The South African Weather Service (SAWS) is a Section 3(a) public entity under the Ministry of Forestry, Fisheries, and the Environment (DFFE) and is governed by a Board. The organisation is an authoritative voice for weather and climate related services in South Africa and is a member of the World Meteorological Organisation (WMO) to fulfil a range of international obligations of the government. Job Summary:
Responsible for leading and managing the SAWS’ Aviation Meteorological and Aeronautical Services to ensure that the organisation meets its obligations to the national and international aviation standards & recommended practices, as well as comply with all the applicable legislation and regulations, international safety standards, and WMO obligations.
Key Performance Areas:
- Determine the customer needs to ensure that SAWS offers fit-for-purpose Aviation and Aeronautical products and services
- Develop and implement the Aviation Meteorological Strategy that meet the SAWS’ stakeholder needs and also position SAWS as the world-class Aviation Meteorological products/ services provider.
- Ensure that the SAWS’ Meteorological Aviation Services and products meet the ICAO Standard and Recommended Practices (SARPs) and that they are accurate and available to the customers when required.
- Participate at international level as an expert to develop guidance for Members to meet the service requirements through WMO/ICAO Expert teams/Working Groups
- Coordinate with ICT & IT solution service provider on the management of Operational Met (OPMET) for Aviation safety MET for dissemination of Aviation products as per ICAO format
- A resource to WMO at expert level on AMDAR and aeronautical service provisions.
- Responsible for the implementation of governance, risk, and compliance frameworks for the department, in line with the overall risk management framework.
- Ensure that the SAWS’ Meteorological infrastructure meets the WMO standards and obligations for the integrity of the data used for services to aviation as per Civil Aviation Technical regulations and compliance with CAA Part 194
- Ensure readiness for ICAO Universal Safety Audits Programme, Continuous Monitoring Activity (CMA), Met Authority surveillance Audits and QMD audits
- Ensure that the Forecasters and everyone in the aviation team is trained and up to date with the developments in the Aviation Meteorological space by using Moodle platform for retraining and refresher courses (ICAO Requirement)
- Maintain effective relationships with relevant organisations such as ICAO, WMO, ACSA, regulators, airlines (BARSA, AASA, etc) and other internal and external stakeholders to deliver on the mandate of the department.
- Liaise with other aviation regulatory bodies viz. SACAA to promote the SAWS’ Aviation services to enhance air navigation safety.
- Represent SAWS in local and international aviation services/ product forums
- Ensure SAWS’ participation in the outreach programmes e.g., the air show, exhibitions, National safety events etc.
- Collaborate with the MANCO and other SAWS departments in an effort to deliver on the SAWS mandate
Required Minimum Education/Training:
- Honours Degree in Natural Sciences viz. Meteorology/Atmospheric Science
- A MSc is an added advantage
Required Minimum Work Experience:
- At least 10 years’ experience in an Aviation Meteorology environment.
- ICAO and WMO related standards and practices
- Understanding of SACAA regulations
- Knowledge of the PFMA and Treasury Regulations
- Stakeholder relations management
- At least 3 years people management experience
- Experience in a public sector would be an added advantage

SCIENTIST: ATMOSPHERIC COMPOSITION RESEARCH (ACR)

