Purpose of the job

Key Responsibility Area
• Design / Develop software or customize software for client use with the aim of optimizing operational efficiency using Delphi 2006 or XP.

• Develop a new software or enhancement using Delphi programming language.
• Maintain the integrated IT software components systems once they are in operation.
• Develop integrated Technical Service Specifications for single or multiple software components to clearly set direction for procuring or building software components.
Qualifications and Experience
Minimum: 3 years Diploma / Degree in ICT (Computer Science, Information Systems, Technology and Engineering) or related field.
Experience: 3 to 5 Years’ demonstrated hands-on technical experience in the ICT field, with the focus on systems development and enhancement of solutions using Delphi 2006 or Delphi XE, Experience in Windows Server 2016 AD administration, Knowledge of designing and Administration of Windows Group Policies. Experience on software release and implementation, Experience on application maintenance and user support.
Technical Competencies Description
Knowledge of: Understanding of networking design and implementation (LAN & WAN), Good knowledge of client-server environment, Windows and Linux operating systems administration, Knowledge of Oracle database design and administration. Knowledge of Geographic Information Systems (GIS) or ArcGIS. Understanding of the user requirement gathering process. Knowledge of Governance e.g. Cobit and ITIL. Knowledge of the software development process and its technologies, Knowledge to design and develop test plans and software simulator to facilitate different levels of testing. Knowledge to report the results of different levels of testing report, the discrepancies between the software and its related documents. Purpose of the job
To lead the design, implementation, debugging, documentation, release and maintenance of software-based solutions, write code and enhance software/systems in accordance with ICT standards and the enterprise architecture for Government.
Key Responsibility Area
- Lead the design and development of new features for the software systems, and improvement of existing ones.
- Implementation, debugging, documentation and release of the software solutions in a DevOps Environment.

Qualifications and Experience

Experience: 6 - 7 years’ experience with full software development lifecycle (SLDC), including solution development, operational responsibility in a large corporate/public sector organisation.
