Objective: The South African Qualifications Authority (SAQA) is a statutory public entity that operates under the NQF Act, No. 67 of 2008. SAQA seeks to appoint a Manager: Supply Chain Management. The successful candidate will manage procurement administration and the Supply Chain Management function in line with the National Treasury requirements and SCM Policy and Procedures. Requirements are:
- The most eligible candidate must hold an appropriate and recognised relevant qualification at NQF Level 7 in Finance/Business Management/ Commerce/ Supply Chain Management or a related field.
- A relevant recognised qualification at NQF Level 8 on the 10 Level NQF will be advantageous.
- A minimum of 3 years management experience in a managerial position within SCM / Finance/ accounting or a related field.
- More than 3 years experience in a managerial position would be advantageous.
- The incumbent must have extensive knowledge of PFMA, PPPFA, other relevant Treasury Regulations and Supply Chain Management policies and procedures are prerequisites.
- Problem-solving, time management, project management, attention to detail, customer-oriented, and decision-making should be the strengths of those aspiring for this appointment.
- Characteristics of a transformational leader with strong leadership skills, a clear vision, and focused action would position the candidate favourably.
Key performance areas:
- Develop and recommend medium to long-term supply chain management strategies for SAQA.
- Ensure compliance with Legislation (PFMA, PPPFA, National Treasury Regulations, Circulars and Practice Notes) by maintaining and updating the SAQA Policy and Procedures on Supply Chain Management.
- Analyse and interpret information relating to Procurement Administration and Supply Chain Management.
- Liaise with internal customers and external suppliers to ensure the best possible procurement mechanism for goods and services.
- Accreditations, assessment, and evaluation of suppliers inclusive of strong risk management techniques.
- Manage procurement activities throughout the organisation to ensure that activities are conducted and provided in a fair, equitable, transparent, cost-effective, efficient and effective manner.
- Monitor compliance of service providers on the CSD.
- Manage Contracts and the service level delivery of the organisation′s operations.
- Prepare Commitment Disclosure note and financial/operational lease calculations at financial year end to be included in the AFS.
- Ensure compliance with the relevant Legislation, Policies and Procedures and Internal Controls (Risk Management).
- Ensure that conduct and performance meet required expectations and implement corrective action as necessary.
- Manage the finances of own area of operations as per approved budget criteria and action any deviations that occur.

PRACTITIONER: RATIFICATION OF FOREIGN QUALIFICATIONS

Objective: The South African Qualifications Authority (SAQA) is a statutory public entity that operates under the NQF Act, No. 67 of 2008. SAQA seeks to appoint a Practitioner: Ratification of Foreign Qualifications. The successful candidate will undertake the evaluation of foreign qualifications by processing individual applications and related enquiries. (Applicants are required to attach their CV and Application Letter). SAQA will verify credit and criminal records as well as qualifications (A SAQA evaluation certificate will be required for all foreign qualifications).
Requirements are:
- The most eligible candidate must hold an appropriate recognised qualification at NQF Level 5 on the 10 Level NQF or equivalent.
- An NQF Level 6 qualification on the 10 Level NQF will be an added advantage.
- A minimum of 3 years’ of experience in an educational/qualification/evaluation of qualifications background with information management is required.
- More than 3 years’ of relevant experience will be an added advantage.
- The incumbent must have a good knowledge of the evaluation of foreign qualifications, standards, and procedures.
- A good understanding of the NQF and the education and training sector is required.
- Computer literacy, time management, problem-solving, attention to detail, and good written and verbal communication should be the strengths of those aspiring for this appointment.
Key performance areas:
- Plan, organise, and document activities to ensure the necessary focus, achievement of delivery targets, and availability of performance data.
- Screen applications for compliance, ensure verification with third parties is completed and implemented and ensure evaluation and comparison is applied within the determined standards and criteria.
- Source and create relevant comparison templates from the workflow system for application to individual cases.
- Draft relevant letters, ensuring accuracy and completeness in terms of client needs.
- Complete the necessary administration and quality checks to facilitate ease of further review and conclusion.
- Undertake activities that show awareness of and sensitivity to client needs and a sense of urgency to meet these appropriately.
- Ensure the smooth transfer of registered/reactivated client files, process applications, report on and identify areas for improvement.
- Establish, maintain and improve business processes, procedures, systems, and formats.
- Capture client interaction information for continuous improvement of the service.
