Responsibilities
  • Ensure that SANParks’ policies are compliant with applicable legislation and advise on general policy matters.
  • Coordinate Labour and Employment legislative comments within the organization and address comments to the relevant government department.
  • Provide legal support to ensure overall compliance with Labour and Employment Law.
  • Conduct research and provide legal opinions in respect of Labour and Employment Law, including the Labour Relations Act (LRA), Basic Conditions of Employment Act (BCEA), Employment Equity Act (EEA), and related legislation.
  • Manage litigation relating to the unit.
  • Attend PAIA’s requests related to the unit in support to the information officer and the Deputy information officer
  • Ensure compliance with corporate governance principles
  • Participate in the review, and implement internal policies on Human Capital Management Department (HCM) compliance, employee relations, workplace conduct, whistle-blower protection, etc.
  • Ensure HCM policies meet best practices and local/international legal standards.
  • Lead audits and assessments on labour law and governance compliance.
  • Provide legal support to the Human Capital Management Department.
  • Provide legal support with respect to Employment and Labour law matters.
  • Resolve potential legal disputes and negotiate settlement term.
  • Mitigate labour-related risks through audits, training, and policy reviews.
  • Monitor changes in labour laws and update SANParks’ practices accordingly.
  • To build, enhance and maintain stakeholder relationships.
  • Collaborate with HCM, Legal, Operations, and external advisors to ensure a consistent approach to labour governance.
  • Represent the organization in external forums or industry bodies on labour compliance and governance issues.
  • Prepare reports for EXCO, Board, and regulatory bodies.

Responsibilities
Planning and Land Use:
  • Prepare and coordinate planning inputs for inclusion in municipal integrated plans and spatial development frameworks.
  • Comment on EIAs, Municipal Land Use Planning By-Laws and Land Use applications in Park buffer zones.
  • Coordinate and implement public participation processes for formal planning and environmental application processes, where required by legislation, under the oversight of the Manager: Park Planning.
  • Attend and represent SANParks at various planning and land use meetings/engagements.
  • Compile consolidated sensitivity maps using specialist input and available GIS information.
  • Environmental and Heritage Compliance
  • Support the implementation of environmental and heritage compliance within Park operations, e.g. Environmental Authorisations, Water Use Licenses, EMPs, Heritage approvals required.
  • Inspect and monitor various projects and undertake site visits at various National Parks across the Cape Region.
  • Maintain a register of planning and environmental compliance risks, appeals, authorisations, agreements, and conditions relevant to the Region, and provide regular status updates to the Manager: Park Planning.
  • Ensure that operational decisions and advice are lawful and based on scientific information, sustainability principles and best practices.
Operational Support:
  • Assist Park and regional management in keeping abreast of planning, environmental and heritage legislation.
  • Assist with Park expansion and land consolidation initiatives and strategies.
  • Assist with Park Management Plan revisions and stakeholder engagement in the Cape Region Parks.
  • Disseminate information to all relevant park personnel regarding development decisions and impacts.
Partnerships and Development:
  • Provide technical planning input to the establishment of Public Private Partnerships (PPPs) and concession developments within the park.
  • Undertake first-line technical screening of external development and activity proposals affecting the park or buffer zones and provide recommendations to the Manager: Park Planning.
  • Provide project coordination and planning support to Parks.
  • Assist the Manager: Park Planning with stakeholder engagement in the Cape Region.
Management of Resources:
  • Support the implementation of departmental priorities.
  • Develop and implement efficiency measures to ensure optimum capacity utilisation and performance.
  • Support the management of human, physical and financial resources in line with the organisational policies, processes, and procedures.

SECTION RANGER (RE-ADVERTISEMENT)
 
A vacancy currently exists for a Section Ranger at Karoo National Park to ensure effective Management of terrestrial and aquatic ecosystems through implementation of applicable Legislation, Park Management Plans and other planning and assessment tools, aligned with the SANParks Strategy and Annual Performance Plan in support of effective Area Integrity Management in Parks.
This involves the planning and execution of duties as well as collaboration across divisional and corporate functions in SANParks, as well as with external Stakeholders. The successful candidate will have to be a highly motivated individual with the necessary skills and experience and will report to the Conservation Manager.
 
Location Karoo National Park
 
Requirements
  • Bachelor’s Degree (NQF Level 7) / BTech / Advanced Diploma in Conservation Management or Natural Resource Management or equivalent.
  • EMI Grade 2 Designation (compulsory) or must qualify in stipulated period.
  • Valid Driver’s License (Code A and B and ideally EC).
  • Working knowledge of relevant Environmental legislation such as Protected Areas Act, Biodiversity Act, National Veld and Forest Fire Act and National Water Act.
  • Multiple firearm handling qualifications or competencies and experience in all types of firearms i.e. handgun, self-loading rifle, manually operated rifle and shotgun.
  • 3 – 5 years’ relevant work experience as a Field Ranger or in conservation management in a protected area and 3 years must be in supervision of field ranger teams.
  • Must have knowledge of the PFMA act and regulations related to Human Capital.
  • Computer literacy -MS Office (Intermediate).
Added advantage:
  • Postgraduate Diploma/Honours Degree (NQF 8) advantageous.
  • Basic firefighting experience will serve as added advantage.
  • Good written and verbal communication skills, as well as conflict resolution, project management and liaison skills.
  • Ability to work under pressure and working flexible, long and irregular hours and must be physically fit.
 
