The following Senior Management Position will be dealt with in terms of the Municipal Systems Act (Act no. 32 of 2000), Regulations on appointment and conditions of employment of Senior Managers (Regulation no. 37245).
EXECUTIVE DIRECTOR: TECHNICAL AND INFRASTRUCTURE SERVICES
TERM OF APPOINTMENT: This is a 5 year fixed term performance based contract in terms of Section 56 of the Municipal Systems Act of 2000 as amended. The incumbent reports directly to the Municipal Manager.

ANNUAL TOTAL REMUNERATION PACKAGE:
COMPETENCY AND GENERAL REQUIREMENTS: As prescribed in Sections 8 and 9 of the Local Government : Regulations on Appointment and Conditions of Employment of Senior Managers promulgated in Government Gazette No 37245 on 17 January 2014
REQUIREMENTS: Bachelor of Science Degree in Engineering/ BTech Engineering or relevant equivalent qualification (NQF 7). Post graduate qualification in engineering or other relevant postgraduate qualification will add advantage. Recognized registration as a professional engineer or technologist will add advantage. Possess minimum competency levels as set out in Government Gazette 29967 dated 15 July 2007. Declared competent in Municipal Finance Management Programme (MFMP) will add advantage. 10 years' relevant experience of which 5 years must have been spend at senior/middle management level or as Programme/ Project Manager. Valid code B driver's license.
KNOWLEDGE: Good knowledge and understanding of relevant policy and legislation. Good Knowledge and understanding of institutional governance systems and performance management. Must have extensive knowledge of the public office environment. Must be able to formulate engineering master plan, project management and implementation.
CORE FUNCTIONS:
- Maximize infrastructure development and service delivery to all communities within the municipal area.
- Provisioning, Management and maintenance of municipal Infrastructure (Civil Engineering, Electrical Engineering, Parks, Cemetery and Recreation Facilities, Municipal Buildings and Facilities, Fleet Management and workshops).
- Ensure the review and alignment of Municipal IDP Performance Management plan, Service Delivery Budget Implementation Plan (SDBIP) for the Infrastructure Directorate.
OTHER REQUIREMENTS: The successful candidate will be required:
(a) To sign an employment contract, a performance agreement and to disclose any financial interest;
(b) To undergo security vetting and competency assessment.

ASSISTANT DIRECTOR: ROADS AND STORMWATER
DEPARTMENT: CIVIL ENGINEERING SERVICES
POST LEVEL: 3
SALARY SCALE: R529 791 p.a. (excluding benefits)

REQUIREMENTS: B. Degree in Civil Engineering or relevant equivalent qualification (NQF 7). Registration with a Professional Body (ECSA) is a requirement. (5-7) years relevant/technical working experience in managing and implementing roads and storm water related projects, of which three (03) years should be in supervising projects and people management of sites / supervisory capacity. Must have 3 years of experience in construction and maintenance of roads and storm water. Good understanding of government systems and processes. Computer Literacy (MS Office). Good Communication, interpersonal and report writing skills. Valid Code B driver's license.
KEY PERFORMANCE AREAS: Ensure effective planning, management and implementation of CAPEX projects (roads and storm water) within STLM area. Participate in the IDP process and plan future projects and services accordingly. Ensure proper Compilation, submission and implementation of CAPEX and OPEX budgets as well as the SDBIP for the unit. Participate in management meetings and other relevant stakeholder forums to ensure improved cooperative governance. Interact with communities, other stakeholders and politicians on service delivery matters. Ensure effective statutory reporting in line with predetermined timelines.
