POSITION : Project Manager, Data and Knowledge Management (Full Time)
DIVISION : Data & Knowledge Management Section, Energy Efficiency
Grading : P7
Duration : 3 years
LOCATION : Sandton, Johannesburg
Purpose
Lead and manage the activities and resources of the Data Knowledge Management Projects section, to ensure appropriate energy data-related solutions are identified, evaluated, funded and project managed until sustainable and to act as a Programme Lead on complex data-related projects.
1. Job requirements:
Accountable and supervised by the General Manager: Energy Efficiency and will be responsible for developing SANEDI’s Data & Knowledge Management Programme, that includes Monitoring & Evaluation (EE), Energy Modelling (CESAR), GIS & Central Energy Database into a coherent and well-articulated programme in line with SANEDI’s Strategic Plan and national energy interests.
1.1 Required Minimum Education & Training
Bachelor’s degree in Data Science/Environmental Management/Science/Engineering
Quantitative skills – experience of quantitative analysis and use of computer models, preferably in an energy context
Good presentation skills – ability to present technical work to colleagues and to external audiences
Economic and policy skills – ability to understand and critique economic analyses, business strategies or public policies (preferably with an energy sector focus/interest)
Graduate in relevant quantitative subject, e.g. data science, engineering or economics, preferably with a further degree
High quality writing and analytical skills – ability to distil key messages from complex source data/reports
Strong inter-personal skills articulate and able to work with a diverse team of colleagues with backgrounds across data, science, engineering, business, economics and policy.
Exposure to and understanding of a range of energy policy issues
1.2 Required Minimum Work Experience
10 years’ experience working in Project Management, GIS, databases, modelling & data analysis, (excluding years of study)
Practical experience in programme/project management, database management, GIS, energy modelling and IT skills, solid experience with Microsoft Office. Excellent working knowledge of software systems, including formulas and data analysis, (eg. R, Tableau, PowerBi, Access, MYSQL, MS SQL, ArcGIS, TIMES, LEAP, Plexus, Analytica, etc.)
Strong understanding of Access tables, SQL statements and queries
A Project Management Diploma, (PMBOK)
GIS Certifications, (Server, Desktop, Mobile & Online)
Energy Statistics Certification, (preferred)
Energy Modelling Certification & on the job training
General understanding of the electricity supply-side and demand-side management and their impacts on the environment
3.2 Skills and Competencies Required
Practical skills, experience and demonstrable track record in managing and understanding the energy industry
High level integrity, results orientation, managerial and administrative skills, backed by project management experience
Experience in managing project lifecycle stages
Understanding the South African energy sector
Understanding the national energy policy and regulatory framework
Understanding permitting and licensing requirements for energy projects
Demonstrated organisational leadership at operational levels and navigation in a complex organisation
A team player who is assertive and confident
Critical skills: analytical ability, creativity, communication, influencing, negotiation and leadership

3.3 Responsibilities
Management and Administration:
Leading the development of SANEDI’s Data & Knowledge Management programme including the execution and integration of energy data and energy-related projects by linking with other internal and relevant external projects/programs, (M&E, Energy Modelling, Central Energy Database, GIS).
Leading the identification and facilitation of energy data exchange and partnership engagements with development partners, government, the private sector, research institutions and relevant stakeholders that support programme/project execution.
Leading the implementation of the programme and associated project objectives and activities in a timely, cost-efficient and effective manner.
Provide technical inputs and management support to the ongoing project and other activities including research, organising and facilitating meetings, preparing technical documents and managing the programme on a day-to-day basis. Provide leadership and oversight in project development and implementation, including financial accounting according to SANEDI guidelines.
Manage project activities implemented under partner agreements, consultancies or similar arrangements, and ensure their timely and quality delivery.
Prepare and submit quality and timely work plans, budgets and technical progress reports to SANEDI, government departments, donors and other partners, as applicable.
Communicate important developments in project implementation and management to participating organisations on a regular basis.
Synthesise available information on energy and develop strategic options and policy recommendations.
Develop cross-learning and knowledge exchange with other SANEDI partners in South Africa, the region, and internationally, as needed.
Lead the development and implementation of a suitable Monitoring and Evaluation plan for specified energy programmes and associated projects.
Lead the development and implementation of a GIS project information system.
Lead the development and implementation of a central energy efficiency database.
Lead the development and implementation of energy modelling tools and projects.
Monitor relevant vendor and consultant contract implementation and supervise, as appropriate.
Plan and work with SANEDI finance team to fulfil internal and external budget tracking, auditing and reporting requirements.
Work with the communication team to inform and share information
Technical
Responsibility for Modelling/GIS software licensing, operation, management and all data processing.
Set-up & configuration of enterprise Modelling/GIS, (Server, Desktop, Mobile, Web Application, RDMS, etc.).
Undertaking data analyses, data conversion and basic programming.
Coordinate the acquisition of new spatial data and integration of these data into the organisation’s Modelling/GIS.
Develop and manage quality control procedures.
Manage individual data and application’s development projects.
Provide support for Modelling/GIS data conversion, systems integration and system’s and application’s development and implementation.
Provide support for cartographic design and high-quality map production.
Preparing project plans, and internal project teams to accomplish tasks in order to meet user, data, and software requirements.
Research, purchase or arrange for the lease/loan of current GPS equipment and software.
Supervise and/or conduct all field data collection using GPS equipment and process all information to create GIS maps.
Work with partners & key stakeholders to develop the protocol for mutual sharing of data between all energy-related entities.
Development of protocols for long-term data collection and a sustainable energy efficiency data repository.
