The position reports to Senior Manager ICT Operations
LOCATION: HEAD OFFICE, PRETORIA                                                                                                                                                                                    
 
JOB PURPOSE
Responsible for the design, development, implementation, maintenance, and support of the South African Maritime Safety Authority (SAMSA) business applications/systems developed in variety of platforms (C#, Microsoft, Adobe, HRFOCUS/MYFOCUS, SAGE, BMC Footprints, etc) to enable for efficient service delivery.
 
KEY PERFORMANCE AREAS
  • Participate in the conceptualisation of the business system to be developed or enhanced in line with approved business requirements.
  • Participate in the design of User Interface layout in accordance with approved functional and technical specification.                       
  • Obtain approval from all interested parties through extensive consultations, testing, and quality assurance.
  • Ensure that the systems/applications are developed or configured in accordance with applicable best practice standards and SAMSA Applications Architecture.   
  • Implement enhancement in response to audit finding recommendations and related audit review recommendations.
  • Ensure standardisation of development technology platforms across the Applications Portfolio.
  • Ensure that the systems are highly integrated and secure to ensure optimal business operations.  
  • Ensure development and customization of reports.
  • Conduct unit testing as part of development or configuration process including participation in the User Acceptance Testing (UAT) exercise.
  • Ensure that the systems/applications are deployed in line with deployment procedure and related process.
  • Participate in User Training including required system refresher training to ensure users are conversant with the system.  
  • Provide 1st, 2nd and 3rd line applications support and maintenance to ensure highest levels of systems availability.
  • Manage application upgrades and updates in line with maintenance schedules.
  • Ensure effective management of user accounts, implementation of Segregation of Duty Matrix and associated reviews.
  • Develop processes to manage utilization and optimization of business applications.
  • Contribute to the development of Disaster Recovery Plan and its associated testing to ensure availability of systems in an event of disaster.
  • Conduct regular meetings with Service Providers, keep records of outcomes and ensure escalated issues are follow-up.
 
MINIMUM REQUIREMENTS
 
    Qualifications
  • National Diploma or NQF Level 6 qualification in Information and Communication Technology.
 
Certificate in any of the following:
  • Programming Languages (.Net, JAVA, HTML, C#, MVC, etc)
  • SQL
  • ITIL
  • COBIT
   
Knowledge and Experience
  • 5-7 years' related working experience in Application Development.
  • Experience in systems design and reporting
  • Knowledge and Experience in SQL.
  • Knowledge of ITIL Framework
  • Knowledge of POPI Act
  • Knowledge of COBIT
  • Knowledge of Service Desk System
  • Knowledge of System Development Life Cycle (SDLC)
  • Knowledge of Industry best practices in application management
  • Applicable Programming Languages including and not limited to C#, .Net, MVC, Java Adobe, Microsoft SharePoint, etc.

DATABASE ADMINISTRATOR GRADE: C4
 
The position reports to the Senior Manager ICT Operations.

JOB PURPOSE
  • To plan and manage the development of SAMSA databases and reporting platforms for all SAMSA systems.
  • To manage database backups and recovery procedure critical for disaster recovery in line with the SAMSA Disaster Recovery and Business Continuity policy and procedures.  Develop Business Intelligence Platform for Production Systems.
 
KEY PERFORMANCE AREAS
  • Responsible for designing, planning and Implementing of SAMSA database inline with best practice methods.
  • Effectively manage the development and upgrade of SAMSA databases in line with system requirements.
  • Design and implement databases security parameters to ensure protection databases, data integrity including protection of sensitive organisational data.
  • Development and implementation of data management best practices in line with best practices, processes, standards, legislations, etc.
  • Manage, advise, and recommend suitable approaches to ensure seamless integration of systems and databases.
  • Ensure consistent backup of all SAMSA databases in line with applicable policies and procedures – Backup and Restore; Disaster Recovery and Business Continuity.
  • Lead in the development of SAMSA Business Intelligence and Reporting Platform.
  • Ensure optimal support and maintenance of SAMSA databases and reporting susyes in line with support turnaround timeframes.
  • Participate in the testing of SAMSA disaster recovery and business continuity exercises.
  • Manage external parties engaged or provision of databases related services.
  • Contribute towards the development of SAMSA ICT Policies, Processes, Procedures, Standards, etc.
  • Develop processes and procedures to manage utilization and optimization of database.
  • Contributes towards preparation of Centre budgets with focus database related requirements.
  • Provide inputs towards development of specifications, terms of reference (ToR) relating to the procurement of ICT products and services.
  • Ensure optimum uptime and availability of databases services in accordance with set availability targets.
  • Manage relationship with service provider to ensure effective delivery of services.
  • Contribute towards development of project scope.


