DEPUTY REGISTRAR OF SEAFARERS                    
​GRADE: D1
The position reports to the Registrar of Seafarers.
LOCATION: HEAD OFFICE, PRETORIA                                                                                   
                                                                                                           
JOB PURPOSE
To support the Registrar in maintaining the register or registers of all certificates of competency, certificates of proficiency, certificates if equivalency and endorsements specified in STCW/F Convention, Regulations 3 and II/1 to II/6, IV/2 and Merchant Shipping (Certification, Training and Manning) Regulations 2021 and the Merchant shipping (National Small Vessel Safety) Regulations of 2007, as amended.
 
KEY PERFORMANCE AREAS
  • To assist the Registrar in ensuring that the issuance of the certificates of competency/ proficiency, certificates of equivalency, small vessel certificates of competency, seafarer's records books, Certificates of discharge and endorsements thereof are issued in accordance with the applicable legislation.
  • Ensure that Registers are secured, backed-up and updated continually and that original registers are backed up.
  • Ensure that safety and security procedures are followed for the safeguarding of the original Registers and back-up Registers.
  • Assist with Investigation of fraudulent Small Vessel certificates of competency, certificates of competency/proficiency, certificates of equivalency, Seafarer's record books and Certificates of Discharge and endorsement thereof.
  • Ensure that metrics are in place to monitor the operating procedures, corrective measures, or preventive action.
  • Ensure that all the services provided conform to the written operation procedures.
  • Assists the Registrar on matters dealing with changes to operating procedures, administrative, corrective, or preventive action in the event of actual or anticipated non-conformances, quality and operational control/improvement, and deletion of Seafarers and skippers from the Registers.
  • Provide inputs in the formulation, and implementation of departmental, regulation, policies, practices, and program coordination and make recommendations to increase effectiveness and efficiency within the department.
  • Provide input in Development and review of the policies, marine notices, marine information notices, marine circulars, and the value chain of education, training, assessment, and small vessel certification system. (Merchant Shipping (National Small Vessel Safety) Regulation's, 2007 as amended".
  • As a legislated member of the Seafarers syllabus committee to provide input to the Registrar in the function of developing and reviewing of the value chain of Maritime Education, training, assessment, and Certification system. (STCW/F Convention and Code) this in accordance with Reg 1/8 Quality Standard Systems.
  • Provide input in the Development, review, and implementation of an electronic database for an online verification system to authenticate small vessel certificates of competency and Seafarer's record books.
  • Coordinate the work activities of any assigned employees, prioritizes and coordinates work assignments, reviews for accuracy and recommends improvements in workflow, procedures etc.
  • To assist with research on innovative solutions to provide better services to our Seafarers and skippers leading to improved turnaround time.
  • Manage performance of the Registry staff to ensure competence and the development for succession of the operational plan.
  • Provide input on the departments business plan.
  • Develop training annual plans and programs for the staff in the Registrar's office.
  • Cultivate productive working relationships through the promotion of cross functional collaboration and teamwork.
  • Resolve employee grievances within a specified timeframe.
  • Develop and ensure performance targets for staff under supervision.
  • Address poor behaviour through the Disciplinary and Grievance procedures with the guidance of Human Capital

MINIMUM REQUIREMENTS
    Qualifications
  •   Diploma/Degree in Maritime Studies
  •   Officer's Qualification (Port Operations, STCW, Fishing - Divisions 1 - 7)
 
   Knowledge and Experience
  •   Previous supervisory experience preferably in a related field
  •   Three (3) years of experience at supervisory/management level
  •   Three (3) years' experience in the Maritime Industry and dealing with seafarer-related matters.
 
Competencies
High levels of competence on the skills below is a requirement:
  • Sound knowledge of Maritime Legislations and IMO Conventions and Protocols as amended wrt seafarers and fishers.
  • Technical knowledge of the following acts and regulations:
  • SAMSA Act, 1998 (Act No. 5 of 1998) as amended.
  • Merchant Shipping Act, 1951 (Act No 57 of 1951) as amended.
  • Protection of Personal Information Act.
  • Promotion of administrative justice Act 3 of 2000.
  • Merchant Shipping (Certification, Manning, and Training) Regulations 2021, as amended.
  • Merchant Shipping (National Small Vessel Safety) Regulations 2007, as amended.
  • Maritime Labour Convention 2006.
  • Practical knowledge of quality assurance.
  • Skilled at supervising a multidisciplinary team including standards & compliance, qualification & licensing, port regulatory & emergency response, enforcement & compliance, maritime security/safety, quality assurance and corporate service.
  • Well-developed written and oral communication skills, interpersonal skills, and the ability to communicate effectively.

