PERSONAL ASSISTANT TO THE CHIEF EXECUTIVE OFFICER

Job Summary: 
  • To provide professional and efficient administrative support to the Chief Executive Officer, secretariat support to the Executive and Management Committees, coordinate preparatory activities for Board meetings, oversee the administrative processes in the CEOs Office inclusive of budget administration, procurement, asset management and records management. 
  • The incumbent of this role is further responsible for maintaining the CEOs diary, arranging international and domestic travel, serving as focal contact point for the CEO and is responsible for ad hoc activities as they may arise in the CEOs office inclusive of part-taking in audits and assisting other departments as required. 
 
Key Performance Areas: 
Administrative Support to the CEO 
  • Manages the Executive’s diary and schedules meetings in line with the CEO’S availability. 
  • Manage the office in the absence of the Executive 
  • Deal with stakeholder queries and complaints and where applicable, re-assign them to the relevant division 
  • Provide proper and timeous customer and stakeholder feedback. 
  • Coordinate performance management for CEOs direct reports. 
  • Coordinate the CEOs Performance Assessment by compiling POE in consultation with internal stakeholders. 
 
Meeting Coordination and Hosting Secretarial support to Executive and Management Committees 
  • Schedule monthly, quarterly and ad-hoc Executive and Management committee meetings 
  • Drafts meeting agendas and ensures the timeous distribution of meeting packs 
  • Preparing reports, minutes, presentations, Board packs and correspondence accurately and swiftly 
  • Accurate minute-taking and timeous distribution of the minutes and matters arising from meetings 
  • Keeps record of resolutions and follows up on action items from meetings to ensure completion within stipulated deadlines 
  • Organising the requisite refreshments/catering for meetings, where necessary. 
 
Office Support 
  • Managing the CEO’s inbox, screening all correspondence and actioning them where appropriate and where relevant. Ensures that the CEO actions the items that need his attention timeously and providing reminders 
  • Co-ordinate all correspondence to be submitted to and from the office of the CEO. 
  • Answering and screening telephone calls and where applicable, forwarding these to the relevant employees for actioning 
  • Accurate record keeping and filing of all documents 
  • Ensuring that classified and confidential documents are kept safely 
  • Typing and quality control of official correspondence, including letters, memorandums, power point presentations and general correspondence for internal and external purposes 
  • Coordinates logistical arrangements for the Executive in line with procurement processes 
  • Develops a database of contacts and updates same regularly to ensure current information
  • Management of payments from the office including creation of requisitions and budgeting 
  • Professional reception of the executive’s visitors and all ancillary arrangements. 
  • Ad hoc duties and assignments as required by the Chief Executive Officer. 
 
Travel Arrangements 
  • Manage the CEO’s (or any other team members) international and domestic travelling arrangements, including – passport application, flights, accommodation, car hire/shuttle services, itinerary and where applicable visa applications, and so forth. 
  • Assist with the processing and submission of travel claims upon the Executive’s return. 
  • Administer subsistence and travelling claims for the CEO. 
 
Stakeholder Management 
  • Act as the point of contact among executives, employees, clients, and other external partners 
  • Coordinate the function’s compliance and annual submissions e.g., Declarations of Interest, requests from auditors, performance agreements and assessments, APP reports, and so forth. 
 
Minimum Requirements and Attributes: 
  • A relevant Administration or Secretarial qualification. 
  • At least 5 years of relevant experience in an executive support role. 
  • Understanding of corporate governance 
  • Knowledge and experience related to Board submissions

Job Summary: 
The Communications Officer is responsible for creating the content on behalf of the South African Weather Service, under the supervision of a manager. The content ranges from writing press releases to developing blog content, and creating social media posts, updating the content on the SAWS’ website in supporting efforts to position the entity as the only authoritative voice for weather related information and publishing staff announcements for improved Employee Engagement. information. 
 
Key Performance Areas:
Internal communication 
  • Together with the rest of the Communications teams, implement the communications strategy in support of the Annual Performance Plan and the SAWS’ mandate 
  • Support the Communications and Stakeholder Relations teams with branding related material and identify the need for these materials

SCIENTIST: OBSERVATIONS AND ASSURANCE

Job Summary: 
The Scientist in Observations and Assurance Unit is responsible for dealing with the monitoring of near real-time climate data availability and provide guidance on matters relating to data availability and quality assurance of the surface and upper air observation networks. The Scientist has to ensure that the latest methods related to observations and data assurance are researched and where possible implemented in an operational environment. 
 
