FACILITIES OFFICER
OFFICE OF THE COO (HEAD OFFICE)
GRADE: C4
PERMANENT
JOB PURPOSE
To provide support in all matters relating to the provision of facilities support services including building maintenance, on-site contractors, fleet management and housekeeping services.
KEY PERFORMANCE AREAS
• Compiling specifications for work to be carried out and assist SCM with the appointment of contractors.
• Managing and ensuring that the air-conditioners, lifts, generator, firefighting equipment, fire detection and smoking system, electrical and plumbing requirements are attended to on a regular basis, ensuring compliance with legislation (where applicable).
• Compiling specifications, where applicable or as and when required.
• Participating in lease contractual agreements with Facilities Manager and Legal Section. Participating with the Facilities Manager and Sourcing/Contract Specialist/Legal Section (SCM) on contractual and other arrangements.
• Assisting with the replacement/acquisition of copier equipment on the Transversal Contracts.
• Contract-ordinate all lease agreement through legal section and ensure that they are properly signed and adhere to SAMSA regulatory requirements.
• Preparing safety records and reports on, inter alia, OHS related matters.
• Managing the SAMSA fleet which includes the monitoring, approving of trips, overseeing that log sheets are duly completed, ensuring that drivers are in possession of valid driver’s licenses, timeously renewing of vehicle licenses, managing alleged contraventions (speeding fines, etc.).
• As Proxy SAMSA’s representative for vehicles, executing all duties relating thereto.
• Ensuring that payments are being made in accordance with contracts/invoices.
• Assisting with the preparation of the facilities annual budget, including capital requirements
• Ensuring that purchase orders are being issued for work to be carried out or agreements entered.
• Participate in preparing the facilities budget and developing the facilities procurement plan.
• Participate and provide input during the development of Facilities Management policies and procedures.
MINIMUM REQUIREMENTS
Qualifications
• National Diploma in Logistics or equivalent qualification
Knowledge and Experience
• Minimum of 5 to 7 years’ related experience in Facilities Management.
• 3 years should have been at a Supervisory level.
• Experience in Logistic management would be an advantage.
• Basic knowledge and understanding of applicable procurement financial and other systems in use.

PRINCIPAL OFFICER: PORT OF MOSSELBAY

JOB PURPOSE
To perform the duties of a Principal Officer and to manage a SAMSA Port Office in accordance with the requirements of the Merchant Shipping Act, all other Acts and regulations that are administered by SAMSA as well as the principles and objectives of the business plan and to be accountable for the cost-effective day-to-day management of the office.
KEY RESPONSIBILITIES
• Ensure safe ships and clean seas: Conduct surveys, inspections and investigations. Render advice in accordance with statutory laws & regulations. Deliver an effective Survey Strategy and
Flag State Implementation. Implement Port State Control. Ensure that policy is exercised effectively. Ensure that data is being captured.
• Uphold and implement legislation: Co-ordinate and integrate the initiation, participation and contribution towards the drafting of proposed legislation, regulations, and amendments to
legislation, regulations, and policy. Fulfil national and international maritime safety and anti-pollution responsibilities and obligations.
• Financial Management: Ensure provision and generation of adequate funds and capital requirements for the office, as well as the prudent utilization of funds and control of expenditure.
• Management of staff: Manage the performance of staff to ensure competence and the realization of the regional operational plan.
• People Management: Supervise daily activities, and manage the performance, training, and development of staff to ensure competence. Set goals, Empower, Coach, and Mentor staff, and
create a workplace culture that is consistent with the values of SAMSA.
• Stakeholder Management: Build and sustain relationships with internal and external stakeholders and manage stakeholder expectations. Promote customer care as a key objective.
REQUIREMENTS
QUALIFICATIONS
• A STCW Master unlimited or STCW Chief Engineering unlimited is required.
• Any additional qualification in the Maritime field will be advantageous
• Driver’s licence is required.
EXPERIENCE
• A minimum of 3 years’ experience doing ship surveying at SAMSA.
• Previous managerial experience, preferably in a related field, is advantageous

X1 ENGINE SURVEYOR
PERMANENT

OFFICE: PORT ELIZABETH
The above position will report to the Principal Officer
JOB PURPOSE
To ensure vessels, seafarers and maritime service providers are compliant with applicable maritime legislation and relevant maritime Conventions; to give effect to the objectives of the South African Maritime Safety Authority (SAMSA) and the International Maritime Organization (IMO) Instruments.
KEY PERFORMANCE AREAS
• Ship Surveys and Inspections: Undertake all Statutory Surveys, Audits and Inspections in accordance with applicable legislation and other relevant regulations relating to Marine Pollution Prevention and Safety. Give effect to our obligation under the Instruments relevant to the III Code (Tonnage, COLREGS, Load line, SOLAS, MARPOL)
• Examinations and Accreditations: Give full and complete effect to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978 in accordance with the provisions of section A-I/8 of the STCW Code, whereby all training, assessment of competence, certification, including medical certification, endorsement and revalidation activities are carried out, by applying appropriate domestic legislation. Comply with the Quality Standards System of SAMSA to ensure alignment with STCW.
• Legislation Regulations and Policy: Review, recommend and contribute towards drafting maritime regulations and amendments. Review and Draft Marine Notices and Marine Circulars. Review, recommend and Draft SAMSA Policies and Procedures. Participate in ad hoc projects as and when required in line with level of responsibilities.
• Casualty/Incident Investigations: Undertake casualty / incident investigations Produce reports and make recommendations timeously. Fulfil an expert witness role in a Marine Court of Enquiry.
• Stakeholder Management: Provide consultancy services to Industry Stakeholders. Participate in and report on local, regional and international fora and make recommendations. Manage and engage with Stakeholders in accordance with SAMSA Core Values.
MINIMUM REQUIREMENTS
• Chief or Second Engineer Officer (no limitation) COC
• STCW ancillary courses and any other equivalent training
• Sailed in rank of Second Engineer (seagoing experience) is preferable.
PREFERRED QUALIFICATIONS, TRAINING AND EXPERIENCE
• STCW Compliant COC - Chief or Second Engineer (STCW III/2 – no limitation)
• STCW ancillary courses
• Sailed in rank of Chief Engineer or Second Engineer Officer
• Maritime experience for a period of 2-3 years in a management role is preferable
• Driver’s License
• Own Transport
• Preferred Medical Clearance Certificate – obtained from a SAMSA approved medical practitioner
• Ability to travel as and when required.
• Valid Passport