BID AND CONTRACT MANAGER                             
GRADE: D1
The position reports to the Senior Manager: Supply Chain Management.
​LOCATION: HEAD OFFICE, PRETORIA                                                                                                                                                                                       
JOB PURPOSE
The Bid and Contract Manager is responsible for ensuring consistent management of all proposals and contracts. This includes overseeing the contract management process, as well as the development of specific standards for bidding and submission, contract negotiations and documents management.
 
KEY PERFORMANCE AREAS
  • Project and anticipate the needs and requirements within SAMSA.
  • Analyse the future demand for items and identify appropriate procurement to meet demand expectations.
  • Compile a procurement plan for the Senior Manager: SCM's approval.                    
  • Submit the approved Procurement plan to National Treasury.           
  • Liaise with each Centre regarding the implementation of the procurement plan.
  • Ensure processes are in place strengthen internal control and minimize risks.
  • Asses the different procurement methods available and decide on the most feasible option after considering all relevant legislation, regulations and prescripts.
  • Monitor adherence and comply with all prescripts, including the Preferential Procurement Framework Act; Black Economic Empowerment; Public Financial Management Act; Supply Chain Management Directives; and Treasury Regulations whenever goods and services are purchased.
  • Assist end users in drafting specifications when doing bids/requests for proposals    .
  • Facilitate the tender process i.e., tender advertisements, tender briefing; opening of the tender box; supplier presentation; BSC and BEC meetings etc.
  • Attend tender related queries timeously.
  • Keep abreast of the tender pipeline and schedule of work to enable effective administration thereof.
  • Observe tender closing deadlines and ensure all the tenders received are properly registered.
  • See to the safe keeping of all tender documents.
  • Ensure all the relevant tender documents (i.e. adverts, tender register, pricing register, handover register, responsiveness schedules, comparisons schedules etc.).
  • Conduct a pre-evaluation of all tenders and present this to the BEC.
  • Maintain accurate records of all bids i.e. decisions taken etc.
  • Maintain and update the contract register of SAMSA.
  • Develop and implement procedure for contract management and administration in compliance with company policy.
  • Coordinate the drafting of contracts with assistance from legal.
  • Ensure the bid award and procurement process is adhered to.
  • Coordinate the finalisation of contracts and ensure all the relevant parties are informed once a contract has been signed.
  • Monitor supplier's and SAMSA's compliance contractual requirements and service level agreements.
  • Ensure contracts close-out, extension or renewal.
  • Managing supplier performance.
  • Delegate and oversee tasks.
  • Orient and train new employees
  • Supervise, coach and performance manage staff.
  • Ensure reports are timeously, as required.
  • Ensure a proper filling system is maintained.
 
MINIMUM REQUIREMENTS
   Qualifications
  • NQF Level 7/Bachelor's degree in Supply Chain Management or any related field
   Required certification or Professional Registration:
  • Preferably registered with the Chartered Institute of Procurement and Supply (CIPS)
   Knowledge and Experience
  • At least 7 years work related experience.
  • Willingness to occasionally work after hours when required.

SHIP SURVEYOR: ENGINE

The above position will report to the Principal Officer
 
JOB PURPOSE
To ensure vessels, seafarers and maritime service providers are compliant with applicable maritime legislation and relevant maritime Conventions; to give effect to the objectives of the South African Maritime Safety Authority (SAMSA) and the International Maritime Organization (IMO) Instruments.​
 
KEY PERFORMANCE AREAS
  • Ship Surveys and Inspections: Undertake all Statutory Surveys, Audits, and Inspections in accordance with applicable legislation and other relevant regulations relating to Marine Pollution Prevention and Safety.
    Give effect to our obligation under the Instruments relevant to the III Code (Tonnage, COLREGS, Load line, SOLAS, MARPOL) 
  • Examinations and Accreditations: Give full and complete effect to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978 in accordance with the provisions of section A-I/8 of the STCW Code, whereby all training, assessment of competence, certification, including medical certification, endorsement and revalidation activities are carried out, by applying appropriate domestic legislation. Comply with the Quality Standards System of SAMSA to ensure alignment with STCW. 
  • Legislation Regulations and Policy: Review, recommend and contribute towards drafting maritime regulations and amendments.
    Review and Draft Marine Notices and Marine Circulars.
    Review, recommend and Draft SAMSA Policies and Procedures.
    Participate in ad hoc projects as and when required in line with level of responsibilities. 
  • Casualty/Incident Investigations: Undertake casualty / incident investigations.
    Produce reports and make recommendations timeously.
    Fulfil an expert witness role in a Marine Court of Enquiry. 
  • Stakeholder Management: Provide consultancy services to Industry Stakeholders.
    Participate in and report on local, regional, and international fora and make recommendations.
    Manage and engage with Stakeholders in accordance with SAMSA Core Values.
 
