The South African Weather Service invites graduates who are in possession of an honours degree in Meteorology or Atmospheric sciences with at least mathematics on second year university level and physical sciences on first year university level to apply for a one-year training internship in forecasting at the head office of the South African Weather Service in Pretoria. The qualification must also include the required dynamical courses as prescribed by the World Meteorological Organization. This course will start 29 January 2024. The forecasting offices where forecasters possibly can be appointed are: Pretoria, OR Tambo International Airport, Bloemfontein, Durban, Port Elizabeth, and Cape Town.

Key Performance Areas:
Marine Related Infrastructure and observational data:
- Ensure adequate maintenance and calibration of meteorological equipment on ships, including the SA Agulhas II, and remote bases.
- Manage the inspection programme for Maritime Observing Networks.
- Manage the repair and replacement of faulty equipment of the maritime observing networks.
- Ensure ongoing collection and quality control of marine related meteorological data.
- Conduct daily checks on meteorological data from remote bases and ship/VOS to ensure availability to the GTS.
- Conduct routine collection of in situ SST data to ensure SAWS meets its mandate as the long-term custodian of meteorological data.
- Introduce initiatives to expand observational infrastructure to the entire coastline, the oceans around South Africa and remote bases.
- Maintain and establish new strategic partnerships aimed at increase ocean observations for South Africa and neighbouring countries.
- Willingness to participate in research and takeover voyages.
Internal and External Customer Relations:
- Liaise with clients as per office plan.
- Represent SAWS at Stakeholder meetings as per plan.
- Participate in the recruitment and supervision of overwinter Meteorological teams on the remote bases and relief teams for takeover voyages.
- Promote the awareness of SAWS Marine products and services to stakeholders.
- Facilitate training sessions with internal stakeholders for the overwinter and relief teams.
- Interact with the ocean observing community in South Africa to deploy infrastructure.
Total Quality Management
- Apply prevention and corrective action procedures on all findings related to marine related weather observation.
- Promote a quality culture amongst the overwinter and takeover staff on the SANAP program.
- Promote the SAWS Quality Policy and intergrade it into the day-to-day activities of the office.
- Provide assistance during audits of the regional office as required.
- Perform regular inspections to ensure all work done is according to documented requirements.
- Ensure that the work environment complies with legislative requirements relations to OHS.
- Develop and maintain SOPs for the SANAP programme, VOS and all other related programmes.
- Ensure data from research vessels is quality controlled.
- Ensure proper document control and record of registers.
Administration:
- Initiate procurement process for marine requirements, including PPE and stationery for the remote bases.
- Prepare monthly reports for marine observation data availability.
- Participate in budget planning and expenditure control for the marine programs.
- Control of stock levels required for operations at the remote bases and on research vessels undertaking marine meteorology.
- Perform routine office administration practices including lodging claims, transport and medical related administration.
- Conduct case studies on marine related sciences.
- Perform functions as delegated by marine scientists and Senior Manager/Executive.
Minimum Requirements and Attributes:
- A Grade 12 Certificate with Maths and Science.
- Weather Observers certificate with at least 5 years’ experience in a marine observation environment or a Bachelor’s Degree in marine related sciences.
- Ability to read, analyse and interpret written request for weather data and information.
- Knowledge of international standards such as WMO and ICAO. Advanced knowledge of observation tools.
- A valid code 08 driver’s license.

