Purpose of the job
To transform business requirements (functional & non-functional) into a set of software requirements that specify the software solution to be provided in terms of detailed requirements, in accordance with ICT standards and the enterprise architecture for Government.
 
 
Key Responsibility Areas
 Ensure effective and efficient service delivery in accordance with SITA Policy framework;
 Adhere to Architectural and Governance mechanisms for the Software Development section to improve interoperability of government systems and quality of services and deliverables;
 Deliver services according to project plans and architectural and governance mechanisms to ensure overall compliance and improved service delivery;
 Create analysis and design work packages for integrated software components, taking into consideration SITA’s software development stack
and doing this in accordance with ICT standards and the enterprise architecture for Government;
 Develop Application Service Specifications for integrated software components in accordance with ICT standards and the enterprise architecture for Government;
 Execution of functional testing of software in accordance with SITA Test Methods and Testing Techniques using SITA approved Testing Tools;
 Participate in packaging and releasing of integrated IT software components in accordance with ICT standards and the enterprise architecture for Government.

Qualifications and Experience
Minimum: National Diploma / Degree in an ICT related field (Computer Science, Information Systems, Technology and Engineering) and/or related. 
Experience: A minimum of 3-5 years’ experience in the ICT field, including IT Governance, IT planning, systems development, Networking, Server Configuration and Administration, implementation and maintenance / enhancements of large integrated solutions across multiple hardware and software platforms with leadership, management, operational responsibility in a large corporate/public sector organisation. Including:
 Application Maintenance
 Software Development
 Experience within solution analysis and design in multiple business domains.
 Experience within software development in multiple platforms.
 Experience in integration.
 Experience in data management.

 
Technical Competencies Description
Knowledge of: Public sector / Government organization; ICT Governance and Compliance; Development Methodologies; Programming Languages; Application Development, Implementation and Integration Methodologies, including Testing, Packaging and Release, Maintenance and Support; IT Quality Management; Business Process Management; IT Security and ICT Standards; Legislative environment and IT Legislation; Project Management; Hosting and Converged Communication; Enterprise architecture framework (TOGAF, Zachman, FEAF, MODAF, GWEA Framework, MIOS).
 
Skills: General Management, including planning, control and decision making); Process Management and Improvement; Development (Delphi 2006, C#, C++, Delphi XE,NET Framework, Java Framework, OOP, Other IDE); Security (Software and Technologies) ; Portal (ArcGIS, HTML, CSS, JAVA scripting, Portlets with various integrations) ; Interfacing and Integration (Middleware Technologies); Development methodologies (RUP, OpenUp, Agile); Quality Management (ISO9001, CMMI); Entity Relationship Diagrams; Governance Processes and Standards (e.g. ISO\IEC12207, COBIT, ITIL); Modelling (e.g. BPMN, UML and IDEF0); IT Software Testing, Packaging and Release; RDBMS usage including Object Relational Mapping tools and practices.
 
Other Special Requirements
 The incumbent must be a South-African Citizen.
 Development/customisation and integration of large corporate/public sector solutions.
 Public sector knowledge and experience will be an added advantage.
 Experience in team management across multiple projects.
 Experience in latest industry developments and appropriate technologies will be an added advantage.
