RECRUITMENT ADVERTISEMENT:  CHIEF EXECUTIVE OFFICER FOR THE SOUTH AFRICAN NATIONAL ROADS AGENCY SOC LTD
 
Applications are hereby invited from suitably qualified candidates for the position of:
Chief Executive Officer (CEO)
for
The South African National Roads Agency SOC Limited (SANRAL)
 
 
COMPANY BACKGROUND 
The South African National Roads Agency SOC Limited (SANRAL) is an independent, statutory company registered in terms of the Companies Act. The South African government, represented by the Minister of Transport, is the sole shareholder and owner of SANRAL. 
SANRAL operates in terms of its founding legislation, The South African National Roads Agency Limited and National Roads Act (Act No. 7, 1998, as amended). It is governed by a Board of Directors (Board) of eight people including the Chief Executive Officer, who is the only executive member. 
The mandate of SANRAL is to take charge of the financing, management, control, planning, development, maintenance and rehabilitation of the South African national roads system. 
It is funded through State allocations, capital investments, borrowings, asset sales and leases and toll income. 
It manages assets worth in excess of R459 billion, without land values. The current staff complement is almost 500.

POSITION SPECIFICATION
Position: Chief Executive Officer
Company: The South African National Roads Agency SOC Limited
Location: Val de Grace, Pretoria
Employment Status: Five-year Fixed Term Contract
Remuneration: A competitive package commensurate with the level of the position will be offered within the framework of legislative prescripts applicable thereto
Reports to: The Board through the Chairperson of the Board
Purpose of the Position: To lead and drive the strategic direction and vision of SANRAL
 
Educational Requirements: An NQF Level 8 qualification in Business Management/Leadership or Management or Civil Engineering
A relevant post-graduate qualification would be an advantage
A relevant professional registration, where applicable, may count in the candidate’s favour
 
Experience: A minimum 10 years’ experience at a senior level, in the civil engineering sector 
or
A minimum 10 years’ experience at senior management level in the private or public sector and
A solid track record in leading a similar or similar-size organisation.
 
PREFERENCE WILL BE GIVEN TO INDIVIDUALS FROM DESIGNATED GROUPS
 
 
MAIN OUTPUTS AND RESPONSIBILITIES:
The CEO of SANRAL is required to lead a team of executives and senior managers responsible for the following areas:
- Strategy development or review, implementation and monitoring
- Corporate governance and compliance
- Leadership of people and organisational operations
- Finance and supply chain management
- Corporate management and administration
- Information and communication technology management
- Communication and stakeholder relationship management
- Transformation and community development
- Legal, risk and audit management; and
- Research, innovation and business development
 
KNOWLEDGE:
The ideal candidate must demonstrate the following:
- Knowledge of legislation and regulations pertaining to SANRAL and its mandate and operations
- Policy and strategy development capacity
- Understanding of the role of the road network in the socio-economic development of the country
- Understanding of the South African road infrastructure construction industry
- Knowledge of people, corporate and operational management
- Ability to create and exploit public-private partnerships
- Understanding of and commitment to the imperatives of transformation, economic empowerment and community development; and
- Understanding of relevant economic trends and financial management
