POSITION OBJECTIVE:
The Network Planning Manager will be responsible for the formulation of the road traffic flow, land use and economic information required to establish single and multi-year road traffic master plan. He/She is also required to report on road network demand, level of service and congestion, and to enhance and maintain the SANRAL road network travel demand model to ensure pursuance of SANRAL's objectives. 
 
MINIMUM REQUIREMENTS:
  • BEng / BSc in Civil Engineering
  • Must be registered as a Professional Engineer with ECSA.
  • At least ten years post registration experience
  • At least five years’ experience in road traffic origin / destination surveys, mathematical traffic models and network demand modelling.
 
ADVANTAGEOUS:
  • A Master’s degree specializing in Traffic / Transportation will be an added advantage.
 
TECHNICAL COMPETENCIES:
  • Experience in application of COTO TRH/TRM Guidelines
  • Experience in use of traffic planning software (e.g. Visum, Aimsum, SANTURN, EMME)
  • Have undertaken at least 3 network demand studies.
  • Have undertaken at least 3 toll/road pricing studies.
  • Public sector/SOE exposure.
  • Good knowledge and understanding of Road traffic origin / destination and other traffic survey techniques.
  • Advanced technical knowledge and understanding of mathematical traffic models and network demand modelling.
  • Extensive knowledge of relevant industry standards, specifications and legislation.
  • Extensive knowledge of civil design and construction practices related to road works, as well as the road network maintenance and operations activities
 
KEY RESPONSIBILITIES:
Strategic Planning (Road Traffic Master Plan)
  • Maintain SANRAL Road Travel Demand Policy
  • Maintain SANRAL traffic flow, land use and economic assessment plan
  • Ensure alignment of SANRAL Travel Demand Model with relevant requirements
  • Provide input for the national project scope definition and prioritisations.
 
Transport planning and traffic engineering standards, policies and guidelines
  • Develop and maintain SANRAL’s/RSA policies and standards (COTO TRH/TMH) for the collection, validation and analysis of traffic flow, land use and economic data and forecasting thereof as part of road travel demand management.
  • Develop policies/standards for road Level of Service (LOS) and capacity improvements.
  • Develop and maintain standards and procedures for transport modelling and traffic engineering.
 
Information collection, validation and reporting
  • Manage and administer the collection and validation of information related to of traffic flow, land use and economic data
  • Ensure that traffic data is uploaded and available in ITIS
  • Ensure road level of service and capacity improvement assessments are performed during design phase of Capex projects according to SANRAL policies and standards
  • Integrate and analyse all information to identify needs, establish single and multi-year road travel demand forecasts and report on network level of service and congestion performance
  • Develop signal control optimisation plan for SANRAL interchanges/ intersections
  • Conduct environmental impact analysis e.g. pollutants and noise
  • Prepare quarterly reports on network performance and trends
 
National transport & traffic modelling
  • Oversee and coordinate traffic engineering at a national level and ensure adherence to standards and procedures
  • Develop and maintain the National Traffic model through consolidation and integration of regional traffic models
  • Develop and manage all facets of SANRAL’s Travel Demand Model through liaison with users, rectifying identified errors, update data and implementing identified enhancements to ensure effective pursuance of the organisation’s objectives
  • Ensure uniformity in traffic forecasts and geometric capacity analysis
  • Ensure that traffic planning software solution (software and hardware) are well maintained and comply with technical and quality standards
  • Ensure integration of modelling outputs with IT IS
 
Technical Advisory & Support
  • Provide technical traffic engineering advisory services and support to the regions
  • Provide specialist input into FMS and ITS projects
  • Provide technical advisory services externally when required
  • Support with analysis for project funding (e.g. LSR calculations, economic assessments, financial feasibility studies, etc.)
  • Manage contracts for traffic modelling services/software (if required)
  • Monitor effectiveness of traffic modelling software and identify issues and opportunities for improvements
  • Stay up to date and conduct research on leading practice for transport planning and traffic engineering
  • Actively participate in relevant COTO committees
  • Act as chair for the relevant functional working group(s) for transport planning and traffic engineering
  • Mentor junior and candidate engineers interested in traffic engineering.
 
