Relations: Manage and maintain sound labour relations. Advise management on grievance, disciplinary disputes and other labour relations matters. Handle disputes and consultative processes. Represent Council at SALGBC and CCMA on Labour Relation matters where necessary. Prepare and submit Employment Equity reports. Supervise subordinates and perform other relevant duties as per job description and as delegated by management.

BUILDING AND DRAINAGE INSPECTORS (x2)

SALARY SCALE: R289 317/R304 020/R319 500 p.a. (excluding benefits)

Requirements: National Diploma in Building Science, Architecture. Quantity Surveying or equivalent Qualification. (NQF 6). A minimum of 3 years' relevant experience. Comprehensive knowledge and practical experience of National Building Regulations and Standards, Proven knowledge of building and drainage inspections. A valid code B Driver's Licence. Computer literacy. Good communication and interpersonal skills.
Key performance areas: Responsible for controlling and regulation of illegal buildings and structures, conducting of building and drainage inspections, Issuing of occupancy certificates, Monitoring compliance with building standards in terms of the National Building Regulations and SABS Codes of Practice. Perform other related additional tasks.
