NATIONAL CREDIT REGULATOR (NCR)
The National Credit Regulator (NCR) was established as the regulator under the National Credit Act 34 of 2005 (the Act) and is responsible for the regulation of the South African credit industry. It is tasked with carrying out education, research, policy development, registration of industry participants, i.e. credit providers, credit bureaux, alternative dispute resolution agents, payment distribution agents and debt counsellors, investigation of complaints, and enforcement of the Act.
The Act requires the NCR to promote the development of an accessible credit market, particularly to address the needs of historically disadvantaged persons, low income persons, and remote, isolated or low density communities. The NCR invites applications from suitable candidates for the following position
FINANCE MANAGER
Paterson Grade: D-Upper
Salary ranges from R 646 500 – R 1 228 400 Maximum
Requirements:
The successful candidate must hold a three year B. Com Accounting Degree and have successfully completed a three year SAICA training contract (served articles), with a minimum of 5 years working experience post articles, of which 2 years’ experience must be at a Financial Management level.
Duties:
The Manager will be responsible for:
Implementing and monitoring of financial management controls.
Preparing of monthly management accounts.
Preparing of interim and annual financial statements.
Ensuring compliance with accounting policies, GRAP and PFMA.
Implementing of the Finance Strategic Objectives.
Overseeing the development and review of finance policies and procedures.
Human capital development and capacity building.
Managing supplier payments and collection of debtors amounts.
Managing the cash book and budget requirements.
Assisting the Chief Financial Officer with all strategic matters related to budget management.
Assisting with submitting regular reports to the NCR Audit and Risk Management Committee, The Department of Trade and Industry and the National Treasury.
Reviewing all financial reports.
Knowledge:
Public sector background/experience in a government agency environment.
Extensive and practical knowledge of the public sector financial management and supply chain management environment.
Sound knowledge and understanding of Corporate Governance.
Governance, ethics and values in Financial Management.
Knowledge of PFMA and GRAP.
Knowledge of National Treasury regulations and supply chain management prescripts.
Operating procedures, accounting policies and reporting standards.
Proven record and experience in preparation of annual financial statements in the public sector.
Ability to work on Caseware will be an added advantage.
Experience in preparation of Audit Committee reports.