Incumbent will also be responsible for:
  • Preparation of tender documentation
  • Integrated Transportation Information Systems (ITS) Management
  • Coordination of training programme

PROPERTY MANAGER

POSITION OBJECTIVE:
To oversee and manager all matters related to the application of property required for developments on the National Road and other strategic reasons to ensure pursuance of SANRAL's objectives. 
 
MINIMUM REQUIREMENTS:
  • Bachelor's degree or BTech in Geomatics / Surveying
  • Must be registered as a Professional/Technologist Surveyor (Engineering and Land) with the South African Geomatics Council (SAGC)
  • At least ten years post-degree experience as a surveyor of which a 5 years’ is post registration experience in surveying/land acquisition management/other relevant experience
 
ADVANTAGEOUS:
  • Prior experience related to transport or road works preferred
 
TECHNICAL COMPETENCIES:
  • Experience in application of COTO TRH/TRM Guidelines
  • An understanding of the industry standards and regulations that govern property acquisition, surveying and other related matters Have undertaken at least 3 network demand studies.
  • In-depth knowledge of SPLUMA, the SANRAL Act, the National Roads Act, land administration processes and other relevant legislation.
  • Knowledge in interpreting plans through Geographic Information Systems (GIS) or other relevant systems.

  • Maintain SANRAL Property Policy

National oversight of all activities related to property acquisition and surveying

  • Property acquisition (incl. tribal and state-owned, private property, servitudes, real rights etc.) for strategic and project purposes
  • Transfer of property to SANRAL
  • Sub divisional surveys and obtaining sub divisional consents.
  • Compilation of key plans
  • Framing of acquisition diagrams
  • Accommodation of traffic to ensure safety of surveyors and road users during survey operations.
  • Topographical and cadastral surveying, engineering surveys as well as other special surveys (LIDAR, GPR)
  • Identification of road reserve bending points
  • Linking of Surveyor General (SG) diagrams and spatial data
  • Ensuring the availability of all documentation, plans, images, Digital Terrain Models, etc..
 
Tender preparation & Project/Contract Administration
  • Support and assist with the development and maintenance of proforma procurement documentation.
  • Prepare tender documentation for the appointment of service providers or procurement of software and hardware, in line with requirements and SANRAL’s procurement policies.
  • Support Supply Chain Management during procurement process with any queries or clarifications required
  • Responsible for effective contract management and that activities are executed in accordance with contractual terms and conditions.
  • Track progress of activities and proactively identify and mitigate issues.
  • Verify payment certificates from service providers prior to approval for payment.
  • Ensure any updates to the asset register related to property are communicated to finance department on monthly basis.
  • Management of sub-contracting targets, third party appointments and special assignments
  • Cultivate and maintain good working relationships with key stakeholders and service providers.
  • Ensuring expenditure falls within contractual and budgetary provisions.
  • Manage updates on various document management systems and information systems relevant to the property portfolio.
 
Technical Advisory & Support
  • Review and provide feedback on property reports prepared by consultants during design. Draft recommendations to management for approval and initiate land acquisition processes (when required).
  • Provide technical support to regions regarding surveying, declarations, property acquisition, etc.
  • Provide support and guidance to Property Acquisition Officers in region.
  • Provide support and facilitate discussions regarding SPLUMA, tribal land, access road transfers, etc.
  • Provide supporting information to consultants when required.
  • Audit surveys that were conducted by service providers.
  • Prepare and distribute management reports.
  • Actively participate in the relevant functional working group
  • Stay up to date and conduct research on survey practice.
  • Actively participate in relevant COTO committees
  • Act as chair for the relevant functional working group(s) for transport planning and traffic engineering
 
Integrated Transportation Information Systems (ITS) Management
  • Act as the business owner for the ITIS Land module
  • Liaise with the Road Network Systems Specialist to provide feedback on performance, report issues/errors, and log change requests for enhancements to the ITIS Traffic module.

