Job Purpose:
To establish, manage and direct an effective and efficient comprehensive corporate safety to ensure compliance safety requirements and authorizations of Necsa facilities. To execute the development and maintenance of Necsa’s SHEQ policies, objectives, standards and procedures to ensure compliance to applicable legislation, standards and guidelines and to support Necsa executive management to achieve SHEQ objectives.

 
Key Performance Areas / Principal Accountabilities 
 
Strategic Alignment
  • Contribute to the development e Nuclear Compliance & Services Strategy aligned to the overall organizational vision and strategic objectives;
  • Translate Necsa’s strategic objectives into a SHEQ Business Plan containing all the relevant activities for the department in line with relevant requirements and ensure compliance to national and international regulatory standards; and
  • Lead and guide the establishment of an efficient and effective safety service for the organisation to ensure all activities are performed in a safe and prescribed manner in line with the Necsa mandate.
 
Process Management
  • Manage and oversee the development, implementation and review of the SHE & Quality Management Systems for Necsa in accordance with OHS Act, OHSAS 180001, ISO 14001 and ISO 9001 and other national and international standards;
  • Oversee and guide the development , implementation and review of SHEQ systems to ensure the identification of deviations and compliance to national and international standards;
  • Lead and guide the management of medical services for the Necsa Group to ensure compliance to the Occupational Health and Safety Act and relevant business requirements;
  • Oversee the Emergency Services and Planning function to ensure availability of emergency response and planning services to the Necsa Group in line with relevant national and international procedures and standards;
  • Oversee and guide the development and implementation of Radiation Protection Programme within Necsa to ensure control of occupational risk , prevent occupational injuries and damage to facility infrastructure;
  • Oversee the quality and safety auditing and inspection function of Necsa to ensure comprehensive compliance with all regulatory authorities on quality, safety and environment for Necsa services;
  • Liaise with Regulatory Authorities and Government Departments, to build sustainable relationships and support networks Ensure that a high level SHEQ contribution and expertise is always exercised through active involvement in relevant SHEQ related meetings, workshops, publications, international peer reviewing activities, and participation in national and international technical SHEQ forums and projects as coordinated by NNR, IAEA and any other related agencies and organizations; and
  • Ensure SHEQ system interface with a turnkey supplier.
 
Cost Management
  • Compile the department budget annually for approval by management and manage expenditure in line with approved parameters, and report expenses and variances on a monthly basis so as to ensure adherence to the approved budget.
 
People Management 
  • Ensure that all staff is trained, skilled and that their expertise is optimally applied so as to ensure a positive and productive working environment with healthy staff morale; and
  • Managing a highly qualified, experienced, specialized, technical and professional group of people.
 
 
JOB REQUIREMENTS
Key knowledge & skills
  • Knowledge of Environmental and Safety regulations and best practice on national, regional and international levels.
  • Knowledge of ISO 9001, 14001 and OHSAS 18001 and other regional and international standards.
  • In depth knowledge of the national and international regulatory processes.
  • In depth knowledge of nuclear safety, licensing and regulatory requirements and Acts.
  • Knowledge of radiation protection and nuclear safety systems.

MINIMUM QUALIFICATIONS & EXPERIENCE:
  • Minimum BSc or B Tech Degree in Science or Engineering or equivalent.
  • Minimum 5 years’ experience in management capacity.
  • Management training will be an added advantage.
