The Minister of Communications and Digital Technologies invites applications from interested and suitably qualified persons to fill vacancies of Non-Executive Directors of the South African Post Office (SAPO) in terms of section 11 of the SAPO Act, 2011 (Act No. 22 of 2011), as amended.
SAPO is a State-Owned Company (SOC), mandated by the Postal Services Act No. 124 of 1998 to provide reserved postal services and financial services. This Act also makes provision for the regulation of postal services and the operational functions of the entity, including its Universal Service Obligations (USO).
To fulfil the objectives of the company, there is a need to obtain a mixed set of competencies, experiences, and skills to strengthen and further enhance the delivery of the overall functions of the Board.
The applicants must be people with a high degree of integrity, honesty, transparency, ethical leadership, professional competence, and due care, confidentiality, accountability and must understand the public sector governance and legislative requirements.
Requirements: The potential candidates must have proven skills, knowledge, qualifications, and experience that would add value to the Company, and are suitable to serve on the Board by virtue of their qualifications and experience in any of the following disciplines:-

Applicants must have a minimum of 5 years of Board experience and at least 8 years experience at an Executive or Senior Management role in the logistics or related environment.

Summation
Responsible for the planning and delivery of a particular project/s within the Postbank environment within time lines, budget and quality standards within the project sphere including relevant tools, techniques, policy, methodology, process and guidelines. This includes the relationship management closely linked to the planning and management of projects through the entire project life cycle, capacity planning [inclusive of resource requirements] and governance related activities, tracking, measuring and reporting.
Key Responsibilities

Summation
To lead the Bank’s Compliance function by providing strategic direction and focus. Ensuring that the bank continuously manages its regulatory and supervisory risks, that is, the risk that the bank does not comply with applicable laws and regulations or supervisory requirements.
Key Responsibilities
Strategic alignment:
Implement a consistent operating framework for the identification, management, monitoring and reporting of compliance risks and issues
Ensure that the compliance operating framework is embedded consistently across the bank to meet internal and statutory requirements
Report non-compliance with laws and regulations or supervisory requirements, to the Audit and Compliance Committee as well as to Management
Ensure that the Chief Risk Officer and other senior management and executives are kept informed on compliance matters which pose financial or reputational risks for the business
Participate in industry bodies to ensure alignment of compliance methodology and influence national trends in compliance risk management
Build and maintain sound working relationships with the relevant Regulators
Establish a compliance culture within the bank
Operational:
Conduct compliance assurance reviews on relevant and critical legislative and statutory requirements and issue reports to management to solicit remedial action plans
Conduct information and awareness sessions to highlight emerging and topical compliance trends
Assess Postbank compliance by conducting activities to support the annual compliance plan, identify and communicate gaps and ensure resolution of issues by way of management driven action plans
Interact with various statutory and other bodies on matters of compliance (e.g. FIC, FSB, SARB) and internal divisions (Internal Audit, SAPO Risk and Compliance etc.)
Act as advisor to Postbank management on regulatory and statutory compliance matters applicable to the organisation
Maintain a register of statutory compliance reports and link to the risk registers prepared by Postbank departments
Monthly reports to management and executives should include details of new regulatory developments assessed within the month or quarter
Maintain a Compliance Manual which is easily accessible to relevant staff.
Membership of CISA and banking forum
Conduct regular Control Self Assessments and report on failures and/or weakness in relation to Compliance matters
Regulatory Reporting:
Prepare relevant regulatory returns for submission to SARB/ other regulators, e.g. FICA, FAIS, etc.
Ensure compliance with regard to submission of reports required by all relevant regulatory bodies.
Financial Management:
Participate in the annual budgeting process for Postbank and manage own cost centres
Ensure the effective and efficient management and control of functions/resources in accordance with the stipulations of the Public Financial Management Act, fraud prevention and risk management principles, legislation, company policies, processes, regulations.
People Management:
Recruit and develop skilled and talented staff
Manage performance of direct reportees ensuring agreement of annual goals, measuring performance against agreed goals and dealing with non-performance accordingly
Conduct talent management of direct reports, including career development and paths for all staff
Ensure that staff receive adequate and relevant training to support their careers
Ensure that the working environment contributes to improving staff morale and increased productivity
Ensure alignment to the bank’s transformation objectives through departmental processes
Minimum Requirements:
• Relevant B-degree in Law, Auditing or Commerce (NQF 7)
• Post Graduate Diploma in Compliance Management or similar qualification (NQF level 8)
The successful incumbent must meet the “fit and proper” requirements of a Compliance Officer, as prescribed by the Financial Advisory and Intermediary Services Act, in order for him/her to be registered as a Compliance Officer in terms of any/all of the above related legislation.
• Minimum of 8 years’ experience in compliance risk management gained in a retail, financial and commercial banking environment and/or law enforcement/prosecution environment.
• Minimum of 5 years’ experience in a management role.
Knowledge and understanding of:
• Thorough understanding of banking practices and the associated risk management thereof. Proven track record in managing a compliance management department(s) in a similar environment. Good understanding of integrated compliance management processes. Good understanding of Government related acts (PMFA, Banks Act, Postbank Act, FAIS Act and FICA Act, OHSA, Labour Relations Act, Criminal Procedure Act). Key Responsibilities
Develop strategy, processes, procedures and methodologies to ensure successful implementation of Postbank’s projects
Ensure that all projects are aligned to the strategic objectives of Postbank.
Support the development of clear case for change and implementation of best practises to ensure successful implementation of projects. This includes sound projects governance principles, effective decision-making and execution of projects.

Minimum Requirements:
Postgraduate Diploma in Project Management (NQF 8) or equivalent qualification. An MBA/MBL or other masters will be an added advantage.
Professional Membership with PMSA will be an added advantage
Certification in Project Management (e.g. PRINCE II etc.)
At least 10 years post qualification experience in a similar position preferably in the banking industry, experience in project management and software tools

Summation
Responsible for identifying, measuring, managing, monitoring and reporting all Market Risks emanating from Postbank Treasury activities as well as Model Risk governance. In addition, the manager will be responsible for Model Risk Validation of all Models developed within the bank and report the findings to ALCO, RCMC and the Board.
Key Responsibilities
• Develop, implement and maintain ALM and Market Risk related performance measures and Key Risk Indicators.

• Ensure effective internal and external stakeholder management relationships.
• Provide the services of the quality assurance of Total Temporary Disability (TTD) and Ill Health Retirement (IHR) cases. And able to do Face to Face Medical Assessment when necessary and health surveillance Represent the Post Office at The Commission of Conciliations, Mediation and Arbitration (CCMA) for all Medical related cases
• Provide input to the Incapacity management process and diagnosing work-related ill health; organizing appropriate investigations for diagnosis of occupational disease;
• Provide input related to the absenteeism management process.
• Ensure efficient management, control, compliance and reporting of the function / resources in accordance with the stipulations of the PFMA, fraud prevention and risk management principles, corporate governance, legislation, agreements, company policies, practices, procedures, regulations, etc.
Job Requirements
Qualification: MBCHB (NQF 9). HPCSA Registration. Post Graduate qualification in Occupational health Medicine (DOH)
Experience: Minimum of: Minimum 5 years’ experience
Knowledge and understanding of:
• Different dimensions of disease, its impact on the workplace and strategies to mitigate the impact
