SENIOR SPATIAL PLANNER
SPATIAL PLANNING
PLANNING AND ECONOMIC DEVELOPMENT

The successful incumbent will report to the Manager: Spatial Planning 
 
 
Minimum requirements: ● A Bachelor’s degree (NQF level 7) in Town and Regional Planning ● Minimum of 5 years’ experience in the field of town and regional planning of which at least 2 years must be in a managerial position● Sound working knowledge of all applicable spatial planning and land use management / local government legislation ● Professional registration with the South African Council for Planners (SACPLAN) ● A thorough knowledge of Town and Regional Planning Principles and methodologies as well as research and policy development methodologies ● Code B driver’s licence. 
 
Other Requirements: ● Demonstrated competence in Microsoft Office Suite ● Have proven programme and project management skills ● Advanced interpersonal and Communication skills● Ability to function as a team worker ● Posses exceptional Innovative and Creative attributes ● Must be assertive and self-driven and able to work to strict deadlines ● Must be able to exercise professional judgement ● Ability to perform under pressure and in stressful conditions ● Excellent oral and written communication skills in at least two of the three Western Cape official languages (English, Afrikaans, Xhosa) ● Managerial Skills● Conflict resolution skills 
 
 
Duties: ● Assist the Manager: Spatial Planning to develop and manage spatial planning systems and administer relevant legislation ● Assist with the development and implementation of municipal and local spatial development frameworks and related spatial policy and ensure the integration of spatial planning policy with other municipal planning policies and systems. Responsible for research to assist with policy development ● Assist the preparation of spatial planning and land use management related by-laws and policies ● Develop norms, standards and guidelines for spatial planning and land use management and coordinate, monitor and evaluate the implementation of the Municipal and Local Spatial Development Framework/s and related policy and regulations ● Provide spatial planning advice and technical support to the Land Use Management Section and internal and external national, provincial and local departments ● Assist with the effective administration on Town Planning Administration Management System (“TPAMS”) ● Facilitate and ensure effective communication with applicants, consultants, interested and affected parties, internal departments, councillors and the general public● Input into budget
 
Recommendation: A post graduate degree in Town and Regional Planning will serve as an additional advantage ● Work experience gained within a spatial planning and land use management department in local government ● Experience in research and policy/by-law development ● Public participation skills