POSITION OBJECTIVE:
 
To manage the national security portfolio of SANRAL, within the approved national security strategy and framework. SANRAL has four regions and a national office; and the incumbent is expected to manage a;; security risks, identify any risks, manager staff and service providers, and implement policies and procedure. He/She must ensure the effective implementation and management of risk administration and internal security strategies, policies and infrastructures to maximise organisational objectives and safegaurgs SANRAL employees, assets and information. SANRAL is a highly project-driven enterprise, so the incumbent must be able to provide safety and security expertise at a highly strategic and operational level. 
 
MINIMUM REQUIREMENTS:
  • Bachelor's degree or BTech in Security Risk Management or equivalent NQF 7 qualification
  • Must have a Security Grade A PSIRA Certification
  • At least ten years within the security environment or related field with minimum 3-years managerial experience

  • Develop and Emergency and Disaster Plan for SANRAL.
  • Assist the IT Head on the physical security of all data centres
  • Actively contribute to the strategic planning process of SANRAL safety and security matters.
  • Provide leadership on SANRAL security matters both strategic and operational.

Mitigate Security Risks
  • Monitor, assess and review the effectiveness of SANRAL’s security risk control system(s), which must be to national standards and industry best practice
  • Monitor the administration of risks within SANRAL
  • Manage SANRAL’s national safety and security strategy and framework.
  • Provide monthly reports for the attention and action by the Executives.
  • Conduct periodic security assessments to identify risks and threats.
  • Review management reports detailing the adequacy and overall effectiveness of SANRAL’s security risk administration function and its implementation by management.
  • Report on internal / external controls and any recommendations and appropriate action to be taken.
  • Advise the EXCO on significant security risk(s) exposures for SANRAL and ensure that the identified risks have been given due consideration and application; on an urgent and responsive basis.
  • Establish and implement an approved security risk administration and internal control model and framework to maintain a sound security risk administration system to provide reasonable assurance regarding the achievement of SANRAL’s objectives.
 
Security Management
  • Manage SANRAL’s Security Policy implementation and ensure compliance with regulatory requirements and guidelines.
  • Manage all services providers, or contractors providing security services and/or products.
  • Manage specifications of all security related acquisitions for SANRAL. 
  • Ensure Security services are delivered as required in compliance with the Security Policy and applicable service contracts.
  • Advise Management about amendments to the Security Policy.
  • Advise Management about the security implications of Management decisions.
  • Identify all risks and threats to the security of the institution, as well as vulnerabilities in the institution’s capacity to counter these. 
  • Development of organisation’s security policies and associated procedures.
  • Create, develop and maintain a security training capacity for the institution, and conduct security training or workshops
  • Implement a security awareness program in SANRAL.
  • Compile monthly safety and security newsletters on safety and security at SANRAL
  • Monitor the extent of adherence/compliance to the security policy and Standing Operating Procedures.
  • Conduct physical security appraisals and ensure proper implementation of recommendations, in consultation with relevant authorities.
  • Manage and ensure the effective implementation of all security measures (e.g. personnel, physical and surveillance)
  • Protect SANRAL property and facilities, Board members and employees; and conduct threat assessments for Executives, the Board and Staff.
  • Make recommendations on the issuing of security certificates of compliance; and ensure that all Psira fees are paid and kept up to date for SANRAL, where applicable
  • Ensure submission of monthly, quarterly and annual security reports
  • Ensure compliance to ad hoc operational instructions (e. g. on selected operations, special events)
 
Other duties and responsibilities:

POSITION OBJECTIVE
The incumbent will provide input in the development of and help implement a Legal strategy and to assist with the provision of legal services to the business, including litigation management, contract vetting, drafting of legal documentation, etc.
 
MINIMUM REQUIREMENTS
  • An LLB degree or equivalent qualification.
  • At least five years’ experience, preferably within the public sector or exposure to public sector advisory in a firm of attorneys.
  • Must be an Admitted Attorney/Advocate.
 
TECHNICAL COMPETENCIES
  • Knowledge and understanding of the local governmental landscape, and the regulatory and legislative operating environment.
  • Knowledge and understanding of engineering-specific legislation with which SANRAL must comply, especially the FIDIC suite of contracts.
