The South African Weather Service (SAWS) is therefore seeking to appoint an efficient and enthusiastic person to undertake the role of: 
 
LEGAL MANAGER
Salary total package: Negotiable 
Centre: Head Office, Centurion 
(Ref. WS03/012024) 
 
Job Summary: 
Advising on legal matters relevant to SAWS, including but not limited to the drafting, negotiating and reviewing of contracts and Service Level Agreements, drafting of legal opinions, briefing Attorneys, Consultation with Attorneys and representing the entity at the Commission for Conciliation and Arbitration (CCMA) and any other Tribunal, as and when required to do so. Attending Court and assisting the organisation with Criminal matters. 
 
Key Performance Areas: 
Contract Management and Review of Legal Documents and Policies 
  • Is responsible for the drafting of all contracts, Service Level Agreements (SLAs) 
  • Professional negotiation or vetting of contracts and SLAs and requirements to safeguard the rights and interests of SAWS. 
    • Assess and discuss the risk impacts of specific terms 
    • Negotiate the merits of specific clauses and changes to the agreements/contracts with customers, suppliers, and sub-contractors 
  • Review and sign-off on all company policies to ensure compliance with applicable legislation. 
  • Maintain an updated record of all SAWS contract drafted, negotiated, reviewed, interpreted and vetted by the Legal Unit. 
  • Safeguarding of the SAWS contracts and other legal records 
 
Litigation
  • Pro-active management of legal action/litigation in a timely manner in the best interests of SAWS with due regard to costs and the reputation of the organisations 
  • In complex matters or where representation in court is required, brief the external legal advisors, and ensure that the scope and Terms of Reference are clearly articulated. 
  • Attend Court and any other Tribunal when required to do so. 
 
Dispute
  • Manage the dispute resolutions in accordance with the SAWS policies and the legislative framework. 
  • Attend to Court and where necessary, represent the employer at various dispute resolution mechanisms, e.g., the CCMA and participate in the Bargaining Forum when required with the aim of managing the SAWS Interests. 
 
Stakeholder Management 
  • Provide adequate advice, quality opinions, proper support to internal stakeholders in a timely manner to minimize any actual or potential risk for SAWS. 
  • Keep abreast of changes in legislation to guide and educate internal stakeholders on the implications of the changes in legislations for SAWS. 
  • Serve on relevant bodies and structures when required. 
 
People Management 
  • Lead and manage the day-to-day activities of the Legal team and maintain a motivated team that delivers on the SAWS mandate within the allocated resources. 
  • Ensure that the Legal team is trained and up to date with the relevant piece’s legislations. 
  • Ensure skills transfer and the development of the team members and that they have the personal development plans where applicable. 
 
Required Minimum Education/Training: 
  • An LLB 
  • Admitted Attorney or Advocate 
  • CCMA Commissioners Course will be an advantage. 
 
Required Minimum Work Experience: 
  • At least 8 years of post-admission experience. 
  • Experience in Case Management and Litigation 
  • Experience in conducting legal research and documents and present findings to a diverse audience. 
  • A good professional record and reputation of providing good legal advice at the highest organisational levels, including legal support/advise to the Board and Board Committees 
  • Good planning and organisation skills and a proven ability to delicately solve sensitive matters. 
 
Technical and Behavioural Competencies Required

PERSONAL ASSISTANT TO THE CHIEF EXECUTIVE OFFICER

Job Summary: 
To provide professional and efficient administrative support to the Chief Executive Officer, secretariat support to the Executive and Management Committees, coordinate preparatory activities for Board meetings, oversee the administrative processes in the CEOs Office inclusive of budget administration, procurement, asset management and records management. 
The incumbent of this role is further responsible for maintaining the CEOs diary, arranging international and domestic travel, serving as focal contact point for the CEO and is responsible for ad hoc activities as they may arise in the CEOs office inclusive of part-taking in audits and assisting other departments as required. 
 
Key Performance Areas: 
Administrative Support to the CEO 
  • Manages the Executive’s diary and schedules meetings in line with the CEO’S availability. 
  • Manage the office in the absence of the Executive 
  • Deal with stakeholder queries and complaints and where applicable, re-assign them to the relevant division 
  • Provide proper and timeous customer and stakeholder feedback. 
  • Coordinate performance management for CEOs direct reports. 
  • Coordinate the CEOs Performance Assessment by compiling POE in consultation with internal stakeholders. 
 
Meeting Coordination and Hosting Secretarial support to Executive and Management Committees 
  • Schedule monthly, quarterly and ad-hoc Executive and Management committee meetings 
  • Drafts meeting agendas and ensures the timeous distribution of meeting packs 
  • Preparing reports, minutes, presentations, Board packs and correspondence accurately and swiftly 
  • Accurate minute-taking and timeous distribution of the minutes and matters arising from meetings 
  • Keeps record of resolutions and follows up on action items from meetings to ensure completion within stipulated deadlines 
  • Organising the requisite refreshments/catering for meetings, where necessary. 
 
Office Support 
  • Managing the CEO’s inbox, screening all correspondence and actioning them where appropriate and where relevant. Ensures that the CEO actions the items that need his attention timeously and providing reminders 
  • Co-ordinate all correspondence to be submitted to and from the office of the CEO. 
  • Answering and screening telephone calls and where applicable, forwarding these to the relevant employees for actioning 
  • Accurate record keeping and filing of all documents 
  • Ensuring that classified and confidential documents are kept safely 
  • Typing and quality control of official correspondence, including letters, memorandums, power point presentations and general correspondence for internal and external purposes 
  • Coordinates logistical arrangements for the Executive in line with procurement processes 
  • Develops a database of contacts and updates same regularly to ensure current information
  • Management of payments from the office including creation of requisitions and budgeting 
  • Professional reception of the executive’s visitors and all ancillary arrangements. 
  • Ad hoc duties and assignments as required by the Chief Executive Officer. 
 