Key performance areas: 
  • Play a leading role in monitoring of data availability of surface observation network; 
  • Ensure that the data is available on daily basis on the Climate database; 
  • Liaise with internal stakeholders on matters related to data availability; 
  • Participate in activities and projects related to data quality assurance of surface and upper air observation networks; 
  • Actively participate in programs, projects or activities related to climate observations, nationally, regional and internationally; 
  • Assist the climate services units with queries related to data, products and services that may be of assistance to them; 
  • Participate in scientific research; 
  • Develop and/or compile report and establish new methods and processes that will improve the Observations and Assurances unit’s service delivery to clients; 
  • Give advice in developing or maintaining the strategic direction of climate observations and assurance unit in line with international standards, practices and developments; 
  • Collaboration with national and international institutions relevant to climate observations and assurance, in line with the strategic direction of the SAWS; 
  • Represent the SAWS where appropriate and serve on national or international scientific panels/committees or expert groups in an expert capacity as and when needed; 
  • Participate in the support of relevant operational meteorological systems; 
  • Carry out all administrative functions attached to the post, including the mentoring of meteorological technicians and young scientists; 
  • Participate in all activities related to maintaining the Total Quality Management (TQM); 
  • Continue self-development and keep abreast with current and new developments in the field of Observations. 
 
Requirements:
  • An appropriate 4-year degree in Atmospheric Sciences (or equivalent qualification), a master's in Atmospheric Sciences (or equivalent qualification), would be an added advantage. 
  • At least 2 years extensive experience in data quality and assurance and/or in a scientific work environment. 
  • Knowledge of SQL, statistics, GIS (preferably ArcGIS (Pro) 10) and basic report-writing (Crystal Reports, Access or other) will be an added advantage and strongly recommended. 
  • A proven track record as a scientist would be advantageous e.g. Publishing of papers, serving on scientific forum and/or participation at conferences 
  • A Weather Observers certificate would also be considered as an added advantage

SENIOR TECHNOLOGIST

Job summary: To manage the regional observation infrastructure performance through effective maintenance, upgrade, and calibration of Observing Networks to enable system availability and data integrity. 
 
Key Performance Areas: 
Products, Service Delivery / Infrastructure maintenance: 
  • Ensure data availability from remote Observation Networks such as Automatic weather stations, RADAR, Lightning Detection Network, Automatic Rainfall stations, conforming to approved organizational targets. 
  • Accurately diagnoses and repairs faulty equipment to enable network availability. 
  • Undertakes continuous monitoring of Observing Networks and evaluate system performance. 
  • Implements the Inspection Programme for Observing Networks to maintain data integrity. 
  • Liaises with Commercial Clients on AWS installation and maintenance matters. 
  • Identifies new sites in the expansion of network areas and prepares proposals for approval by Regional Manager. 
  • Compiles the infrastructure demand plan for the region, with support from Meteorological Technicians. 
  • Coordinates infrastructure replacement requests with Technical Services. 
  • Ensures calibration and testing of meteorological equipment as and when necessary. 
  • Coordinates the incoming and outgoing of meteorological equipment. 
  • Ensures that reactive and non-reactive maintenance is attended to within the stipulated timeframes as directed by Technical Services and the Line Manager. 
 
Innovation, Process Improvement & Revenue Generation: 
  • Monitors adherence to EQS processes to enable certification of equipment of Observing Networks. 
  • Participates in the planning and directs the implementation of decommissioning and re-commissioning of the weather observation systems. 
  • Provides analysis and recommendations on asset life cycles. 
  • Analyse current techniques and technologies used in the collection and processing of data to ensure the best practices are used and applied consistently across the board. 
  • Develops maintenance processes for Observing Networks. 
  • Develops business continuity plans to ensure availability of systems. 
 
Administration, Governance, Risk & Compliance: 
  • Prepares infrastructure status reports for Regional Manager a daily basis. 
  • Monitors MOU with Site Owners to ensure fulfilment of contractual obligations. 
  • Prepares specification for procurement of technical equipment. 
  • Proactively orders Weather observation infrastructure spares to prevent work disruptions. 
  • Ensure the availability of the relevant Standard Operating Procedures, and that the junior personnel are well inducted on these also have easy access to them and comply accordingly. 
  • Ensure Compliance with designated national and international standards. 
  • Analyse and interpret regional infrastructure performance through monitoring and evaluation. Where applicable implement corrective actions. 
  • Ensures strict adherence to SHEQ policies and procedures. 
  • Monitor the Risk Register and ensure the implementation of identified risks mitigation actions. 
  • Participate in various regional audits and ensure that all audit findings are addressed 
  • Compiles monthly, quarterly and annual status reports on Observing Networks for submission to Regional Manager. 
  • Give input on budget planning. 
  • Assist the region and SCM with sourcing of local suppliers.
