MANAGER – FINANCIAL REPORTING GRADE: D1
FIXED -TERM CONTRACT FOR SIX (6) MONTHS
The position reports to the Senior Manager: Finance Operations
LOCATION: HEAD OFFICE, PRETORIA
 
JOB PURPOSE
To drive the achievement of sustainable results in the company by preparing budgets and 5 year financial plans and monthly management accounts. Driving and Coordinating the setting of KPI targets, reporting of KPI results, and explanations for variances from budget / plan.
 
KEY PERFORMANCE AREAS
▪ Prepare a 5-year financial plan and budgets.
▪ Prepare the timetable to ensure that the financial plan and budget is produced timeously parcels.
▪ Do the going concern test at year-end.
▪ Produce full financials for the forecast and budget using profit / cost centres.
▪ Prepare monthly management accounts.
▪ Produce management accounts to users' needs timeously.
▪ Monitor actual vs. budget.
▪ Explain variances from budget.
▪ Manage the setting and reporting of key performance indicators.
▪ Assist EXCO in setting key performance indicators.
▪ Manage the reporting of monthly results.
▪ Ensure all under-achievements are explained, performance indicators with root causes and corrective action taken is taken.
▪ Input into strategic business decisions.
▪ Evaluate feasibility of projects.
▪ Stakeholder engagement.
 Provide reports that may be required by the Department of Transport e.g. MTEF
▪ Policies and procedures.
▪ Liaise with internal and external auditors with regards to performance information
▪ Resolve audit findings.
▪ Create/update policies and procedures as and when required.
 
MINIMUM REQUIREMENTS
Qualifications
▪ Bachelor's degree in Accounting or Finance (NQF 7).
▪ Postgraduate Diploma/Honours degree (NQF 8) would be an added advantage.
 
Knowledge and Experience
▪ 7 years' experience in Accounting and Financial Management in a multifaceted organisation, of which 3 years' experience should be at a supervisory/management level.
 
Required Certification/ Professional Registration
▪ Qualified Chartered Accountant.
 
Competencies
High levels of competence on the skills below is a requirement:
▪ Knowledge of budgeting.
▪ Working knowledge of the Public Finance Management Act (PFMA), National Treasury Regulations, the Generally Recognized Accounting Practice (GRAP), and other prescripts relevant within state-owned entities.
▪ Good knowledge of governance framework i.e. King IV.
▪ Strong communication and presentation skills.
▪ Financial and analytical skills.
▪ Strategic thinking.
▪ Skilled in the use of electronic accounting systems and Microsoft Office Package.

​FINANCE OFFICER (RECEIVABLES) GRADE: C4

FIXED -TERM CONTRACT FOR SIX (6) MONTHS
The position reports to the Senior Manager: Finance Operations
LOCATION: HEAD OFFICE, PRETORIA
JOB PURPOSE
To undertake overall responsibility for the achievement of the defined financial results for all regions. Responsible for accurate reporting and governance over the financial performance of the whole organization

KEY PERFORMANCE AREAS
▪ Implement revenue and debtors' management policy.
▪ Implement revenue and debtors' management standard operation procedures and enforce the usage of templates that support the policy.
▪ Implement a systematic debtors management plan to clear all historical data on debtor's module.
▪ Review and provide training to staff working on revenue and debtors' management.
▪ Ensure timely collection of outstanding debtors.
▪ Identify, document and implement mitigating controls to address all risk, audit findings and root causes that lead to weak internal control environment within revenue and debtors' management.
▪ Prepare for audits for revenue and debtors' management.
▪ Prepare reports, schedules and provide support for the preparation of annual financial statements.
▪ Ensure all revenue transactions are recorded on the system and timely closure of months periods.
▪ Ensure accuracy and completeness of revenue and debtors' transactions on the general ledger.
▪ Prepare and review monthly reconciliations.
▪ Perform other ad hoc task as may be delegated by line manager.
 
MINIMUM REQUIREMENTS
Qualifications
▪ National Diploma (NQF 6) in Accounting\Financial Management or any related qualification.
▪ Bachelors' Degree (NQF 7) in Accounting\Financial Management of any related qualification would be an added advantage.
 