Travel Arrangements 
  • Manage the CEO’s (or any other team members) international and domestic travelling arrangements, including – passport application, flights, accommodation, car hire/shuttle services, itinerary and where applicable visa applications, and so forth. 
  • Assist with the processing and submission of travel claims upon the Executive’s return. 
  • Administer subsistence and travelling claims for the CEO. 
 
Stakeholder Management 
  • Act as the point of contact among executives, employees, clients, and other external partners 
  • Coordinate the function’s compliance and annual submissions e.g., Declarations of Interest, requests from auditors, performance agreements and assessments, APP reports, and so forth. 
 
Minimum Requirements and Attributes: 
  • A relevant Administration or Secretarial qualification. 
  • At least 5 years of relevant experience in an executive support role. 
  • Understanding of corporate governance 
  • Knowledge and experience related to Board submissions

Job Summary: 
  • To lead, develop, maintain and implement the Safety, Health, Environment and Quality (SHEQ) programs, procedures and policies to control, eliminate and prevent disease or injury and to ensure compliance with health and safety regulations and quality control within SAWS operations. 
  • To provide, manage and maintain safe and secure office environments for SAWS Head Office as well as Regional Offices 
  • To implement and maintain a Knowledge Management System in SAWS 
 
Key Performance Areas: 
Safety, Health, Environment and Quality (SHEQ)
  • To develop, implement and monitor the SAWS SHEQ strategy and programmes in support of the SAWS strategic goals. 
  • To ensure the SHEQ environment is governed by the required and relevant updated Policies and Procedures, aligned to market practice. Monitor, manage and report on compliance to the SHEQ Policies and Procedures. 
  • Ensure the provision of healthy and safe working environments for SAWS Head Office as well as Regional Offices that are fit for purpose. 
  • Ensure that the SAWS Healthy and Safety representatives are appointed and trained accordingly. 
  • To ensure that the organisation complies with the ISO 9001 standard and the Occupational Health and Safety Regulations. 
  • Perform internal audits on the Total Quality Management systems to identify and correct areas of non-compliance. 
  • To establish, implement and maintain a Records Management System and File Plan in compliance with the National Archiving Act (Act 43 of 1996 as amended) 
  • Train employees on the Records Management Policies and File Plan and monitor and report on compliance. 
  • Implement and maintain a Knowledge Management System in SAWS, with easy access for all staff in accordance with the approved access rights
 
Facilities and Security Management 
  • To provide, manage and maintain safe and secure office environments for SAWS Head Office as well as Regional Offices 
  • To ensure the Facilities and Security Management environment is governed by the required and relevant updated Policies and Procedures, aligned to market practice. Monitor, manage and report on compliance to the Facilities and Security Management Policies and Procedures. 
  • Oversee the maintenance and protection of the SAWS buildings and facilities/grounds in consultation with the relevant stakeholders at the Head Office as well as regional offices. 
  • Ensure that the lease agreements are reviewed annually and where applicable, the Supply Chain Management process is followed in time to renew the leases or conclude new agreements. 
  • Provide general maintenance and cleaning services to all SAWS offices, within budget and in compliance with the relevant lease agreements. 
  • Constantly liaise with the regional managers to ensure all relevant service providers and landlords meet their contractual obligations. 
 
Fleet and travel 
  • Oversee the management of the SAWS travel office, including fleet management. 
  • To ensure the Travel Office is governed by the required and relevant updated Policies and Procedures, aligned to market practice. Monitor, manage and report on compliance to the Travel Management Policies and Procedures. 
  • Provide cost efficient travelling management services to SAWS Employees through the management of Service Providers, in line with Service Level Agreements. 
  • Ensure the SAWS fleet is used to support SAWS business activities through monitoring, education and training of employees. 
  • Oversee the SAWS travel activities to ensure these comply with SAWS finance, risk management and OHS requirements. 
 
Risk, Governance and Compliance 
  • Work with the Governance Risk and Compliance (GRC) department to identify risk control measures and ensure implementation of these across SAWS. 
  • Ensure all the relevant statutory training is conducted as legally prescribed and that records are safely stored for audit purposes. 
  • Coordinate all the mandated audits and make sure that the relevant SAWS employees cooperate with the auditors and submit all requested documents. 
  • Ensure audit findings are addressed by implementing proper controls to avoid recurrence and repeat audit findings. 
  • Ensure that all SAWS SHEQSF compliance certificates are up to date and safely stored. 
  • Make sure that all management and statutory reports are drafted, approved, and submitted at the prescribed intervals. 
 
Stakeholder Management 
  • Facilitate regular stakeholder engagements to determine their needs and levels of satisfaction with the services provided by the department. 
  • Manage the service level agreements of the relevant service providers and address all issues raised by SAWS stakeholders. 
  • Effectively lead and manage the SHEQSF team to ensure that they deliver on the department’s objectives within the allocated resources. 
  • Ensure the training and development of the SHEQSF team. 
 
Required Minimum Education/Training: 
  • Relevant Honours Degree (Business Management / Records Management / Health & Safety)
  • Certificate in ISO 9001/OHS systems lead auditing. 
  • Financial acumen will be an added advantage. 
 
Required Minimum Work Experience: 
  • Minimum 7 years’ experience in SHEQ/Security and Facilities management, with at least 3 years on Senior Management level. 
  • 5 years SHEQ systems auditing experience. 
  • Experience in the project management for relocating office environments. 
  • Knowledge of the PFMA and Treasury Regulations as it relates to procurement. 
  • Stakeholder engagement and proven track record in ability to engage at all occupational levels. 
  • Contract management.
