SPECIALIST MANAGER: DEMAND, STRATEGIC SOURCING AND SPECIAL PROJECTS
The Organisation requires the services of a Specialist Manager: Demand Strategic Sourcing, and Special Projects, in the Supply Chain Management Department. This position will be based at Groenkloof National Park, Pretoria.
Location: GROENKLOOF NATIONAL PARK (HEAD OFFICE)
 
Requirements

1. Be in possession of a degree or B-Tech in Supply Chain Management/Logistics or B-Comm law/ Economics, Accounting or Law degree.
2. Should have 5 years of work experience in an SCM environment with 3 years at the strategic sourcing level.
3. Knowledge of Public Sector Supply Chain Management Regulatory Framework (Constitution of the Republic of South Africa, PFMA, PPPFA, related regulations and policy directives)
4. Knowledge of strategic sourcing principles.
5. Knowledge of research methodologies.
6. Knowledge of the Bid Committee system.
7. National Treasury (prescribes) reporting requirements.
8. Knowledge of the Public Sector Strategic Process.
9. Knowledge of stakeholder management.
10. Conflict management skills.
11. Problem-solving skills.
12. Analytical skills.
13. Negotiation skills.
14. Time management skills ( Ability to work under pressure)
15. Computer (MS Word, Excel, PowerPoint etc.)
16. Communication skills at all levels.

Responsibilities

1. Drive the timely delivery of the annual procurement plan.
2. Conduct spend analysis, consolidate, and categorize the organizational requirements to save costs eliminate mavericks spending, and gain efficiencies.
3. Leverage strategic supplier relationships for better economies of scale, increased quality, and standardization of common commodities and prices across SANParks.
4. Perform market and industry analysis to inform sourcing strategies and responsive bid specifications. Compile reports on the outcome of the annual procurement plan.
5. Coordinate and implement SCM special projects aimed at continuous business improvement.
6. Participate in the bid specification committee meetings.
7. Initiate and negotiate transversal contracts.
8. Manage and oversee human resources and other related administrative functions.

1. Ensure effective financial management of the Sub-unit.
2. Establish, implement, and maintain efficient and effective stakeholder relations.
3. Identify, develop, and manage the operational risks for Sub-unit.
4. Ensure audit readiness, develop an audit action plan and continuously update internal controls to avoid repeat findings.
5. Ensure the development of quality, effective, and user-friendly reporting to Managing Executives and EXCO.
