Group Chief Financial Officer (2A)
(Position based in Head Office NPC Pretoria)
Reports to: Group Chief Executive Officer
Summation
Responsible and accountable for the effective financial leadership of the Group and the effective management of Corporate Finance, Management Accounting, Retirement funds, Tax, CAPEX Management and Supply Chain Management, with due cognisance of the different stakeholder, relevant legislation under which the Board of Directors and the Executive Committee can make the necessary resolutions / decisions, in accordance with accepted principles / procedures and the Delegation of Authority.
Key Responsibilities
• Develop and implement relevant financial strategies to support SAPO’s business strategy/objectives
• Ensure financial policy formulation, revisions in line with best practice, legislation and alignment with business needs as well as implementation
• Prepare the Group’s Annual Financial Statements at the end of every financial year / the interim results for the six month period that ends on 30 September every year, strictly in accordance with the time lines outlined in applicable legislation
• Prepare and submit quarterly reports to the Shareholder within thirty days of the end of each quarter of the financial year to facilitate effective performance monitoring, evaluation and corrective action
• Ensure that proper control systems exist for assets and that preventative mechanisms are in place to eliminate theft, losses, wastage and misuses and that stock levels are at an optimum and economic level. Ensure that effective and appropriate steps are taken to timely collect all moneys due to the Group; Coordinate the activities of external auditors
• Active participation in the strategic direction and vision of the Group and supporting all initiatives to ensure the achievement of all ambitious targets to improve the Group’s profitability. Ensure compliance with standards of financial reporting, ethical behaviour and corporate governance
• Exercising a senior executive leadership role beyond the confines of the Finance Division
• Compilation of annual capital plans and associated budgets based on evaluations of strategic investment/cost/service performance options, that will achieve the financial, service, technological and human resources objectives of the Post Office, but with due cognisance of the Boards and the Shareholder requirements. Ensure compliance to financial and accounting policies, programmes and systems. Serve on designated Committees, e.g. EXCO, PROCAPEX. Serves as a non-executive Director on the Boards of subsidiaries.
• Ensure the Efficient management and reporting of function / resources in accordance with the stipulations of the PFMA, BCEA, fraud prevention and risk management principles, legislation, agreements, company policies, practices, procedures, regulations, Public Entities Act, King Reports on Corporate Governance, Articles of Association, Tax Act and Companies Act. etc.
Minimum Requirements,
• Qualifications: Applicable Master’s Degree (NQF Level 9), Qualified Chartered Accountant (SA) registered with SAICA
• Experience: 10 years in senior strategic management position. Proven track record in running an entity or large division
