MARINE TECHNICAL SUPERINTENDENT X2
GRADE: D3
OFFICE: CAPE TOWN MARITIME SPECIAL PROJECTS
TYPE: FIXED TERM UNTIL 31 OCTOBER 2026
The above position will report to Fleet Operations Manager.
SAMSA is seeking the expertise of a Marine Technical Superintended to ensure operational efficiencies in the Technical Department.
MAIN ACTIVITIES
1. Technical Management
- Ensure that the assigned vessels are technically operational to meet their stated objectives.
- Ensure that all copies of statutory, SOLAS and equipment certificates (life rafts, compasses, etc) are in date and ready for audit (if required);
- Monitor the technical status of assigned vessels in relation to Class certification and survey requirements;
- Ensure that the vessels are maintained in accordance with Company, Statutory and Classification requirements;
- Maintain good communication with vessel management, as well as internal and external stakeholders;
- Formulate, manage, and control all aspects of vessel technical budgets and operating costs in support of the Operations Manager at MSP.
- Identify and source technical and operational services that are required for the vessels to meet operational objectives in the most cost effective and economical manner. This is done in conjunction with SAMSA SCM.
- Facilitate the specification for the procurement of spares and consumables.
- Perform evaluations for dry-docking / repair quotes as well as selection of shipyards for repair works, ship maintenance etc.
- Plan and attend to vessel dry docking(s), repairs and surveys as and when required and determine the relevant repair specifications for dry docking and maintenance.
- Compile technical reports upon completion of dry docking which shall include summaries of works performed, operational budgets and actual expenditures.
- Supervise contractors' repair/maintenance solutions on board the vessels; and
- Perform monthly review of logs and processes on board the vessels.
- Take note of the classification rules and meanings of different notations, especially notations that specify limitations on a ship's performance.
- Liaise with the classification society so as to ensure full compliance.
- Monitor and ensure that the vessels are maintained in accordance with Classification rules; and
- Schedule all mandatory surveys in conjunction with the DPA.
- Carry out a detailed cost analysis for the prescribed vessels and submit to the Operations Manager at MSP. This should include but not be limited to:
- Crew costs (to be obtained in conjunction with the Crew Manager).
- Estimated maintenance and repair costs.
- Consumables.
- Vessel insurance (to be obtained in conjunction with Legal Manager).
- Bunkers (number of operational days to be obtained from the Operations Manager);
- Cost for scheduled dry docking;
- Ports and Miscellaneous costs;
- Catering and Hospitality (to be obtained in conjunction with the Catering Superintendent); and Satellite communication costs (to be obtained in conjunction with the Planned Maintenance Administrator).
- To ensure strict compliance with the ISM, ISPS, and MLC in line with the DPA
DESIRED QUALIFICATIONS AND EXPERIENCE
- Matric
- Bachelor's degree/ Advance Diploma in Marine Engineering
- Chief Engineer >3000kW (STCW III/2 – no limitation)
- STCW ancillary courses and any other equivalent training.
- 7 years related work experience in the field of expertise.
- Sailed in rank of Second Engineer (seagoing experience)

- Planning of scheduled and unscheduled dry docks.
- Knowledge of the planned maintenance system.