Knowledge and Experience
▪ Minimum five (5) to seven (7) years' of related experience, of which two (2) years' experience should be at supervisory/specialist level

Required Certification/ Professional Registration
▪ Accounting accreditation would be an added advantage

The position reports to the Senior Manager: Finance Operations
LOCATION: HEAD OFFICE, PRETORIA
 
JOB PURPOSE
Overall responsibility for the achievement of the defined financial results for all regions. Responsible for payroll, accurate reporting and governance over the financial performance of the ​whole organization
 
KEY PERFORMANCE AREAS
PAYROLL
▪ Process payroll for employees in the organization using SAGE 300 People system.
▪ Address and resolve employee complaints relating to the payroll matters.
▪ Prepare employee cost related journals, GL reconciliations, financial reports, and financial statement schedules.
▪ Ensure timely reconciliation and filing of EMP201 and EMP501 submissions to SARS.
▪ Address other employee related tax matters for the organization.
▪ Maintain accurate payroll records and manage the payroll audit.
▪ Ensure validity, completeness, accuracy of payroll processes and accounting.
▪ Manage and prepare board fees.
▪ Perform other payroll related tasks as delegate by line manager.
 
INTERNAL CONTROLS
▪ Provide regular review of finance policies and standard operating procedures against best practices and propose improvements to management for approval and implementation.
▪ Ensure that SAMSA finance compliance with approved policies and standard operating procedures and systems.
▪ Maintain the finance policy register and ensure policies are reviewed timely.
▪ Maintain up to date finance risk register and ensure mitigating factors are implemented.
▪ Maintain up to date audit finding action plan.
▪ Prepare and monitor finance compliance calendar.
▪ Liaise with internal and external auditors.
▪ Perform any other ad hoc duties as assigned by the line manager.
 
MINIMUM REQUIREMENTS
Qualifications
▪ National Diploma in Accounting\Financial Management (NQF 6) or any related qualification.
▪ Bachelor Degree\ Honours in Accounting\Financial Management (NQF 7) or any related qualification would be an added advantage.
 
Knowledge and Experience
▪ 5 to 7 years related work experience (3 years of which should be experience in processing payroll on SAGE 300 People)
▪ 2 years' experience should be at a supervisory/specialist level
Required Certification/ Professional Registration
▪ Accounting accreditation would be added advantage.

​INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) STEERING COMMITTEE CHAIRPERSON

 
Applications are hereby invited from suitably qualified candidate to be appointed as a Chairperson of the SAMSA ICT Steering Committee for a period of three (3) years. The ICT Steering Committee is an integral element of ICT governance within SAMSA, and the committee provides strategic oversight to ensure delivery of ICT strategic objectives. The appointed ICT Steering Committee Chairperson will report to the Executive Committee (EXCO) and jointly with EXCO, report to the Finance and ICT Board Committee.
The successful incumbent will be required to attend the meetings of the Committee on quarterly basis or as and when required.
 
PRIMARY PURPOSE OF THE ROLE:
The Chairperson of the Steering Committee will be required to provide oversight to ensure alignment between ICT and business strategy, accountability for IT decisions relating to ICT investments, projects, risks, audits and security towards achievement of organisational strategic objectives. The chairperson will also be expected to delivery of ICT function in alignment with the best practices such as King IV code of Governance and related.
The ICT Steering Chairperson will be required to perform the responsibilities that are within the ambit of the ICT Steering Committee Charter which includes the following amongst others:
  1. Providing strategic leadership towards the development of ICT strategy, ICT Governance and significant ICT investments aimed to support SAMSA's evolving technology requirements.
  2. Provide advisory relating to ICT planning and resourcing of the ICT to ensure a responsive ICT function with adequate resources.
  3. Provide advisory and review relating to the appropriate controls relating to ICT risks, ICT security, data protection and related to ensure a resilient SAMSA ICT environment.
  4. Monitoring the implementation of approved plans, policies, strategies.
  5. Ensure effective monitoring of both strategic and operational ICT risks and ensure that appropriate risks mitigations are in place to derive value from the ICT investments including resolving of audit findings.
  6. Ensure that issues of Business Continuity and Disaster Recovery are in place and tested to meet the continuity requirements of SAMSA.
  7. Keep the Chief Executive Officer (CEO) abreast through provisioning of quarterly reports on the state of SAMSA ICT and pertinent ICT issues with proposed recommendations relating to strategy, technology, etc.
  8. The ICT Steering Committee shall meet quarterly as per the committee Charter.
 
REQUIRED QUALIFICATIONS, SKILLS AND EXPERIENCE:

ICT NQF level 8 qualification, A minimum of a postgraduate degree in Information Technology or Computer Science.

Relevant experience: At least 10 years working experience in a ICT corporate/public sector organization as well as leading practices in ICT Governance, 5 years' experience at Senior Management level gained within any of the following areas: IT industry legislation, IT policy frameworks and best practices, IT governance principles and processes, Cyber security, Enterprise and IT architecture, Development of IT frameworks, policies and processes, IT risk management, ITIL processes, and Implementation of IT strategies and plans.

Industry related certifications such as CISA, Chartered CIO, Pr.CIO, CGEIT, COBIT, CISM, will be an added advantage.

Preference will be given to candidates who are certified in the Governance of Enterprise IT (CGEIT)
