The South African Weather Service invites graduates who are in possession of an Honours Degree in Meteorology or Atmospheric Sciences with at least mathematics on second year university level and physical sciences on first year university level to apply for a one-year Training Internship in Forecasting at the head office of the South African Weather Service in Centurion. The qualification must also include the required dynamical courses as prescribed by the World Meteorological Organization. This Internship will start in February 2023. The forecasting offices where Interns can possibly be placed are: Head Office in Centurion, OR Tambo International Airport, Bloemfontein, Durban, Port Elizabeth, and Cape Town.

Job Summary:
To support and assist the Chief Executive Officer in execution of his/her functions in terms of the PFMA, Treasury regulation and SAWS Act. Lead and manage the Supply Chain Management department.
Key Performance Areas:
• Formulate and advise on the Supply Chain Management Policy
• Development and implementation of strategies and standard methodologies across supply chain, guiding business on best practise, controls and aligned SCM processes to operations
• Ensure SAWS complies with appropriate government legislation, regulations and procedures such as the PFMA, PPPF Act and Treasury Regulations and Practice Notes
• Ensure that the resources required to fulfil the needs identified in the SAWS Business Plan are delivered at the correct time, price and place and that the quantity and quality will satisfy those needs
• Ensure that the optimum sourcing strategy and technique is used including among others utilising transversal term contracts, local versus international sourcing, paper-based bidding system, utilising E-procurement; and negotiations
• Ensure compliance with the requirements of National Treasury in as far as the utilisation of Central Supplier Database
• Ensure that all bids are performed in accordance with the prescribed and relevant Acts and Regulations
• Manage the coding of items, setting of inventory levels, placing of orders, receiving and distribution, stores/warehouse management, expediting orders, transport management and vendor performance
• Ensure proper record keeping and tracking of all fixed assets and intangible assets of SAWS
• Manage the process of asset disposal of assets in line with the SAWS Asset Management policy
• Ensure implementation and control of a performance management system in the department
• Implement Risk Management procedures that will eliminate wastage and fruitless expenditure
• Manage a team of diverse individuals
• Ensure that the department complies with SAWS TQM standards.
Required Minimum Education/Training:
• Degree in Supply Chain Management/Logistics/B Com/Engineering/Science or related
• MBA or related as a minimum requirement
Required Minimum Work Experience:
• Minimum 10 years’ experience in Supply Chain Management, where 8 years should be at managerial level.
• Familiarity with the King iv report on Corporate Governance
• Experience in project management
• Experience in BBBEE implementation
• Good knowledge of the Public Finance Management Act, 1999 (Act 1 of 1999) (PFMA), the Preferential Procurement Policy Framework Act, 2000 (Act 5 of 2000) (PPPFA), National Treasury guidelines as well as other relevant prescripts within the public sector
• Experience in the public sector, State Owned Entities or Scientific Organisations will be an added advantage.
Technical and Behavioural Competencies Required

• Good communication skills (verbal and written) and negotiating skills

The position of Senior Manager reports to the Executive Manager Weather and Climate
Service. The position is tasked with driving Innovation through Research and Development in Weather, Climate and Air quality. The position will develop and drive the delivery of the research strategy which focuses on research solutions throughout the value-chain of the organization from observations to services.
Key performance areas:
• Provide leadership and develop management strategies and systems for the achievement of the organizational research strategic objectives including requirements for and optimal use of High Performance computing capability in and outside of SAWS;
• Oversee innovative weather, climate and air quality research using observations and modelling systems to ensure that the organisation continues to improve its forecasting capabilities;
• Oversee applications research and the development of products in support of SAWS weather forecasting and climate prediction services from now-casting to multi-decadal times scales, for both the Public and Commercial users;
• Oversee the improvement and extension of innovations for services to both the public and Commercial clients of SAWS;
• Support Researchers in business development to ensure financial sustainability of Research in the organisation;
• Implement and ensure the Research Department complies with appropriate financial and business processes, systems and policies;
• Develop new market opportunities and forge partnerships locally and abroad;
• Foster inter and intra-disciplinary research and lead SAWS research partnerships nationally and internationally ensuring quality representation of South Africa’s interests in the WMO and other related and relevant organizations;
• Oversee the procurement, contracting and operational functions working with scientific staff to ensure deliverables and objectives are achieved on time and within budget;
• Manage all the Research Units within the SAWS and support the Executive Manager Weather and Climate Service;
• Assist with the implementation and requirements of the SAWS TQM System, SAWS risk management etc.
Requirements:
• A PhD in Environmental Science preferably in one of the following disciplines:
• Atmospheric chemistry
• Atmospheric dynamics
• 08 to 10 years of leadership and management experience within a scientific or related entity with demonstrable general management experience (including all aspects of science, financial and human resources);
• Strong insight into weather and climate change research to provide guidance on research direction;
• A strong publication record will be an advantage;
• Appropriate national and international scientific standing among peers;
• Understanding of the general business functions and its inter- relationship and contribution to service and the application thereof;
• Demonstrative national and/or international leadership in one or more of the science fields associated with the business of the research departmental area;
• Evidence of substantive training in leadership and/or business management;
• Strong programme and project management skills as well as General Management competencies are a requisite.
• A proven track record in negotiations for research grants, projects and partnerships and engagement with international research organizations and networks is a requirement.

Work Integrated Learning Programme: Learners living with a disability
The South African Weather Service (SAWS) invites applications for eighteen months (18) Work Integrated Learning Programme.
We are looking for TVET College learners living with disability to join our Work Integrated Learning Programme in the following field:-
• Business Management N6 – Ref: MB 2022
• Public Management N6 – Ref: PM 2022
Applicants must satisfy the following requirements:
• An applicant must be learners living with disability who has just completed N6 in one of the above mentioned fields of studies.
• An applicant has been unemployed for a period of less than one-year after completion of N6.
• An applicant will be required to submit their CVs on the SAWS recruitment portal (clearly outline ID, Address etc.)
• Must not have working experience
Successful candidates:
• Will be paid monthly stipend of R5500.
• Will be responsible for arranging their own accommodation and transport to the respective SAWS offices.
