Job Purpose
To implement and maintain the Integrated Management System (IMS) in Radiation Science, ensuring the compliance of the IMS to the NECSA SHEQ-INS system, the relevant SHE acts and the applicable licences.
 
 
Key Performance Areas
  • Maintain and enhance the BPMS (IMS)  by evaluating whether all applicable requirements in the SHE-INS system, the Occupational Health and Safety Act, the Quality and Safety Management Requirements for Nuclear Installations (RD-0034), Requirements for Quality management Systems (ISO9001), and other regulatory requirements (e.g. pressure vessels, etc.) have been addressed, to resolve the identified shortcomings to ensure compliance and effective processes.
  • Prepare and present training on the use of the BPMS procedures, forms, templates and registers by means of group sessions or individual sessions to ensure effective implementation.
  • Prepare and present training regarding total quality management, safety, health and environment aspects and the implementation of the SHEQ-INS documents to ensure that all staff complies with the requirements of the SHEQ procedures.
  • Ensure the proper implementation of all the BPMS processes by conducting internal audits and taking actions to resolve shortcomings identified in the audits.
  • Represent the applicable group at internal (e.g. S&LD, NLM) and external audits (e.g. NNR, SABS, S&LD) to ensure that corrective actions are implemented to resolve shortcomings identified in the audits.
  • Monitor and coordinate the completion of improvement actions and reporting of the progress at management reviews to ensure continuous improvement.
  • Ensure compliance to regulatory requirements by developing applicable checklists and registers for inspections and coordinating the execution of all SHE inspections. Ensure the cost effective implementation of this.
  • Monitor and ensure the proper control of non-conforming materials in line with relevant BPMS and SHEQ-INS requirements.
  • Monitor and ensure the continued access to the applicable procedures, work instructions, templates, etc, of the BPMS on the R&D Nucleus to ensure compliance.
 
 
Job Requirements:
Key Knowledge & Skills 
  • Knowledge of relevant Necsa policies and SHEQ-INS system requirements.
  • Knowledge of relevant ISO 9001, ISO 18000, ISO 14000 quality management requirements and the application thereof in a business / research environment.
  • Knowledge of relevant statutory and regulatory requirements, i.e. OHS Act, Nuclear Energy Act, NNR regulations.
  • Knowledge of implementing and maintaining safety, health, environment and quality systems.
  • Knowledge of system auditing.
  • Knowledge of the danger of radioactive substances and hazardous chemical materials.
  • Knowledge of Hazard Analysis in projects and laboratories. 
  • Knowledge of project and laboratory management.

Minimum Qualifications & Experience:
  • Grade 12 with Science and Maths.
  • National Diploma OR BTech in Safety/Quality Management.
  • Formal safety management courses such as SAMTRAC and ITIS.
  • Formal quality management training to enable understanding, implementing and auditing of QMS 9001:2008.
  • Minimum 3 years’ experience in the implementation and maintenance of SHEQ systems.
