POSITION OBJECTIVE:
The Ethics Officer (EO) for SANRAL reports to the Chief Legal, Risk and Compliance Officer (CLRCO), who in turn reports to the Chief Executive Officer (CEO). The EO helps to promote an ethical climate in the organization by ensuring that the SANRAL offers resources and learning opportunities to staff members to support them in performing their functions consistent with the highest standards of integrity as envisaged in the SANRAL Act and Companies Act.
MINIMUM REQUIREMENTS FORMAL EDUCATION:
A Bachelor’s degree in law, business administration, or management at NQF Level 7.
WORK EXPERIENCE:
8 years’ experience in ethics and integrity management of which three (3) years must be at a supervisory level.
ADVANTAGEOUS
- A postgraduate qualification in Commerce/ Law or Corporate Governance at NQF Level 8.
- Certified Ethics Officer (professional designation through the Ethics Institute).
TECHNICAL COMPETENCIES:
- Strong knowledge of legal and regulatory requirements
- Minimum Information Security Standards (MISS)
- King IV principles
- National Anti-Corruption Strategy
- Ability to maintain confidential and handle sensitive issues
- Analytical and problem- solving abilities
KEY RESPONSIBILITIES:
The Ethics Officer will assist the CLRCO in carrying out his/her responsibilities in the following areas:
1. Advocacy and Training on Ethical Standards, values, Regulatory requirements and ethical decision making.
2. Render Advice to managers, staff, on ethical issues, risks and insights on ethical implications for the organisation.
3. Manage the Financial Disclosure and Conflict of Interest Register.
4. Development of Ethics Management governing documents including an implementation of the Ethics Management Plan.
5. Project Manage the establishment and Management Ethics Committee.
6. Monitor and track all cases of alleged retaliation reported by a staff member.
7. Assist the CLRCO in reviewing unethical cases, handling complaints from whistle-blower hotline and in establishing prima facie unethical cases for referral.
8. Assist the CLRCO in recommending appropriate measures for the protection of the whistleblower.
9. Monitor and follow up on all administrative actions taken with respect to the whistleblower and related parties (as needed).
10. Monitor the whistle-blowing hotline and assist the CLRCO in managing cases of unethical conduct.
11. Identify potential ethical risks and develop strategies to mitigate them.
12. Promote a Positive Ethical Culture by encouraging an organisational culture that prioritise ethical behaviour, accountability, openness, where employees feel safe to report unethical conduct.