Responsibilities
  • Leadership: Promote the highest standards of Environmental Management practices and responsible Tourism. Establish systems and procedures to ensure high standards of ethics and behaviours amongst Rangers in the Section.
  • Section Management: Management and oversight of the Sections infrastructure (Ranger accommodation), roads, firebreaks, fences (enclosures and breeding camps), servicing and maintenance of equipment, maintenance and management of artificial water points and equipment to ensure reliable provision of water, control burns and deployment of Rangers to achieve Conservation and Law Enforcement goals.
  • Biodiversity Conservation: Implement all Conservation Management actions on the Section in line with SANParks and Karoo National Park policies and plans. This includes, but not limited to, Problem Animal Control and dealing with Dangerous Game.
  • Law Enforcement: Monitoring and enforcement of applicable National Laws and SANParks and Karoo NP policies, rules, and regulations. Ensure effective patrolling for maximum area coverage and execute Law Enforcement operations, through deployments, observation posts and camping deployments.
  • Administration: Meticulous reporting and administration of all activities for the Section. Ensure Law Enforcement reporting takes place accurately and timeously as is necessary (CMore/ Cyber Tracker/Sitreps/ Earth rangers/ Mike Reports/ Monthly Reports etc.).
  • Compliance and Safety: Ensure compliance with all relevant policies and legislation related to Environmental Monitoring and Law Enforcement in the Section. People Management: Manage the human capital of the Section through re[1]training (maintenance of Field Ranger skills), discipline and conflict resolution, mentoring and coaching. Encourage teamwork, collaboration and building loyal, productive, and motivated teams.

​PRACTITIONER: LABOUR RELATIONS (REGIONAL OFFICE–PORT ELIZABETH)

A position exists for a Practitioner: Labour Relations in the Human Capital Management Division, reporting to the Manager: Labour Relation based at PE Regional Office.

Purpose of the Job
To defend cases at the Commission for Conciliation, Mediation and Arbitration (CCMA), facilitate the resolution of disputes between employees and supervisors, co-ordinate grievances and disciplinary investigations, conduct training on labour relations issues in order contribute to a sound labour relations climate.
In addition, the incumbent is expected attend grievance and disciplinary hearings, render and advisory service to both management and employees; including office administration by attending to correspondences, taking minutes of meetings, co-ordinating meetings, workshops, events, keep a proper records management system & administer the flow of information.

  • National Diploma in Labour Relations or Human Resources.
  • Degree in Human Resources or Advance Diploma in Labour Relations will be an added advantage.

Responsibilities
  • Provide advisory services on disciplinary and grievances investigations and hearings based on applicable policies, standard operating procedures, best practice and applicable legislation.
  • Attend, represent, and successfully defend SANParks’ cases at the Commission for Conciliation, Mediation and Arbitration (CCMA).
  • Research case law and or outcomes of previous internal cases and advise both line management and employees.
  • Provide training on polices and standard operating procedures.
  • Track clients’ enquiries and give feedback.

  • To track and co-ordinate the details of grievance, disciplinary hearings, and CCMA cases so that they are conducted and concluded within stipulated timeframe.
  • Assess risks associated with grievances and disciplinary actions and propose remedial action to General Manager: Labour Relations
  • Monitor line management and employees’ adherence to collective agreements.
  • Monitor and accurately administer trade union membership in accordance with organisational rights agreements.
  • Ensure storage of all documentation and information.
  • Maintain clear communication and update clients on continuous basis.
  • Maintaining detailed records, filling records in a manual system, completing routine administration, keeping an appropriate diary.
  • General office administration and procedures such as typing of reports, taking minutes at meetings (both verbatim and summarized), register and distribute mail, drafting responses to correspondences and copying including scanning of documents.
  • Arranging appointments, maintaining diary, sorting incoming mail, procuring stationary for the department.
  • Co-ordinate labour relations related logistics in general.
  • Administer, monitor, track, and compile trade union membership reconciliation report.
  • Analysing numerical and written information.
  • Assisting to create a climate of trust, co-operation, stability in order to stimulate a harmonious and productive working environment which contributes to a respected reputation.

The successful candidate will be expected to stay outside the Parks and the package is structured to incorporate housing allowance. In addition, the Tool of Trade will be paid since the position requires the incumbent to travel.

SANPARKS CATHSSETA INTERNSHIP PROGRAMME (CAPE REGION)
