The South African Weather Service (SAWS) is a Section 3(a) public entity under the Ministry of Environment, Forestry and Fisheries (DEFF) and is governed by a Board. The organisation is an authoritative voice for weather and climate related services in South Africa and is a member of the World Meteorological Organisation (WMO) to fulfil a range of international obligations of the government. South African Weather Service (SAWS) strives to be a Weather and Climate Centre of Excellence providing innovative solutions to ensure a weather-smart region, sustainable development and economic growth.
The South African Weather Service (SAWS) is therefore seeking to appoint an efficient and enthusiastic person to undertake the role of:
Manager Systems Development

Job Summary:
To manage the design, development, maintenance and support of business applications within the South African Weather Service (SAWS) in line with business objectives.
Key Performance Areas:
• Uses a combination of system user and system owner forums to gather relevant information.
• Dissects and translates that information into decision supporting correspondence.
• Monitors and evaluates the customer experience on an ongoing basis.
• Analyses market trends and developments and makes recommendations.
• Encourages collaboration between various specialties in the business.
• Ensures buy in from all parties from the various departments with regard to a system / application.
• Provides guidance and direction by explaining all product or service initiatives to all parties.
• Contributes to the annual fixed cost and capex budgets for the department and ensures that expenditure is managed within the constraints of the budget.
• Optimises existing processes or introduces new systems and processes leading to more effective measurement of delivery and control.
• Introduces or improves processes associated with effective delivery of Information Technology (IT) project goals within the sphere of Business Systems.

• Structures quality gateways in the delivery of the Software Development Life Cycle (SDLC).
• Makes decisions on technical systems and champions Business Systems.
• Serves as a functional advisor for Business Systems.
• Manages applications support effectively and efficiently.
• Liaises with the relevant Information Technology (IT) stakeholders to troubleshoot and resolve issues.
• Manages associated dependent relationships, Service Level Agreements (SLA’s) and Operating Level Agreements (OLA’s) with internal and external service providers and suppliers.
• Ensures appropriate service levels of support and capacity is in place to meet business demands / requirements.
• Ensures continuous service pertaining to applications.
• Develops and implements policies, procedures and, processes.
• Ensures processes and systems are optimised in consultation with relevant Information Technology (IT) stakeholders.
Minimum Requirements and Attributes:
• Degree in Computer Science / Information and Communications Technology / Information Systems (NQF 7) or equivalent
• A minimum 3 Years’ management and leadership Experience
• A minimum 8 Years’ Experience in Applications/Systems Development
• Structures quality gateways in the delivery of the Software Development Life Cycle (SDLC).
• Makes decisions on technical systems and champions Business Systems.
• Serves as a functional advisor for Business Systems.
