CHIEF FORECASTER: PROJECTS (DRR)
Salary: Level 12
Centre: National Forecasting Center, (DRR) Centurion

Job summary:
• The Chief Forecaster project is primarily responsible for overseeing all the DRR related projects.
• She/He will also be responsible to identify, and initiate funding opportunities.
Key Performance Areas:
• Develop and draft public awareness programmes (stakeholder engagement plan) for communities and key stakeholders and ensure implementations
• Liaise with critical stakeholders, weather bodies and agencies (WMO, NOAA etc.), to develop techniques to improve the services to minimise risk for SAWS with relation to Disaster Risk Reduction (DRR) and weather forecasting.
• Establish strategic partnerships and identify areas of co-operation with institutions of similar interests through MoU’s and/or SLA.
• Maintain effective working relationships with other regions, international and national stakeholders.
• Ensure effective implementation of community outreach program in line with the strategic objectives of the organisation
• Keep abreast of new forecasting theories and techniques developed in weather services.
• Carry out all administrative functions attached to the post.
• Assist with the implementation and compliance to the requirements of the SAWS Quality Management System”.
• Drafting of SAWS quarterly RSMC (SWFDP), or any related DRR reports (National and International)
• Assist in all training activities related to weather forecasting within the office,
• Provide mentorship and training to junior personnel.
• Conduct case-studies and other research to enhance the accuracy and quality of the products and services offered.

Minimum Requirements and Attributes:
• Master’s degree in meteorology or equivalent
• At least 07 to 10 years Meteorological experience, preferably in operations.
• Extensive knowledge, skills, and experience in all spheres of Operational Meteorology
• Enthusiastic and willing to further his/her studies, preferably in PHD Meteorology field.
• Ability to analyse and/or interpret weather charts, surface observations, upper air observations, weather satellite and radar imageries.
• Ability to analyse and/or interpret Numerical Weather Prediction and Ensemble Prediction System products.
• Comprehensive understanding of Impact-based forecasting.
• Excellent communication skills (written and verbal).
• Ability to work well under pressure.

SENIOR FORECASTER

Job summary:
The Senior Forecaster is a shift-worker primarily responsible for forecasting and monitoring of weather, producing of weather forecasting products as well as severe weather warnings. S/He is also required to provide a supervisory and technical oversight of weather forecasting activities performed in the office and in regional forecasting offices.
Key Performance Areas:
Forecasting and Warning Service:
• Supervise, generate and quality control public and marine weather forecasts according to pre-determined time scales. These include commercial products and services.
• Communicate public weather forecasts and severe weather warnings in different media platforms.
Customer Relations:
• Liaise with clients as per office plan.
• Represent SAWS at Stakeholder meetings as per plan.
• Promote the awareness of SAWS products and services to all stakeholders.
General Administration
• Perform routine office administration including periodic reporting, shift roster management, leave processing, and attendance register administration.
• Assist in the effective use of assets and key infrastructure.
Training, Development and Knowledge Management
• Assist in all training activities related to weather forecasting within the office,
• Provide mentorship and training to junior personnel.
• Conduct case-studies and other research to enhance the accuracy and quality of the products and services offered.
Total Quality Management
• Apply prevention and corrective action procedures on all findings related to the office.
• Promote a quality culture amongst the staff within the office.
• Promote the SAWS Quality Policy and intergrade it into the day-to-day activities of the office.
• Provide assistance during audits of the office as required.
• Perform regular inspections to ensure all work done is according to documented requirements.
• Ensure that the work environment complies with legislative requirements in relation to Occupational Health and Safety.
Minimum Requirements and Attributes:
• BSc Meteorology with Honours or equivalent.
• 5 years Weather Forecasting experience.
• Ability to analyse and interpret weather charts, surface observations, upper air observations, weather satellite and radar imageries.
• Ability to analyse Numerical Weather Prediction and Ensemble Prediction System products.
• Comprehensive understanding of Impact-based forecasting.
Technical and Behavioural Competencies Required:
• Excellent communication skills (written and verbal).
• Ability to work well under pressure.
• A valid Code EB or Code 08 driver’s license (without endorsements).

LEGAL ADVISOR

Job Summary:
To provide legal support and advise on all legal and legal-related matters including, but not limited to, contracts, litigation, labour, compliance and corporate legal matters. Render assistance and support to the Legal Department, under supervision of the Legal Manager.
Key Performance Areas:
• Provide legal support and advise on various legal matters, to minimize and control risks to the SAWS
• Provide assistance to ensure that legal documents and other contractual documents are properly drafted, reviewed, interpreted, and vetted
• Develop and maintain an updated and accurate SAWS contract register
• Communicate/ workshop approved departmental policies and relevant legislation with all internal stakeholders.
• Co-ordinate, where necessary, comment on the development and amendment of legislation, in cooperation with internal and external stakeholders
• Conduct research on requisite legislation and case law when required
• Maintain relevant and effective systems and processes for the department
• Co-ordinate and manage litigation matters for and against the SAWS
• Liaise with and instruct the SAWS external legal service providers (attorneys)
• Assist with the dispute resolution in accordance with the SAWS policies and the legislative framework.
• Where necessary, represent the company at various levels dispute resolution mechanisms, e.g. Bargaining Forum, the CCMA etc., with the aim of managing the SAWS’ interests.
Minimum Requirements:
• LLB or other relevant legal Degree
• Admission as an Attorney or Advocate (Bar Admission)
• At least 3 (three) years post-articles/ admission experience.
