Requirements

300 hours - 500 hours flight instructor training experience

Description
OVERALL PURPOSE OF THE JOB
The purpose of the role is to set standards and oversee the aviation infrastructure portfolio to ensure that there is adequate infrastructure suitable and compliant for aircraft to take off, fly and land safely and in a sustainable manner. This is done through ensuring compliance with the legislative framework established, licensing and approval requirements, covering multidisciplinary areas overseen by the Division including Aerodromes and Facilities, Air Navigation Services, Meteorological Oversight and Environment oversight as it relates to the reduction of carbon emissions in aviation. The oversight mandate is linked to the compliance programmes as per the legislative framework, ICAO Standards and Recommended Practices (ICAO SARPs) as well as the strategic direction taken by the organisation from time to time. 
Strategic Alignment and Strategic Support to the SACAA Director of Civil Aviation and Board
  • Provide support to the Director of Civil Aviation and SACAA Board, through establishing and maintaining an efficient and effective Aviation Safety Infrastructure, meteorological and environmental oversight, in line with SACAA’s mandate.
  • Manage and develop the overall Divisional (Aviation Safety Infrastructure, meteorological and environmental oversight) strategy and management philosophy for SACAA.
  • Translate the SACAA vision and strategic objectives into Divisional imperatives and ensure integration with other departments to effectively support the achievement of SACAA’s strategic priorities.
  • Manage, develop and implement an annual business plan that will effectively meet both the short and long-goals and strategy requirements of the division and organisation. 
Financial Management
  • Compile the Divisional annual budget for approval by Exco and the Board, in line with the PFMA, National Treasury regulations and other appropriate legislation, policies and procedures and ensure management thereof.
  • Manage expenditure in line with approved parameters, and report variances as required, in line with the PFMA and other appropriate legislation, policies, and procedures.
  • Manage costing mechanisms so as to ensure accurate revenue, costing and planning.
People Management
  • Manage and ensure the implementation of people development interventions for divisional operations, that are aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within SACAA, to improve staff morale and increase productivity.
  • Oversee the mentoring and coaching of staff on an ongoing basis, to ensure an effective and efficient Division.
Policy Development
  • Lead and manage regulatory reviews and submissions, in relation to Safety Infrastructure, meteorological and environmental developments.
  • Serve as an international representative of SA interests in standards development, for Aviation Safety Infrastructure and environment oversight.
  • Ensure consultation regarding policy development.
  • Proactively research, develop and establish the specified standards to be applied, in the area of oversight, approval, evaluation and issuance of Aviation Safety Infrastructure and environment licenses, approvals and certification.
  • Manage and oversee the development, review and implementation of policies and procedures to ensure validity and compliance to ICAO SARPs, as well other legislative policies and procedures, in relation to Aerodromes, Air Navigation Services, Aviation Environmental Oversight and MET Oversight.
Oversight of authorisation of aerodromes, licensing approval, air navigation, meteorology and environmental compliance
  • Manage relationships with key stakeholders and accept responsibility for complex problem-solving, liaison and interaction with stakeholders.
  • Ensure optimum internal and external communication on issues of Aviation Safety Infrastructure and environment oversight.
  • Define and manage the scope of oversight requirements, scope of work, and resources required, so as to ensure efficient and effective work programmes.
  • Manage and review operational performance against the business plan, to ensure maximum integration of programmes and projects.
  • Manage and ensure effective implementation of regulations and enforcement of Aviation Infrastructure, Meteorological and Environmental Oversight non-compliances.
Aviation Infrastructure Operations Promotion and Communication 
  • Promote Aviation Safety Infrastructure and Environment Oversight to industry stakeholders.
  • Oversight of licensing approval and authorisation of aerodromes, including all infrastructure aspects such as fencing, ground markings, quality assurance and safety pertaining to people and processes.
  • Oversight of air navigation and air traffic service units, including all aspects such as training, design of flight procedures, equipment, communication and surveillance equipment, publications of safety guidelines pertaining to safety infrastructure.
  • Oversight of monitoring and reporting on environmental compliance, such as carbon emission targets, noise levels etcetera.
  • Oversight of maintenance of meteorological facilities and equipment and all other necessary functions related for aviation purposes.

OVERALL PURPOSE OF THE JOB
  • To determine the operational level of safety that the prospective AOC holders can achieve and does in fact achieve in actual operations. Through evaluation (assess), monitor (conduct periodic and unannounced surveillance) of compliance to operations of an aircraft:
  • making recommendations regarding the issuance or amendment of the AOC and the associated operations specifications, and the operator's competence to continue to exercise the privileges of the certificate.
  • making recommendations concerning any special conditions that, considering the investigation, may need to be imposed.
  • informing the operator of any deficiencies needing rectification; and
  • making recommendations concerning appropriate enforcement action.
  • Assesses and make recommendations on the compliance potential and ability of an aircraft for certification and Licensing purposes.
 
Site and Airline Inspections
  • Conduct routine inspections on station facility, apron, en-route operation, and base, etc.
  • Carry out oversight or checks considered necessary at prescribed intervals as per the risk and performance-based orientation.
  • Assess the effectiveness of the operator’s SMS and the level of resources allocated to it.
  • Conduct inspections or oversight in accordance with an established work programme and applicable standard procedures and instructions.
