The South African Weather Service (SAWS) is therefore seeking to appoint an efficient and enthusiastic person to undertake the role of:
Supervisor: Acquisition and Compliance

Job Summary:
To effectively and efficiently supervise Acquisition and Compliance operations within Supply Chain Management (SCM) in line with business needs
Key Performance Areas:
• Supply Chain Management Strategic Sourcing and Planning
• Execute the bid/quotation process
• Oversee Sourcing of quotations and recommend thereof
• Supervise administrative support to the Bid committees
• Compile, manage and maintain supplier database (CSD)
• Ensure proper filing of tender and quotation files
• Maintain deviation register
• Manage and administer contracts/supplier performance management
• Independent management of small projects
• Professional engagement with senior stakeholders
• Liaises with divisions to obtain input on procurement requirements for the financial year
• Drafts specifications / terms of reference and special conditions of contracts as per Manager’s instructions
• Coordinates the convening of the Bid / Tender Evaluation Committees and assists Manager with the preparation of memorandums to appoint Standing Committees annually
• Sourcing external services in special cases to provide relevant expertise to inform bid / tender decisions
• Ensure compliance with the tender process at all times in line with Treasury stipulations
• Prepare bid report with supporting documentation upon completion of the vetting process for submission to the Bid Adjudication Committee for final approval
• Prepare memorandums together with supporting documentation upon approval of bids / tenders, for the Finance department to execute payment upon completion of goods / services rendered by Suppliers
• Publishes bids / tenders on SAWS and National Treasury website
• Requests quotations from Suppliers for evaluation of proposals by Manager
• Prepares memorandum to appoint Suppliers and submits to Manager for approval
• Prepares Supplier contracts and submits to Manager for review prior to approval by Senior Manager: SCM
• Effectively maintains the supplier database
• Maintains an effective and efficient filing system for proper record keeping
• Ensure adherence to the SCM compliance program
• Identifies, investigates and reports violations of rules, regulations, policies, procedures and Standards of Conduct to Manager
• Assists in identifying potential areas of compliance vulnerability and risk, and makes recommendations to Manager
• Assists in providing general guidance to employees on avoidance of similar situations in future
• Maintain irregular expenditure register and fruitless and wasteful expenditure register
• Ensure compliance with the tender process at all times in line with Treasury stipulations

Minimum Requirements and Attributes:
• A National Diploma in Supply Chain Management, Purchasing Management, Logistics Management, Finance (NQF 6) or equivalent
• A minimum 2 years’ supervisory experience
• A minimum 5 years’ relevant experience in Supply Chain; with 2 years of Bid management experience; solid understanding of demand/acquisition management and executing demand management strategies