MINIMUM REQUIREMENTS
  • Chief Engineer > 3000kW (no limitation) COC / or Master COC (Unlimited)
  • STCW ancillary courses and any other equivalent training
  • Sailed in rank of Second Engineer (seagoing experience) / or sailed in rank of Chief Officer (seagoing experience)
 
PREFERRED QUALIFICATIONS, TRAINING AND EXPERIENCE
  • STCW Compliant COC - Chief Engineer >3000 kW (STCW III/2 – no limitation) / or STCW Compliant COC – Master (STCW II/2 – no limitation)
  • STCW ancillary courses
  • Sailed in rank of Chief Engineer (seagoing experience) / or sailed in rank of Master (seagoing experience)
  • Maritime/Sea going experience for a period of 2-3 years in a management role.
  • Driver's License
  • Own Transport
  • Preferred Medical Clearance Certificate – obtained from a SAMSA approved medical practitioner.

MARINE TECHNICAL SUPERINTENDENT 
GRADE: D3
OFFICE: CAPE TOWN MARITIME SPECIAL PROJECTS 
TYPE:  FIXED TERM UNTIL 31 OCTOBER 2026
 
The above position will report to Fleet Operations Manager.
SAMSA is seeking the expertise of a Marine Technical Superintended to ensure operational efficiencies in the Technical Department.
 
MAIN ACTIVITIES
1.     Technical Management
  • Ensure that the assigned vessels are technically operational to meet their stated objectives.
  • Ensure that all copies of statutory, SOLAS and equipment certificates (life rafts, compasses, etc) are in date and ready for audit (if required);
  • Monitor the technical status of assigned vessels in relation to Class certification and survey requirements;
  • Ensure that the vessels are maintained in accordance with Company, Statutory and Classification requirements;
  • Maintain good communication with vessel management, as well as internal and external stakeholders;
  • Formulate, manage, and control all aspects of vessel technical budgets and operating costs in support of the Operations Manager at MSP.
2.     General and Business Contribution
  • Identify and source technical and operational services that are required for the vessels to meet operational objectives in the most cost effective and economical manner. This is done in conjunction with SAMSA SCM.
  • Facilitate the specification for the procurement of spares and consumables.
  • Perform evaluations for dry-docking / repair quotes as well as selection of shipyards for repair works, ship maintenance etc.
  • Plan and attend to vessel dry docking(s), repairs and surveys as and when required and determine the relevant repair specifications for dry docking and maintenance.
  • Compile technical reports upon completion of dry docking which shall include summaries of works performed, operational budgets and actual expenditures.
  • Supervise contractors' repair/maintenance solutions on board the vessels; and
  • Perform monthly review of logs and processes on board the vessels.
​3.     Classification Society Rules and Regulations
  • Take note of the classification rules and meanings of different notations, especially notations that specify limitations on a ship's performance.
  • Liaise with the classification society so as to ensure full compliance.
  • Monitor and ensure that the vessels are maintained in accordance with Classification rules; and
  • Schedule all mandatory surveys in conjunction with the DPA.
4.     Budgetary Inputs
  • Carry out a detailed cost analysis for the prescribed vessels and submit to the Operations Manager at MSP. This should include but not be limited to:
  • Crew costs (to be obtained in conjunction with the Crew Manager).
  • Estimated maintenance and repair costs.
  • Consumables.
  • Vessel insurance (to be obtained in conjunction with Legal Manager).
  • Bunkers (number of operational days to be obtained from the Operations Manager);
  • Cost for scheduled dry docking;
  • Ports and Miscellaneous costs;
  • Catering and Hospitality (to be obtained in conjunction with the Catering Superintendent); and
Satellite  communication  costs  (to  be  obtained  in  conjunction  with  the  Planned Maintenance Administrator).
 5.     ISM, ISPS, and MLC 
·       To ensure strict compliance with the ISM, ISPS, and MLC in line with the DPA
 
DESIRED QUALIFICATIONS AND EXPERIENCE
  • Matric
  • Bachelor's degree/ Advance Diploma in Marine Engineering
  • Chief Engineer >3000kW (STCW III/2 – no limitation)
  • STCW ancillary courses and any other equivalent training.
  • 7 years related work experience in the field of expertise.
  • Sailed in rank of Second Engineer (seagoing experience)
