LEARNERS LIVING WITH A DISABILITY 
Work Integrated Learning Programme: 
The South African Weather Service (SAWS) invites applications for eighteen months (18) Work Integrated Learning Programme. 
 
We are looking for TVET College learners to join our Work Integrated Learning Programme in the following field: 
• Financial Management N6 – 1 Position - Ref: FM 2023 
• Management Assistant N6 – 1 Position - Ref: MA 2023 
• Business Management N6 – 1 Position - Ref: BM 2023 
 
Applicants must satisfy the following requirements: 
• An applicant must be a learner who has just completed an N6 in the above-mentioned field of study. 
• An applicant has been unemployed for a period of less than one-year after completion of the N6. 
• An applicant will be required to submit their CV on the SAWS recruitment portal (clearly outlining ID, Address etc.) 
 
Successful candidates: 
• Will be paid monthly stipend of R5 500. 
• Will be responsible for arranging their own accommodation and transport to the SAWS Centurion Head office.

MANAGER: RESEARCH PROJECTS AND STRATEGIC PARTNERSHIPS 
Department: Research and Innovation

Job Summary: 
The Manager: Research Projects and Strategic Partnerships will be responsible for providing an oversight on the managing of the Research and Development Department projects. The identification, negotiation and cultivation of strategic partnerships to draft in skills and resources to meet SAWS operational and research mandate. This will be conducted within the Research Management Framework (RMF) through the establishment of strategic partnership’s, memoranda of understanding etc. while ensuring projects and action plans are completed on time as well as within budget, quality standards, and agreed scope. 
 
Key Performance Areas: 
• Proactively assist and provide guidance in the development of project proposals for external funding contributing towards the SAWS strategic mandate and strategy through the following activities: 
  • Define the scope and goals of projects in measurable terms and manage the research efforts forthcoming. 
  • Establish performance outcomes and measures for key project goals, and define monitoring, reporting and communication requirements. 
  • Prepare accurate estimates of costs and resources required to undertake projects 
  • Communicate the project strategy and its expected benefits to stakeholders (internal and external to SAWS) 
• Provide an oversight role in the monitoring and evaluation of projects meeting their deliverable targets on time and within budget by conducting the following activities: 
  • Monitor the completion of project milestones against goals and initiate amendments where necessary. 
  • Manage project execution to ensure adherence to budget, schedule, and scope. 
• Evaluate project progress and report on project status to the SAWS management (Executive) and identify improvements to inform future projects 
• Assist in identifying research gaps in the specific field and pursue methods to address these in cooperation with other SAWS divisions and departments and where relevant with external institutions 
• Facilitate and manage the departmental Research Management Framework (RMF) related to stakeholder partnerships in the delivery of the outcomes and results emanating from projects, campaigns or activities 
• Develop and nurture external collaboration with national and international institutions relevant to atmospheric research activities 
• The suitable candidate should have a good understanding of weather-climate science and its applications and possess communication skills necessary to contribute to the advancement of the SAWS research 
• Transfer project management and leadership knowledge to scientists and ensure teamwork in executing research projects and reporting findings in reports and scientific journals and provide mentoring and project management capacity building for scientists within SAWS 
• Participate in all activities related to the implementation and/or maintenance of the SAWS TQM system 
 
Minimum Requirements: 
• An appropriate Honours qualification with advanced knowledge and experience in Atmospheric Sciences or Project and Stakeholder Management and/or any related field 
• Project management certification such as Prince 2 or similar will be an added advantage 
• Proven working experience of 5 to 10 years in a project and stakeholder management role Advertisement

Senior Accounts Receivable Officer 
Salary total package: Negotiable 
Centre: Centurion

Job Summary: The Senior Accounts Receivable Officer report to Account Receivable Supervisor and is responsible billing and collection of debtors accounts. 
 
