The South African Weather Service (SAWS) is therefore seeking to appoint an efficient and enthusiastic person to undertake the role of:
Senior Manager: Information and Communication Technology (Re-advertisement)

Job Summary:
The position of Senior Manager reports to the Executive: Infrastructure and Information Systems. The Senior Manager: Information and Communication Technology will be tasked with formulating the Information and Communication Technology business model and strategy while driving the management and delivery of strategic technology solutions for the organization. The incumbent will also be responsible for the Information and Communication Technology department goals and objectives including vendor strategy and operating procedures.
Key Responsibility Areas
• Provide overall vision, leadership and continuance guidance to technology efforts to ensure continuous development and execution of strategy
• Work in partnership with the operations and support functions to deliver on the strategic imperatives
• Exercise cross-functional governance to achieve a consistent and transparent approach to technology infrastructure & processes, information and reporting
• Select and implement suitable technology to streamline all internal operations and help optimize their strategic benefits
• Assist in the preparation of the budget and strategic plan and monitor their execution
• Identify opportunities for the appropriate and cost-effective investment in Information and Communication Technology systems and resources, including staffing, sourcing, purchasing and in-house development
• Monitor changes and advancements in technology to identify opportunities for enhanced efficiency, effectiveness and competitive advantage
• Develop and regularly test Information and Communication Technology business recovery plan
• Develop Information and Communication Technology policies and procedures and manage all risks as well as compliance
• Direct the integration of Information and Communication Technology operations, computer hardware, operating systems, communications, software applications and data processing
• Provide advice to Management on Information and Communication Technology issues including risks identified as well as plans.
Minimum Requirements:
• Post graduate degree in Information and Communication Technology or related field
• A minimum of 10 years’ senior managerial experience in Information Technology in a similar or related institution or organization
Attributes and Competencies:
• Knowledge of Enterprise Architecture, Information Communication Technology Governance, Financial management, Business insight, planning and process
• Understanding of the general business functions and its inter- relationship and contribution to service and the application
• Knowledge and understanding of principles, applications and techniques of electronic data acquisition systems (observation networks), data processing systems, computer systems design, programming, operations, computer hardware and software systems planning, and technical support
• Excellent presentation and negotiating skills
• Must be a team player and demonstrate an ability to communicate at all levels
• Advanced planning, scheduling and co-ordination skills to manage a diverse team of technical experts
• Good leadership and people management skills
• Must display the following qualities: analytical thinking and applied strategic thinking; conceptualization; decisiveness; innovation and vision
• Understanding of service level management and stakeholder relations
• Identify opportunities for the appropriate and cost-effective investment in Information and Communication Technology systems and resources, including staffing, sourcing, purchasing and in-house development
