GENERAL MANAGER: TECHNICAL SERVICES
Park: Kruger National Park
 
Description:
SANParks requires the services of a General Manager: Technical Services in the Kruger National Park. The position is based in Skukuza in the Kruger National Park and is responsible for oversight of all park infrastructure which includes: the provisioning of all essential services at all rest camps and ranger posts; approximately 4500 building structures; approx. 900km of tar roads; 1700km of gravel roads; 2500km of management roads; the provisioning of potable water through 12 water purification plants; 24 sewerage purification plants; 45km of bulk water supply systems; 12 solid waste management plants; over 550km of fencing more than 36 electrical emergency power supply systems and 5 off-grid and 2 grid connection solar electrical system sites. The Technical Services department provides planning, design, contract and project management functions and has a staff complement of approximately 400 employees. The responsibilities of the position include fleet management of approximately 370 vehicles.
 
Requirements:
  • B.Sc. Degree qualification in Civil/Electrical Engineering (other degrees in the built environment may be considered dependent on the skills and experience of the applicant).
  • Professionally Registered with the Engineering Council of South Africa (ECSA) in terms of the Engineering Profession of SA Act, 46 of 2000 (or registration with relevant professional body).
  • 8 to 10 years of experience as a Professional Engineer (or registered with a relevant professional body) and experience in a Managerial position in a multi-project and diverse infrastructure delivery environment.
  • Experience in financial management and a commercial understanding of service delivery with a demonstrable track record of setting and meeting financial, productivity and infrastructure delivery targets.
  • Knowledge of the legal and legislative framework within which SANParks operates and an understanding of all legislation relevant to delivery of infrastructure within the built environment and protected areas.
  • Knowledge of infrastructure delivery management systems (IDMS).
  • An understanding of the construction procurement framework and processes.
  • Experience in infrastructure life cycle management from planning, feasibility assessments, design, procurement, construction monitoring and maintenance.
  • Experience in managing and overseeing multi-disciplinary teams and projects.
  • Project and programme management skills.
  • Contract management and experience of key contracting methodologies within the engineering and construction industry.

Responsibilities:
  • Provide leadership and management towards the rendering of comprehensive infrastructure management programmes and technical services in KNP.
  • Ensure and oversee the provision of all infrastructure services including roads, electricity, water and waste management according to national guidelines and legislation.
  • Lead the planning, costing, feasibility, implementation, monitoring and evaluation of strategies and programmes relating to infrastructure life cycle maintenance and delivery including:
    • Conditional assessments and consequent prioritised maintenance and recapitalisation programmes;
    • Facilities maintenance.
  • Programme and project management in KNP of infrastructure and technical services projects.
  • Ensure compliance with all relevant legislation in implementing infrastructure and maintenance programmes (such as CIDB, EIA's, water and waste licences, etc.).
  • Oversee the management of all equipment and capital resources to ensure accountability by the Department: Infrastructure and Technical Services.
  • Manage the planning and implementation of Infrastructure Grant, Expanded Public Works Programme and other government funded projects within the framework of government’s vision of delivering infrastructure services to all (NIMS).
  • Manage contracts to ensure financial goals are achieved within set budgets.
  • Ensure sound financial management, executive management reporting, and human capital management of the Department.
  • Ensure health and safety compliance.
  • Vehicle Fleet management.

PROJECT COORDINATOR: PLANNING IMPLEMENTATION
Park: Addo Elephant National Park
 
Description:
A vacancy currently exists for a team-oriented and highly motivated Project Coordinator: Planning Implementation to support the expansion of the system of National Parks through voluntary agreements with communities and landowners. The successful candidate will report to the Manager: Park Expansion and will be based at PE Offices or Cape Town Offices.
 
Requirements:
  • A recognised postgraduate qualification in environmental or natural resource management
  • At least 5 years’ experience in biodiversity stewardship or landowner extension work
  • Advanced GIS knowledge and experience
  • Experience in stakeholder engagement landowner negotiation
  • Conflict and relationship management skills
  • Good report writing and presentation skills
  • A valid driver's license (Code EB) accompanied by a willingness and ability to travel
  • Computer literacy in MS Office
 
Responsibilities:
  • Building on existing engagements, negotiate management agreements with private and communal landowners who have expressed an interest in having their land declared as part of a national park.
  • Develop the necessary property operational management plans, land use zonation plans and other prerequisite documents;
  • Conduct and coordinate biodiversity site assessments for identified properties for inclusion in national parks
  • Ensure the implementation of the due diligence process for the inclusion and declaration of the acquired land and private and communal land for contract national parks including the legal and administrative processes.
  • Where required, interact with the landowners to assist with the extension of sound biodiversity-friendly management practices to ensure the conservation objectives are met on the ground.
  • Work closely with NGO partners that may contribute to and implement supporting projects and assist with the identification of complementary project initiatives aimed at improving sustainable benefits from the protected area network.
  • Provide support on identified Environmental Impact Assessments in the buffer zones of priority parks
  • Provide GIS support to the Park Expansion Manager for land acquisition and contract national park processes
  • Provide project management support to the Park Expansion Manager

Park: Table Mountain National Park
 
Description:
A Challenging vacancy currently exists for a Clerk: Human Capital Management at Table Mountain National Park. The successful candidate will have to be a highly motivated individual with the necessary skills and experience to take immediate control of all Human Capital Management matters in the park and will report to the Regional Finance Manager.
The remuneration package includes a basic salary, based on the salary scale of a position with a Paterson B3 job grade and allowances and benefits as specified in the HR Tariff Document and Conditions of Service of SANParks. The successful candidate will have to provide their own accommodation as there is no official accommodation in the park.
 
Requirements:
  • Grade 12 certificate with a National Diploma/N Diploma in Human Resources Management (NQF Level 6)
  • Minimum of one (1) year experience in Human Capital Management
  • A valid Code B driver's license is essential