ICT Operations & Service Delivery
- Responsible and accountable for the delivery of ICT operations as per the agreed SLAs to business units of SAWS.
- Manage ICT operations team and align ICT processes as per ITIL guidelines.
- Oversee the ICT service desk (helpdesk) activities to ensure optimal support and best practice in line with ITIL service management principles.
- Define ICT operations performance metrics and develop ICT infrastructure standard operations procedures.
- Develop an ICT service charter and define operating service levels as per the business divisions operational business requirements.
Governance & Service Delivery
- Develop infrastructure strategy and manage the implementation of ICT operations Strategy and Plan.
- Manage ICT Risks and implement ICT Security controls that underpins all the provisioning of the ICT infrastructure in line with Cobit 5, ISO 27001 and NIST governance frameworks.
- Develop ICT Hardware and Software asset Lifecyle management policy and maintain the ICT asset database.
- Ensure adherence of the SLA performance metrics agreed with the service providers and their performance management.
- Manage and maintain up-to-date contract ICT register and ensure value for money for each contract.
- Adherence to SCM ICT procurement policies, procedures, and practices in line with National Treasury prescripts.
- Provide coaching and mentorship to ICT operations teams at all levels and instil good work ethic principles.
- Manage ICT operations human resource performance and provide training for succession planning.
Data Centre and IT Infrastructure Management
- Managing core L1 & L2 resources for all major domains of Data centre namely System Administrator, Exchange L1 & L2, Backup & Storage, VmWare.
- Oversee the planning, maintenance, and support of the SAWS ICT infrastructure, including servers, high performance computer (HPC), storage, archiving, end-user equipment, software applications, communication networks and telephony system.
- Manage the availability of meteorological observation infrastructure to ensure data transmission, availability and processing is achieved as per business performance metrics.
- Ensure configuration documents for all the Hardware and Software underpinning ICT Infrastructure.
- Ensure documented ICT Infrastructure enterprise architecture is updated to guide IT investments that are aligned with business requirements and support digital transformation.
- Manage data hosting services and ensure business continuity strategy is implemented to meet the business application systems and infrastructure availability.
Project Management
- Spearhead all ICT Infrastructure projects.
- Work with internal clients and external to understand their needs.
- Change management processes.
- Ensure reports are submitted to the Senior Manager of ICT timely.
Key Performance Areas
- Hands on experience in managing ICT operations infrastructure.
- Management experience of ICT teams and client relation management
- Experience in Infrastructure Architecture design and documentation.
- Experience in developing infrastructure policies and Standard operating (SOP) for the infrastructure environment.

Qualification and Minimum Requirements:
- A Degree in Information Technology (IT) (NQF 7) /4-year IT Diploma or equivalent.

- Additional Training Requirements: ITIL certification, COBIT/TOGAF/MSCE

SAWS INTERNSHIP PROGRAMME – 2023- 2024
The South African Weather Service (SAWS) hereby invites applications for their one-year Internship Programme. We are looking for high- achieving graduates to join our internship Programme in the following scientific fields:
Research Department: (An appropriate Bachelor’s degree in Atmospheric Physics, Electrical Engineering, Applied Mathematics, and, Energy Studies, or any related on these fields.

Applicants must satisfy the following requirements:
- Attach transcript of the appropriate tertiary qualification Degree/Bachelor of Science relevant to the above-mentioned fields.
- An applicant must be a graduate or have been unemployed after completion of a tertiary qualification, within 18- 35 years of age.
Interns will be placed within the SAWS: Gauteng Offices AND such preference will be given to Gauteng based unemployed graduates. Successful candidates will be responsible for arranging their own accommodation and transport. SAWS will pay a monthly stipend of R6 500.00

Job Summary:
To provide support and assistance to the Manager: Financial Reporting in the execution of his/her function in terms of the PMFA, Treasury Regulation and SAWS Act by effectively and efficiently managing the Accounts Payable processes at SAWS.
Key Performance Areas:
- Review all invoices captured daily for accuracy, completeness as well as correctness before posting in General Ledger.
- Ensure all invoices submitted for payment are duly signed by managers in accordance with the delegation of authority policy.
- Ensure adherence to the PFMA & National Treasury prescripts, compliance with relevant VAT, other statutory regulations and GRAP before payment is effected.
- Review and approve all employee Subsistence & Travel allowances and employee advances on the accounting system.
- Ensure that all international advances are compliant with re-imbursement rates Review the business processes related to the Accounts Payable unit.
- Prepare monthly reconciliations for the Accounts Payable related accounts.
- Monitor, update and reconcile the prepayment schedule to ensure that once-off prepayments are cleared monthly.
- Prepare the monthly Accounts Payable analysis report for inclusion in the Financial Report with the relevant commentary.
- Assist with ad-hoc duties as and when requested by the Manager: Financial Reporting.
- Assist the Supply Chain Management unit with the preparation of year-end commitments.
- Liaise with the auditors and resolve queries pertaining to Accounts Payable section.
