TALENT MANAGEMENT SPECIALIST

Job Summary:
To implement the SAWS’ talent management strategy aimed at attracting, assessing, developing and the retention of the organization’s talent pool.
 
Key Performance Areas
Talent Attraction
• Develop programs aimed at positioning SAWS as the employer of choice and attracting the best talent
• Manage the SAWS job evaluation process, including the development of job profiles
• Together with the HRBPs, manage the recruitment and selection process
 
Talent Retention

• Measure the impact of interventions on staff performance, efficiency, employee retention, and job satisfaction.
• Drive the performance appraisal process with leaders and employees through project and communication plan and implementation
• Manages the SAWS on-boarding programme, Excellence and Long Service Awards programmes and the Employee Wellness Program
• Manages the SAWS Bursary Scheme and the Learnership programs
 
Management of Organisational Structures
• Manage the development of the organisational structures, processes, and procedures in relation to the utilization of resource with the aim of improving individual and team efficiencies and thus achieving the strategic objectives and enabling a high-performance culture.
• Continuously monitor and track candidate pipeline and report on the talent acquisition Status
 
Administration, Governance and Compliance
• Monitor and report on the progress of the development and retention initiatives and supports the evaluation of the effectiveness of the SAWS talent strategies.
• With the assistance of the HRBPs, report on the Skills Development and Management Control elements of B-BBEE quarterly or when required.
• Manage the yearly submission of the Workplace Skills Plan and the Actual Training Reports and ensure compliance with the Skills Development Act.
 
Stakeholder Management
• Manage employee engagement initiatives to aimed at making SAWS a great place to work for all employees
• Advise and coach line managers on talent management
• Regularly attend departmental management/staff meetings to give an update on talent related matters and address all queries.
• Collaborate with the Supply Chain Management team in the sourcing of the relevant service providers

Job Summary:
To develop and implement the SAWS’ overall communications strategy in line with the organisation’s mandate. The role is responsible for, among other things, providing specialist communications related advice, improving SAWS’ corporate identity, brand positioning and for producing a wide range of on and offline messaging that promotes the SAWS mandate and enhances its reputation.
 
Key Performance Areas
External Communications
• Managing the dissemination of the SAWS related information through various communication platforms including both print and electronic media, the SAWS website, social media, press conferences, various publications, and so forth.
• Identify local and international opportunities to position SAWS as the authoritative voice for weather- related warnings, as well as the provider of world class marine, aviation, air quality and climate services.
• To coordinate, facilitate and oversee SAWS’ participation in the WMO and in other key national and global programs
 
Internal Communications
• Develop and implement robust interactive and internal communication programmes that foster employee engagement e.g., newsletters, staff announcements, staff meetings and frequent CEO messages, education and topical issues and feedback mechanisms
 
SAWS Branding
• To develop strategies and related programs aimed at growing the SAWS’ brand internally through employee-targeted communication and externally through various initiatives
• Manage non-spoken communication (photographs, illustrations, infographics, and general branding) while ensuring that all key communication documents and touch points are of a high quality and are regularly updated.
• Identify target audiences, appropriate messaging, and measure success of actions in terms of the SAWS’ brand awareness.
• Together with the Human Capital Management department, identify and implement programmes aimed at communicating the SAWS’ Employee Value Proposition.
 
Annual Report
• Manage the SAWS annual reporting process
 
People Management
• Effectively lead and manage the department by maintaining a motivated team to deliver on the SAWS mandate within the allocated resources
• Promote a culture and practices that reflect the SAWS values.
 
Stakeholder Management
• Develop and implement stakeholder relations programmes
• Develop a crisis management strategy
• Assist in building and maintaining effective relations with the organisation’s various stakeholders.

INVITATION TO SERVE AS AN INDEPENDENT MEMBER ON THE AUDIT AND RISK COMMITTEE OF THE SOUTH AFRICAN WEATHER SERVICE

The South African Weather Service (SAWS) is a Schedule 3A public entity in terms of the provisions of the Public Finance Management Act, 1999 (Act No. 1 of 1999) as amended (PFMA). In terms of the PFMA and National Treasury Regulations, SAWS requires the services of three (3) suitable and qualified interested persons to serve as independent members of the Audit and Risk Committee, a subcommittee of the SAWS board.
 
Minimum Requirements:
a) A qualified Chartered Accountant or Registered Government Auditor or Legal Practitioner registered with the Legal Practice Council
b) An ICT Governance qualification would be an advantage;
c) At least 10 years’ experience in one or more of the following:
• Accounting
• Auditing
• Finance
• Risk management
• Legal Practice
• Public sector legal environment
d) Practical knowledge of the auditing environment will be an added advantage;
e) Must have good knowledge of the Public Finance Management Act, 1999 (Act 1 of 1999) (PFMA), the Preferential Procurement Policy Framework Act, 2000 (Act 5 of 2000) (PPPFA), National Treasury guidelines as well as other relevant prescripts within the public sector;
f) Familiarity with the King IV Report on Corporate Governance will also be regarded as an advantage;
g) At least five (5) years’ experience as a member of an Audit and Risk Committee;
h) Board participation in the public sector and/or at a public entity will be an advantage.
 
Term of Office
a) The Term of office of the independent members of the Audit and Risk Committee will be effective from 01 April 2022 to 31 December 2024, subject to renewal at the discretion of the Board.
b) This is not a full-time appointment. The Audit and Risk Committee meets at least four (4) times a year. Special meetings may be convened where deemed necessary.
 
Remuneration
a) An appointed member will be remunerated in accordance with National Treasury Guidelines.
b) All other costs and expenses are based on the National Treasury Guidelines.

