Job Purpose
To provide strategic and technical management of Intellectual Property at Necsa to secure the structured growth of the Necsa IP portfolio by implementing and enforcing the IP policy and procedure in line with the IPR Act.
Principal Accountabilities
- Provide leadership on IP management for Necsa i.e. ensuring the Necsa IP policy is up to date i.t.o. legislative and business requirements;
- Manage relationships with tertiary educational institutions, government bodies, national and international professional organizations and funding agencies as per mandates given to them, including representing Necsa in relevant national fora dealing with IP issues.
- Manage and optimize the invention disclosure (IVD) process;
- Lead the formal process of applying for IP identification and protection, giving due regard to sound commercial principles;
- Advice on IP in research and development contracts and subsidiaries where necessary;
- Ensure compliance with the Intellectual Property Rights from Publicly Financed Research and development Act 51 of 2008;
- Ensure statutory timeous and accurate reporting to the IP Steering Committee and other oversight structures within Necsa;
- Monitor and report on Necsa’s IP activity to NIPMO; and
- Provide IP services to the Necsa subsidiaries.
Cost Management
- Compile budget annually for approval by the Executive Management;
- Ensure the budget for patenting is optimally managed; and
- Manage and report variances on a monthly basis on expenditure in line with approved parameters to ensure adherence to the approved budget. Oversee and authorize prosecution and maintenance costs.
People Management
- Working closely with researchers and other Necsa stakeholders on IP matters, creating awareness of IP and managing relationships optimally.
Job Requirements:
Key Knowledge & Skills
- Specialized contracting skills.
- Formulation of IP clauses in various contracts for Necsa, and subsidiaries.
- Understanding of the research, development and innovation environment and associated value creation including technology development and transfer.
- Extensive knowledge of the South African innovation system, industrial sector and funding community.
- Extensive knowledge of intellectual property (IP) matters and IP licensing.
- Knowledge of South African policy and legislative environment especially in respect of IP together with associated financial implications and the research and development that give rise to IP.
- Above average understanding of the national and international IP prosecution system.
- Project management.

Minimum Qualifications & Experience:
Qualifications
- Scientist with an appropriate B.Sc (Hon) degree, OR
- Engineer with an appropriate B.Eng. degree, OR
- An appropriate law degree: LLB or equivalent.
Experience
- 5 years of experience in a scientific Research and Development environment, OR
- 5 years practice as patent lawyer or relevant IP experience with a strong inclination towards science and technology.