Job Summary:
To address challenges associated with various consequences of atmospheric composition variations, air quality deterioration and to assure environmental sustainability – the SAWS is engaged in various aspects of atmospheric composition research, innovation and solution development activities. The aim of the SAWS–ACR team includes, but is not limited to, the generation of scientifically advanced, robust and quality-controlled atmospheric composition products and services which inform/support the public, different environmental/economic sectors, and policy/decision makers. Accordingly, the SAWS–ACR team’s main focus area is the chemical state of the climate and its implications. The key scientific activities of the team encompass the development, implementation and optimization of various compositional numerical models, retrieval algorithms, sector-specific interlinking schemes, multivariate data blending (deploying modelling, ground observations and satellite retrievals) and analysis systems. Under these principal premises, the scientist will participate in research, scientific innovation and system development/implementations, operational and administrative activities.
Key Performance Areas:
As SAWS–ACR team member (within the Research and Development department of SAWS), the appointed Scientist will be responsible for:
- Conduct research on computational development and implementation of atmospheric composition modelling and data analysis systems under the guidance of the lead scientist.
- Participate in the research, development, installation, upgrading, operationalization and maintenance of scientific systems relevant to the SAWS–ACR team.
- Participate in research programmes or projects related to the implementation of new compositional scientific systems, atmospheric composition variational and impact studies, and analysis of large datasets.
- Support the SAWS–ACR team in data analysis and interpretation, model verification and calibration, project reports as well as maintenance of atmospheric composition associated databases.
- Support the SAWS–ACR team in maintaining/fostering collaborations with stakeholders and strategic partners.
- Assist the production of scientifically robust and quality-controlled atmospheric composition related operational/once-off products and services for the public good, commercial, regulations and policies.
- Support the SAWS–ACR team on new research projects/programmes/initiatives undertaken in cooperation with national or international institutions.
- Participate in innovative programmes that are relevant to SAWS–ACR strategic needs and obligations.
- Keep abreast of the latest atmospheric composition technologies, systems and databases so as to improve overall productivity and service delivery.
- Assist the SAWS–ACR team in reporting, evaluating research needs, and developing new research proposals, publications, and presentations.
- Participate in promoting and enhancing the national/international positioning of ACR and SAWS through scientific engagements (presentations, meetings, workshops, etc).
- Participate in professional development programs.
- Participate in teamwork and collaborative efforts to meet targets.
- Support the SAWS–ACR team and research management in addressing/attending to ad hoc requests from internal or external stakeholders.
- Keep administrative processes associated with the position up-to-date (research management framework, reporting, etc.).
- Participate in activities related to the implementation and/or maintenance of the SAWS TQM system, ensuring quality output and customer satisfaction.
Minimum Requirements
Education and Experience
- Appropriate Honours Degree in Meteorology/Atmospheric Science/ Environmental Sciences/Other related fields
Required Minimum Work Experience:
- University level research project experience
- Theoretical background and practical knowledge in the field of atmospheric physics/chemistry will serve as an advantage
- Experience in large dataset analysis and data management techniques
- Experience in atmospheric composition/air pollution aspects of remote sensing (either ground or spaceborne platforms, or both)
Technical and Behavioural Competencies Required
- Excellent communication skills, both written and verbal
- Experience in presentation and reporting scientific outcomes
- Ability to meet project and administrative deadlines
- The ability to work in a team as well as individually
- Experience with Linux and UNIX operating systems, as well as background in programming (e.g., Fortran, R, Python, etc.) will be an added advantage

Job Summary:
Reporting to the Chief Audit Executive, the Internal Audit Manager’s responsibility will be to assist the Chief Audit Executive in providing independent, objective assurance and consulting services to various stakeholders in the organization.
Key Performance Areas:
- Assist the Chief Audit Executive with the development a flexible 3-year strategic rolling plan and an annual audit plan by using an appropriate risk-based methodology.
- Assist the Chief Audit Executive with regular updates to the Annual Internal Audit Plan based on changes to the Risk Profile.
- To ensure that Internal Audit Plan to takes into account Assurance and Consulting Services.
- Perform Audits as per the Operational Plan approved by the Audit and Risk Committee under the direction and supervision of the Chief Audit Executive. This includes Audits on complex areas/adhoc audits allocated to the Internal Audit Manager.
- Review/Draft pre-audit planning activities.
- Review/Draft Audit engagement/scoping letters.
- Review/Draft audit programs, work papers and reports to ensure compliance with established control procedures and identify potential issues that needs attention.
- Review of staff working papers (planning, fieldwork and reporting) prior to Chief Audit Executive sign-off.
- Develop control deficiencies, review/ draft audit reports and present potential audit findings to audit client management.
- Follow-up on audit findings raised to ensure implementation of audit findings.
- Ensure that Client Satisfaction Surveys are completed at the end of each audit.
- Attendance of Quarterly Management Committee and Audit and Risk Committee meetings.
Required Minimum Education/Training:
- Post Graduate Degree/Diploma in Internal Audit/Related Field
- Membership with the Institute of Internal Auditors (IIA)
Additional Educational Requirements:
- Studying towards a Certified Internal Auditor (CIA) qualification will be an added advantage.
Required Minimum Work Experience:
- A minimum of 6-7 years Internal Audit experience, with at least 2 years management experience.
- Experience in performing Internal Audit’s for Public Sector Entities will be an added advantage.
