The South African Weather Service (SAWS) is a Section 3(a) public entity under the Ministry of Forestry, Fisheries, and the Environment (DFFE) and is governed by a Board. The organisation is an authoritative voice for weather and climate related services in South Africa and is a member of the World Meteorological Organisation (WMO) to fulfil a range of international obligations of the government. South African Weather Service (SAWS) strives to be a Weather and Climate Centre of Excellence providing innovative solutions to ensure a weather-smart region, sustainable development, and economic growth.



The South African Weather Service (SAWS) is therefore seeking to appoint an efficient and enthusiastic person to undertake the role of:
 
SCIENTIST: MARINE
Salary: Negotiable

Key performance areas:
The candidate will be required to:
● Develop and/or maintain methods, algorithms, numerical models, and techniques for marine data processing
● Design and develop operational procedures and documentation.
● Prepare scientific papers and reports in collaboration with internal or external stakeholders
● Maintain scientific software and/or HPC environments
● Develop and maintain data pathways between SAWS Marine and UM models with internal and external stakeholders
● Run numerical weather prediction or climate models in a High-Performance Computing environment
● Assist with merging of remote sensing data and numerical weather prediction data to develop products for the very short-range forecasting timescale
● Assist with the extraction of weather or climate data for use by applications scientists to develop sector specific products.
● Work with atmospheric and marine research teams supporting development of numerical weather prediction output and analytics
● Participate in scientific and technical working groups
● Participate in programmes, projects or activities related to commercial services and public good including those of national or international scale.
● Develop and/or compile new products and establish new methodologies and processes, with guidance from Senior Scientists, which will improve the service delivery to clients.
● Nurture external collaboration with national (and international where possible) institutions relevant to the marine related data and information in line with strategic directions of SAWS.
● Represent SAWS where appropriate and serve on national (or international where possible) scientific panels/committees or specialist groups in an expert capacity.
● Participate in support of relevant operational meteorological systems.
● Represent the SAWS at meetings as requested by the designated line manager.
● Sharing knowledge and skills with appropriate stakeholders and promoting the strategy of SAWS being a learning organization.
● Add value to the organization through self-driven research initiatives, and guided by line managers, contributing to SAWS Strategic Objectives.
● Continue self-development and stay current with new developments in the field of Oceanography and Marine Meteorology.
● Ensure SAWS standards and compliance to international requirements (e.g. WMO)
 
Requirements:
Minimum BSc Hons or M.Sc. (preferred) in one of the following or related disciplines:
• Meteorology
• Earth System Science
• Atmospheric Science
• Oceanography
• Data Science
• Applied Mathematics
• Degree should include at least first year level Physics and second year level Mathematics,
• Understanding of the research process indicated by at least one peer reviewed publication led by the applicant.
• Proficiency with programming and scripting for spatial analysis and statistics using one or more of the following, Python, R, Fortran, MATLAB, HTML, Java Script, SQL.
• Proficiency with Linux/Unix, Command line /shell scripting (bash, zsh).
• Experience working with large, multi-dimensional data (e.g. netCDF, GRIB, TIFF files) with exceptional knowledge of coordinate systems, data formats and statistical conventions.
• Experience applying remote sensing data.
• Familiarity with numerical weather prediction or climate models.
• Familiarity with development good-practices (well-structured, modular code) and version control tools (e.g. git and github).

• Effective communication and presentation skill

FORECASTER
Total salary package: Negotiable

Job Summary:
The Forecaster is tasked to ensure provision of highest standard forecasting products and services to General public, commercial clients and Aviation Clients in line with national and international standards as well as best practices in support to the safety of life and property.
 
Key Performance Areas:
• The successful candidate will be expected to work shifts (including weekends and public holidays).
• Issue weather and climate information including accurate and timely warnings and forecasts, to the public and other clients, served within the Western and Northern Cape region or any area of interest as may be deemed necessary.
• Provide specialized services such as aviation forecasting, severe weather forecasting to local disaster management structures, forecasts for the agricultural fraternity, sports and recreation, the marine industry, and all other weather-sensitive sectors that may require specialized forecasts from time to time.
• Monitor weather events, analyse, and evaluate local synoptic and mesoscale weather observations available from observation networks while on duty.
• Support commercial contracts, including the provision of weather forecasts and warning services for Koeberg Nuclear Plant operations.
• Ability to disseminate weather information through various channels, e.g radio stations, TV, and on SAWS social media platforms.
• Promote the SAWS brand within the Western and Northern Cape region at various organized activities such as presentations, exhibitions, and television & radio interviews.
• Work closely with other regional offices within SAWS and the National Forecasting centers for Public Weather Forecasting, Aviation Weather Centre, and Marine Forecasting Centre to drive the SAWS mandate.
• Process, analyse, and quality control meteorological data required for compilation of meteorological products and services.
• Self-Development (Keep abreast of new forecasting theories and techniques developed in weather services).
• Assist with the implementation and compliance to the requirements of the SAWS Quality Management System.
Minimum Requirements and Attributes:
• BSc Hons degree in Meteorology or Honours in a relevant Atmospheric Science (i.e., Basic Instruction Package for Meteorologists compliant – WMO BIP-M) with Forecasting Training.
• Extensive knowledge, skills and experience in all spheres of operational meteorology.
• Ability to interpret numerical weather products.
• ICAO AMF competency certificate.
• Ability to analyse and interpret weather charts, weather observations (surface and upper air) and weather codes, satellite imagery, T-phi, and radar imagery.
• Computer/ programming literacy will be an added advantage as the individual will also work with media software.
• Must obtain a valid driver’s Licence within 3 months of employment
