TERMS OF APPOINTMENT: This is a 5 year fixed term performance based contract in terms of Section 56 of the Municipal Systems Act of 2000 as amended. The incumbent reports directly to the Municipal Manager.
PLACE TO BE STATIONED: Middelburg, Mpumalanga (MP313)
ANNUAL TOTAL REMUNERATION PACKAGE: MIN: R1, 026,342 / MID: R1, 207,460 / MAX: R1, 388,579 p.a. (GG No. 42023 of November 2018)
COMPETENCY AND GENERAL REQUIREMENTS: As prescribed in the Local Government Municipal Regulations on Minimum competency levels for Chief Financial Officers, 2007, issued in terms of the Municipal Finance Management Act promulgated in Government Gazette No 29967 on 15 June 2007.
REQUIREMENTS: Bachelor’s Degree in the field of Accounting or Financial Management or Economics. A qualified Chartered Accountant (SA) would be an added advantage. Minimum of 10 years’ experience at senior and middle management levels, of which at least 5 years must be at senior management level.
Proven track record on revenue enhancement and innovation. Track record in implementation of financial systems. In-depth knowledge of Local Government finances and Legislation. Excellent communication and report writing skills. Valid Code B driver’s license.
KEY PERFORMANCE AREAS:
Effectively lead and manage the budget and treasury
Advice the Accounting Officer and Senior Managers on the exercise of powers and duties assigned in terms of MFMA and Treasury Regulations
Implement and manage the financial and performance reporting process.
Effectively lead the financial management and performance reporting processes.
Ensure alignment of IDP, Budget and SDBIP and implementation thereof.
Oversee effective management of budget, expenditure and SCM processes in line with policies and legislation
Responsible for financial administration of the municipality, statistics, statements, GAMAP/GRAP, mSCOA budget and policy review, development and implementation.
Report to the EXCO and Council Committees on municipal financial matters (including statutory reporting).
Develop and implement appropriate systems/policies to ensure that all duties are properly executed in accordance to legislation and the budget allocation.
Facilitate achievement of municipal clean audit
OTHER REQUIREMNTS: The successful candidate will be required:
(a) To sign an employment contract, a performance agreement and to disclose any financial interest;
(b) To undergo security vetting and competency assessment.

REQUIREMENTS: A relevant B-Degree in Fleet Management or Logistic Management or Supply Chain Management or relevant equivalent NQF level 7 qualification. 3-5 years relevant Fleet Management experience with 3 year in a managerial capacity. Knowledge of MFMA and Treasury Regulations in relation to asset management and systems, • Knowledge of SCM Policies and prescripts. Valid driver license (EC1 will be a strong preference).
KEY PERFORMANCE AREAS:
Develop and Review adequacy of existing fleet management policies in conjunction with relevant stakeholders, DoT, etc. • Develop a long-term fleet management proposal and sourcing strategy for the municipality • Research a short-term supply stabilization strategy in conjunction with relevant stakeholders • Consult Supply Chain and Value Chain analysis to identify process improvement opportunities • Identify opportunities for cost saving measures through life-cycle costing, economies of scale and total cost of ownership of fleet • Propose a standardized process that will meet the requirements and specifications of users in compliance with policy and procedures • Conduct market research to determine commodity trends on usage, leasing, etc. Develop implementation plan for sourcing strategy including contract management, maintenance, etc. Provide advice and support to other municipal departments on matters relating to fleet management. Ensure effective budgeting and expenditure management for fleet services.

REQUIREMENTS:A relevant B. Degree (NQF 7). 3-5 years relevant work experience including familiarity with both quantitative and qualitative research methods. Experience in analyzing and synthesizing information from various sources. Ability to write and present research report. Good understanding of planning and managing research projects. High level of computer literacy (MS Office packages). Knowledge and understanding of Local Government systems and processes. Good interpersonal relations and a high degree of ethics. Good facilitation, and communication. A valid Code B driver’s license.
KEY PERFORMANCE ARES:
Manage and co-ordinate multiple research projects related to quality assurance of council related matters. Responsible for developing processes and procedures for Council Committees operations. Review and investigate all matters referred to Council committees. Analyze Municipal Financial and performance reports, including SDBIP, annual reports and financial statements. Provide Council Committees with reports on possible risks and irregularities and advice on possible corrective measures. Identify unintended consequences and provide recommendations where necessary. Provide technical support to Council Committees and attend to internal and external meetings and forums as delegated by political office. Guide, establish, facilitate, co-ordinate and maintain stakeholder relations.