Job Summary:
Will work with the Marine team to develop products and services for public good and commercial applications and must have a strong programming background.
 
Key performance areas:
The candidate will be required to:
• Develop and maintain systems to facilitate data flow, collection, storage and analysis to support SAWS operational forecast and observing systems.
• Investigate ways to optimize and enhance the functioning and integration of different elements of SAWS operational systems (e.g., data acquisition from external sources, storage, and access of SAWS model output data, post processing and integration of observed and modelled data).
• Work with the Marine Unit (based in Cape Town) but also the Research and ICT Teams (based in Centurion). This may require some local travel, but more likely, frequent teleconferencing. The incumbent must therefore be comfortable working with teams both physically and remotely.
• Assist with the development of new products as required.
• Carry out administrative functions attached to the post including the supervision of subordinates, assistance in financial activities including budgeting and expenditure control, and routine office administration tasks.
• Perform functions/duties as delegated by the designated line manager and/or Senior Manager Marine.
 
Minimum Requirements:
● Master’s degree in a quantitative or technical field such as Information Systems, Computer
Science, Data Science or Engineering with at least 5-10 years’ experience.
● Demonstrated experience in data engineering (e.g., development/maintenance of data management systems, APIs).
● Familiarity with both Windows and Linux computing environments.
● A background or understanding in Meteorology or Physical Oceanography would be an advantage.

Provide support to the Research and Marine departments ensuring that numerical models, pre-processing and post processing software needed to run the models, as well as software needed to develop products are running efficiently.

Undertake model and product development in conjunction with team members, and the setup and maintenance of the Marine Portal and marine model operational systems.
 
Key performance areas:
• Provide technical support related to SAWS Marine operational forecast models (e.g. SWaSS, SAWS-TM), including the operational running of models and functioning of web interfaces.
• Further develop Marine web interfaces as required (e.g. creation of front-ends for clients).
• Show a keen interest and actively participate in programmes, projects or activities related to marine meteorological commercial services and public good services.
• Demonstrate flexibility, initiative and a willingness to develop skills as required as part of a growing team.
• Assist with the development of new products as required.
• Carry out administrative functions attached to the post including the supervision of subordinates, assistance in financial activities including budgeting and expenditure control, and routine office administration tasks.
• Perform functions/duties as delegated by the designated line manager and/or Senior Manager Marine.
• Represent the SAWS at meetings as requested by clients, the designated line manager and/or Senior Manager Marine.
• Share knowledge and skills with appropriate stakeholders and promote the strategy of SAWS being a learning organization.
 
Required Minimum Requirements:
● Honours degree in a quantitative or technical field such as Information Systems, Computer
Science, Data Science or Engineering with 2-3 years of experience. Relevant further education will be considered in lieu of experience.
● Demonstrated experience with basic web development and competence with Python and/or MATLAB.
● Familiarity with Windows and Linux operating systems.
● A background in, or basic understanding of Meteorology or Physical Oceanography would be an advantage.
● Excellent written and verbal communication skills.
● Ability to work in a team.

Job Summary:
Reporting to the Chief Audit Executive, the Senior Internal Auditor’s responsibility is complete the implementation of the Internal Audit plan through undertaking Internal Audit Assignments.
 
Key Performance Areas:
Conduct Audit planning
• Document the audit system descriptions and provide walk through of system descriptions
• Conduct the risk and control Matrix
• Document detailed audit programs to satisfy the scope and objectives of the assignment
• Assist with conducting opening meetings with Management.
 
Execute Audit Programmes:
• Conduct audit tests as per approved audit programme.

Audit Reporting:

• Complete audit’s on time and within budget.
 
Stakeholder Management
• Maintain relationship with Auditees.
• Client satisfaction Surveys to be completed at the end of each audit.

Required Minimum Education/Training:
• Bachelor’s Degree/Diploma in Internal Audit or related field.
• Studying towards a Post Graduate Degree/Diploma will be an added advantage.
 
Required Minimum Work Experience:
• At least 3 - 4 years’ experience in internal audit.
• Experience in performing Public Sector Internal Audits will be an added advantage.
Technical and Behavioural Competencies Required:
• Knowledge and understanding of PFMA/Treasury Regulations

Job summary:
This role is responsible for efficient administration of SCM contracts and also provide technical advice to stakeholders, while ensuring compliance with SCM policies, procedures and legislative requirements.
 
Key Performance Areas:
• Establish and maintain procurement contracts register and ensure that it is kept up to date.
• Advice the Legal department and other end-users of the bid award in order to initiate the contract drafting process.
• Monitor key contract trigger points (contract signing, notice periods, contract expiry)
• Monitor spend/ payments against contract disbursement schedules.
• Advise the end-users to initiate the procurement process or extend the contract/s at least six months before the contract expires.
• Ensure compliance with good procurement contracts administration practice and compliance with SCM policies and procedures.
• Provide the Legal department with general conditions of contract and tender documentation to draft contracts.
• Assist to review procurement contract administration guidelines and standard operation procedures.
• Monitor Supplier performance before invoices are processed for payment on the system.
• Facilitate and monitor improvement plans stemming from regular contract review meetings and non-compliance issues to ensure that suppliers perform at expected levels.
• Ensure up to date and secure recordkeeping and filing of contracts.
• Engage with stakeholders on internal procedures and processes to ensure compliance and service delivery
 
Minimum Requirements:
• Diploma in Logistics /Purchasing or Supply Chain Management or equivalent
• Registration with CIPS will be an added advantage.
• At least 3 years Supply Chain Management experience in the Public Sector, with particular focus on SCM contracts administration.
• Experience using MS office software and ERP systems
