The organisation is an authoritative voice for weather and climate related services in South Africa and is a member of the World Meteorological Organisation (WMO) to fulfil a range of international obligations of the government. The South African Weather Service (SAWS) is therefore seeking to appoint an efficient and enthusiastic person to undertake the role of:

Job Summary: The Chief Financial Officer will report to the CEO and will be tasked to provide strategic financial leadership for the organisation and manage the operational function to ensure effective and professional accounting, reporting and control of funding and budgets. The incumbent will manage the finance and supply chain management functions of the organisation. 
 
Key Performance Areas: 
 Provide strategic financial direction and leadership on decision making issues affecting the Organisation. 
 Providing financial information and tools (analytical tools, policies, information systems and models or projections of cost and revenue behaviour) necessary for the organization to make sound business decisions; 
 Establish and maintain appropriate finance and supply chain systems (analytical tools, information systems and models or projections of cost behaviour) and policies to ensure effective and efficient management of resources; 
 Oversee an effective integrated financial services and supply chain system in accordance with the PFMA, treasury regulations and other finance-related prescripts. 
 Oversee and coordinate the organisation’s audit readiness as well as the overall annual audit conducted by the Auditor General of South Africa. 
 Develop and implement key strategic / business plans for supply Chain Management, Revenue Management, Expenditure Management, Budgeting and Reporting amongst others; 
 Oversee and lead the budgeting process in compliance with National Treasury guidelines and monitor the utilisation of budgets within the Organisation; 
 Oversee the preparation and submission of monthly Financial and Annual reports as well as quarterly financial reports to the accounting officer, EXCO and the accounting authority; 
 Oversight on the development of costing and pricing models for all SAWS products as well as developing and maintaining pricing policies; 
 Take effective and appropriate steps to prevent unauthorised, irregular and fruitless and wasteful expenditure; 
 Ensure proper management of assets (including the safeguarding and the maintenance thereof) and liabilities of the Organisation; 
 Ensure overall financial health of the organisation; 
 Ensure appropriate Supply Chain Management Systems which are fair, equitable, transparent, competitive and cost effective; 
 Conduct and coordinate strategic planning, Annual Performance Plan (APP) and Medium-term Expenditure Framework (MTEF) processes in respect of the Organisation; Manage all finance and supply chain management personnel. 
 
Minimum Requirements 
 Relevant finance and/or accounting degree e.g. BCom Acc, BBusSc, CA or equivalent 
 At least 10 years’ relevant senior management experience in Public Sector Finance, 
 Practical knowledge of the auditing environment will be an added advantage, 
 Expertise knowledge of all finance and SCM legislation as required by Treasury such as treasury regulations, GAAP/GRAP, PFMA, PPPFA is an essential requirement 
 Must have good knowledge of the Public Finance Management Act, 1999 (Act 1 of 1999) (PFMA), the Preferential Procurement Policy Framework Act, 2000 (Act 5 of 2000) (PPPFA), National Treasury guidelines as well as other relevant prescripts within the public sector, 
 Familiarity with the King iv report on Corporate Governance will also be regarded as an advantage. 
 Knowledge of SAWS mandate and applicable regulations will be an added advantage, 
 Knowledge of SA Government priorities & regulatory frameworks, 
 Experience in project management will be an added advantage. 
 
Competency Requirements: 
 Experience in developing and executing commercially viable business strategies,
 In-depth knowledge of corporate governance and general management best practices, 
 Strong understanding of corporate finance and performance management principles, 
 Innovative resource driven and visionary leader with a proven record of overall corporate leadership, 
 Acts with honesty and in good faith, prioritizing the best interests of SAWS, 
 Must display applied strategic analytical thinking and problems solving skills; conceptualization; decisiveness qualities, 
 Must have excellent communication skills (both written and verbal), 
 People management and empowerment, 
 Must be customer-focused and have the ability to build high performance teams in financial reporting, SCM, risk management, internal audit and asset management environments.