Key Performance Areas: 
• Responsible for new account applications, credit checks and assessments. 
• The candidate will be responsible for the capturing of invoices, credit notes, journals and ensure that all invoices are generated accurately, promptly and in the correct period. 
• Responsible for sending invoices and monthly debtor’s statements. 
• Identify and allocate monthly receipts. 
• Resolving customer queries and perform monthly reconciliations on customer accounts. 
• The candidate will attend to all related queries and be responsible for collection of outstanding debts within 30 days of invoice date. 
• Ensure that all copies of relevant documents are filed, and that the filing system complies with Total Quality Management principles. 
• Assist with monthly reports where required. 
• Liaise with internal and external auditors where required. 
• Perform ad-hoc duties as required by the Accounts Receivable Supervisor. 
 
Minimum Requirements: 
• National Diploma in Accounting or Finance. 
• Two years related work experience in Credit control and management. 
• Knowledge of Accounting Package & Accounting Practices 
 
Technical and Behavioral Competencies Required: 
• Debtors’ collection experience would be advantageous. 
• Knowledge of an ERP system. NetSuite system knowledge will be an added advantage. 
• The ideal candidate must be results-driven; customer focused with excellent planning, organizing, negotiating and communication (written and verbal) skills. 
• The candidate must be able to liaise with employees for internal requirements as well as external customers. 
• Knowledge of public finance practices and the public finance management and treasury regulations would be an added advantage.

CHIEF SCIENTIST 
Application Research

Job Summary: 
The Chief Scientist: Application Research will be responsible for research and development of applications products and services in the agriculture, energy, health, water, and other economic sectors that are sensitive to extreme weather and climate. The Chief Scientist will oversee all research, scientific, operational and administrative activities within his/her section. The suitable candidate should have a good understanding of weather-climate science and its applications and possess good communication skills necessary to contribute to the advancement of the SAWS applications research pillar. 
 
Key Performance Areas: 
As Chief Scientist: Application Research within the Research and Innovation Department of SAWS, the incumbent will be responsible for: 
• Provide scientific guidance and develop products and services across the identified sectors (health, water, agriculture energy, transport etc.) in support of SAWS strategic goals and obligations. 
• Proactively initiate and lead research efforts through submission of proposals that are funded and manage the research efforts forthcoming through sound project management practices. 
• Assist in identifying research gaps in the specific field and pursue methods to address these in cooperation with other SAWS divisions and departments and where relevant with external institutions. 
• Keep abreast of new related methods and technology so as to improve productivity and service delivery. 
• Develop and nurture external collaboration with national and international institutions relevant to earth system research activities. 
• Represent the SAWS where appropriate on national or international scientific panels/committees or expert groups in an expert capacity. 
• Publish and present research findings to others on a national and international level. 
• Provide scientific guidance and project leadership to junior scientists and ensure teamwork in conducting research projects. Report findings through project reports and scientific journals and provide mentoring and scientific capacity building within and outside SAWS. 
• Contribute actively in the scientific mentoring and development of younger scientists and university students. 
• Ensure the scientific integrity to international standards of the research activities in his/her field in the SAWS. 
• Participate in all activities related to the implementation and/or maintenance of the SAWS TQM system. 
 
Minimum Requirements and Attributes: 
• An appropriate PhD degree in the Atmospheric Sciences/Meteorology 
• Proven 8 years of work experience at a lead scientist level in interdisciplinary research projects 
• Advanced knowledge and experience in Application research in relation to the climate-sensitive sectors 
• Project management experience with sound Project Management skills obtaines as project leader. 
• Experience writing proposals and attracting funding for large interdisciplinary projects, nationally and internationally 
• Knowledge and proficiency in a programming language such as R, Matlab, Python, FORTRAN or GrADS 
• Good publication records as lead and co-author 
• Demonstratable research leadership in weather or climate sciences 
• National and international recognition as an expert in his/her field of research (e.g. presented scientific papers at national and international forums/conferences, served as member or leader of national/international expert teams and working groups and acting as study leader at universities 
• Knowledge and practical experience in human resource practices, planning and organisation, budgeting, and administrative procedures to be able to manage overall office support, procurement and staff functions for the section. 
• Mentor and coaching of junior staff as well as supervising PHD-level students