MINIMUM REQUIREMENTS
Qualifications
  • A relevant National Diploma in ICT or NQF Level 6 qualification.
  • Microsoft Certified Database Administrator (MCDBA) certification
  • MCSE: Business Intelligence certification will be an added advantage.
  • SQL Server Integration Service (SSIS)
 
Knowledge and Experience
  • A minimum of 5–7 years' related working experience in database management.
  • 2-3 working experience in database management, BI and reporting platforms.
  • Database planning and administration of an enterprise-wide system
  • Knowledge of and experience with reporting packages (SQL or equivalent, etc.), databases (SQL, etc.), programming (SQL, R, Python, etc.)Knowledge of ITIL Framework
  • Knowledge of POPI Act
  • Knowledge of COBIT
  • Knowledge of SQL Queries
  • Knowledge of Microsoft Windows Server
  • Knowledge of Helpdesk System

SERVICE DESK OFFICER GRADE: C3
The position reports to the Senior Manager ICT Operations.
 
LOCATION: HEAD OFFICE, PRETORIA                                                                                    
                                                                                                           
JOB PURPOSE​
To manage provisioning of service management function with prompt first line support to the users with appropriate prioritisation and escalation of logged incidents to the resolution groups.
 
KEY PERFORMANCE AREAS
  • Responsible for the planning and implementation of SAMSA service management capability in line with best practice methods.
  • Effectively manage the implementation of service management processes and implementation of the service management system in line with system requirements.
  • Ensure development and implementation of service management procedures and standards in line with service management best practices.
  • Ensure an accurate register of assigned ICT assets and ensure that the register is updated in consultation with Asset Management
  • Perform first line support to users' queries/incidents/tickets logged via Service Desk System and resolve them or escalate to ICT Officers.
  • Review new and open incidents by priority with the purpose of resolving all critical and high priority Incidents immediately.
  • Properly escalate and track unresolved queries to the next level of support.
  • Ensure Incidents are assigned to the correct resolution group for quick resolution with exception reports used to identify incorrectly assigned incidents.
  • Ensure that all breached incidents are reviewed with root-course- analysis conducted and remedial action proposed.
  • Identify gaps in the incident management process flow and co-ordinate changes with key stakeholders.
  • Investigate all incidents that have been re-opened and re-assigned to identify any process failures.
  • Manage provisioning of mobile data requests and manage effective utilisation of allocated data bundles.
  • Ensure continuous interaction between the Service Desk, Event Management, Change Management and Problem Management on daily basis to identify areas of improvement.
  • Contribute towards the development of SAMSA ICT Policies, Processes, Procedures, Standards, etc
  • Develop processes and procedures to manage utilization and optimization of SAMSA ICT Service Management.
  • Produce trend analysis report of all incidents per focus areas on a Monthly basis and integrate with Problem Management.
  • Provide a list of all problem areas for the month with proposed problem resolution action.
  • Participate in the Supply Chain Management Committees relating to the procurement of required ICT products and services.
  • Provide asset management report with refresh plan for obsolete assets.
  • Respond to customer queries within the applicable turnaround times.
  • Management of SLA with Suppliers.


MINIMUM REQUIREMENTS
    Qualifications
  • A relevant National Diploma in ICT or NQF Level 6 qualification.
  • Certified in Information Technology Infrastructure Library (ITIL)

Knowledge and Experience
  • 5 -7 years' related working experience in the ICT environment.
  • More than three years' experience in of ICT Service management.
  • Knowledge of ITIL Framework
  • Knowledge of POPI Act
  • Knowledge of COBIT
  • Knowledge of basic Microsoft Windows Server Administration
  • Knowledge of Microsoft Exchange Server environment

PRINCIPAL OFFICER: PORT OF EAST LONDON
GRADE: D4

JOB PURPOSE
To perform the duties of a Principal Officer and to manage a SAMSA Port Office in accordance with the requirements of the Merchant Shipping Act, all other Acts and regulations that are administered by SAMSA as well as the principles and objectives of the business plan and to be accountable for the cost-effective day-to-day management of the office.
 
KEY RESPONSIBILITIES
  • Ensure safe ships and clean seas:  Conduct surveys, inspections and investigations. Render advice in accordance with statutory laws & regulations. Deliver an effective Survey Strategy and Flag State Implementation. Implement Port State Control. Ensure that policy is exercised effectively. Ensure that data is being captured.
  • Uphold and implement legislation: Co-ordinate and integrate the initiation, participation and contribution towards the drafting of proposed legislation, regulations, and amendments to legislation, regulations, and policy. Fulfill national and international maritime safety and anti-pollution responsibilities and obligations.
  • Financial Management: Ensure provision and generation of adequate funds and capital requirements for the office, as well as the prudent utilization of funds and control of expenditure.
  • Management of staff: Manage the performance of staff to ensure competence and the realization of the regional operational plan.
  • People Management: Supervise daily activities, and manage the performance, training, and development of staff to ensure competence. Set goals, Empower, Coach, and Mentor staff, and create a workplace culture that is consistent with the values of SAMSA.
  • Stakeholder Management: Build and sustain relationships with internal and external stakeholders and manage stakeholder expectations. Promote customer care as a key objective.  


REQUIREMENTS
 
QUALIFICATIONS
  • A STCW Master unlimited or STCW Chief Engineering unlimited is required.
  • Any additional qualification in the Maritime field will be advantageous
  • Driver's licence is required.
 
EXPERIENCE
  • A minimum of 3 years' experience doing ship surveying at SAMSA.
  • Previous managerial experience, preferably in a related field, is advantageous