RADIO SURVEYOR
TYPE: PERMANENT

JOB PURPOSE
To carry out radio surveys and inspections, assess and process seafarer certificate of competence applications, provide a technical consultancy to industry and accredit and audit training institutions for the purpose of ensuring compliance with the requirements of the applicable Acts, Regulations, and International Conventions.
KEY PERFORMANCE AREAS
1. Surveys & Inspections
- Perform radio surveys and inspections on ship station radio installations in accordance with applicable legislation
- Perform flag and port State control inspections on ship station radio installations to verify compliance
- Ensure that ship stations and ship earth stations are licenced
- Ensure that ship radio personnel are correctly certificated
- Maintain awareness of latest technology and operational procedures
2. Qualifications
- Assess seafarer radio certificate of competence applications
- Capture of certificate of competence applications on SIOMS
- Issuing of temporary certificates of competence
- Accredit and audit of seafarer training institutions
- Moderation of examination papers
3. Legislation & Regulations
- Maintain thorough familiarity with all applicable legislation and regulations
- Initiate, participate in and contribute towards drafting proposed amendments to local regulations on an ongoing basis
- Identify discrepancies, shortcomings, and improvements to local legislation
- Perform initial consultations with stakeholders
- Investigate contraventions of applicable legislation and act accordingly
4. Technical Consultancy
- Provide a consultancy service to the maritime industry including interpreting of relevant legislation and regulations
- Draw up technical reports
- Attend and participate in national forums
- Draft marine notices, guidance notes and procedures
- Assist in casualty and incident investigations as required
5. Financial & Asset Control
- Provide annual regional radio budget inputs
- Ensure efficient invoicing of surveys
- Ensure efficient invoicing of accreditations
- Ensure availability of adequate, appropriate and calibrated test equipment
- Ensure proper control of test equipment and assets
6. Administration
- Prepare regional radio month-end statistics
- Ensure month-end survey stats are submitted timeously
- Ensure accurate capture of all radio surveys daily
- Ensure efficient filing of radio surveys
- Ensure efficient filing of accreditations
MINIMUM REQUIREMENTS
QUALIFICATIONS:
- Degree or Advanced Diploma in Electrical/Electronic Engineering (NQF level 7) and
- GMDSS General Operator's Certificate OR GMDSS First/Second Class Radio Electronic Certificate (STCW)
- 7 years related work experience in the field of expertise.
- Ability to work under pressure
- Strong ethics and integrity

- Good verbal and written business communication
- Excellent interpersonal skills
- A valid driver's license and a reliable vehicle are required

SENIOR OFFICE ADMIN
PERMANENT
GRADE: B5
OFFICE: SALDANHA BAY OFFICE (WESTERN REGION)
The above position will report to the Principal Officer
PURPOSE
Responsible for co-ordinating daily clerical operations of the office, including all administrative support services, facilities, reception, and all other office related administrative activities. To assist the Management Team in achieving the port office objectives.
Key performance areas include:
Administrative Management
- Ensure and monitor clerical, administrative and reception responsibilities.
- Ensure that all applications and services requested are timely booked, processed, and confirmed.
- Ensure an effective filing system is being maintained for proper document and record control.
- Ensure that all daily documentation efficiently recorded and filed.
- Ensure services correctly invoiced and receipted.
- Assist and coordinate in the preparation of meetings, conference calls, travel and workshops on behalf of port management.
- Ensure that the office workspace is maintained and cleaned according to a high standard and coordinate maintenance activities.
- Assist in the management of the port budget, finance, and procurement requirements.
Auditing
- Coordinate and consolidate all documentation to ensure preparedness to receive the Auditor General Annually.
- Coordinate and assist with proper close out of any administrative findings to prevent findings and repeat findings and enable continuous improvement of administrative processes.
Customer and Stakeholder Engagements
- Coordinate and assist with client queries and escalate as required to ensure effective customer satisfaction.
- Assist with the coordination and planning of Stakeholder Engagement functions in order to promote the objectives of SAMSA.
People management
- Supervise a diverse team of clerical and administrative support services by ensuring the effective distribution of workload.
- Assess administrative staff performance and provide training, coaching and guidance to ensure maximum efficiency.
- Align the performance management of the administration team and monitor the performance against the port office objectives.
- Identify recruiting and retention needs of administrative staff to maintain port office efficiency.
- Ensure administrative staff grievances and disciplinary challenges are timely dealt with to ensure an optimal working environment and promote employee wellbeing.
- Oversight and/or direct involvement with the process of fee charging continuously.
- Banking (manual) and Electronic banking (Dynamics build deposit) daily.
- Balance petty cash and claim funds.
- Monitor the expenditure against the budget on a monthly basis and assist with annual budget.
- Responsible for correct expenditure and procurement procedures.
- Maintain and balance cash float daily.
- Raise relevant fee by issuing quotation / invoice. To issue quote / invoice within 24 hrs. of request for the same.
- Follow up on outstanding payments weekly.
MINIMUM REQUIREMENTS
QUALIFICATIONS
- Grade 12
- Higher Certificate/ NQF Level 5 qualification in Office Administration or equivalent.
EXPERIENCE
- A minimum of 6 years' experience in office administration or related.
- Experience in basic accounting software is desirable.
